ClusterFY project addresses the needs of business networks, clusters to integrate into the regional and international innovation value chains, increase their innovation capacities for the commercialisation of knowledge, creation of radical innovation, implementation of disruptive solutions exploiting KETs, especially in S3 priority areas. KETs have the potential to bring growth to regions, enhance its' competitiveness and for lagging regions it is of key importance to have access to these technologies. ClusterFY seeks to improve regional/national cluster policies identifying the opportunities in each of partners’ regions, how to connect KETs related sector strengths with societal and consumer trends, how to utilize cross-sectorial combination, multi-level governance of cluster, interaction between clusters, public organisations and regions and exploit the interregional cooperation. ClusterFY Partnership involves well developed, transition and lagging regions and it creates a win-win situation: developed regions, which have already created a favourable policy tools for efficient employment of clusters will allow lagging and transition regions adopt and integrate good practice and on the other hand they will learn new approaches of governance and piloting actions. The ClusterFY overall objective is to improve regional/national policy instruments seeking to intensify clusterization processes (KETs related), fostering clusters’ and business networks interregional cooperation, integration into innovative value chains and better employment for the implementation of S3. The main outputs are: 57 interregional learning events, 8 Action Plans addressing 7 ERDF and 1 national policy instruments, at least 16 good practices analysed and shared, 105 people with increased professional capacity, Joint Clusters (KETs related) Policy recommendations. Partners will try to find solutions to encourage clusters to drive growth in the regions and contribute to the implementation of S3.

Achievements (EN):

In terms of activities, the project has organised a total of 79 policy learning events. It has also identified 20 good practices, produced 8 action plans and led to the increased capacity of 125 people. In terms of results, the project has succeeded in improving 6 regional development policies for a total amount of funds influenced of EUR 15,228,409. 79.

Expected Results (EN):

The ClusterFY is seeking to improve regional/national cluster and business networks policies (especially KETS related) fostering interregional cooperation that are often difficult for individual SMEs to manage on their own. Clusters can help SMEs getting access to regional and global value chains and develop long-term strategic partnerships. The ClusterFY overall objective is: To improve regional/national policy instruments seeking to intensify clusterization processes (especially in KETs related sectors), fostering clusters’ and business networks interregional cooperation, integration into innovative value chains and better employment for the implementation of smart specialization strategies. The project sub-objectives are: 1. to create the favourable conditions in order to boost the regional/national KETs related networks and cluster development as an important part of RIS3 and innovation ecosystem; 2. to intensify clusters and business networks collaboration across borders and sectorial boundaries exploiting Key Enabling Technologies and enhance interregional business networks and cluster cooperation in fields of strategic interest; 3. to increase the internationalisation of clusters and business networks and their integration into innovative value chains. The actions improving cluster innovation policy measures in order to promote interregional and international cluster cooperation will support business networks in global competition helping them integrate into innovation values chains.

Expected Outputs (EN):

Seven out of eight policy instruments addressed in ClusterFY are related to the ERDF Operational Programmes and 1 to the National Programme - Scheme to promote industrial cluster organizations (Slovakia). Estimated amount of ERDF programmes/measures which will be influenced by the project is 24,5 M Euro and national programme amount is 0,75 M Euro. The policy instruments addressed are the mixture of national and regional level programmes: 3 instruments are national (LP, P4, P7) and 5 of them are regional (P2, P3, P5, P6, P8) and we see a very good synergy exploiting the different levels and approaches. Taking in mind the size of the ERDF and national programmes, also their governance and partners’ diversity the interregional learning process could be organized very positive and benefit from this variety. The impact on the innovation and clusters/networks related policies will be significant taking in mind the project partners and participants. ClusterFY partnership consists of managing authority, intermediate bodies, policy supporters/beneficiaries and national/regional innovation and development agencies (under the Ministries of Economy) which are directly responsible for the design and implementation of innovation and cluster policies in countries. All managing authorities which are not directly involved as partners participate in the project being active Stakeholder Groups’ members. Therefore, we estimate that we reach out the targets mentioned in the indicators table calculated for the implementation phase. The self-defined indicators are part of the policy instruments addressed and shall be monitored and reported by each partner. During ClusterFY project 85 policy learning events will be organised: 5 Interregional Workshops, 2 Interregional Seminars, 7 Study trips followed by 7 Round Table discussions and 48 Regional/National Stakeholder Groups meetings. At least 105 people will increase their professional capacity due to their participation in interregional cooperation activities related to the innovation and cluster policy. We estimate that a minimum of 16 good practices will be identified, analysed and shared (also in public). In Phase 1 there will be 7 project meetings organized seeking to identify and explore the good practices that could be transferred, used for the improvement of cluster related policy instruments. As a result of exchange of experiences and interregional learning process eight Action Plans will be prepared. Also the Joint Cluster Policy (KETs related) recommendations will be drafted. Two meetings dedicated to exchange on the monitoring of the Action Plans implementation will take place in Phase 2. In order to ensure the effective dissemination the knowledge collected, and raise the awareness and maximize the ClusterFY project’s results and achievements the High Level Conference, 8 regional/national dissemination events and 2 interregional seminars will be organized, at least 46 appearances in media will occur.
