Description
Description (EN): During the last decade, the acknowledgement of the social and environmental costs that are connected to transport and mobility patterns based on individual motorised traffic has been consolidated and the shift towards more sustainable mobility is reflected in the policy instruments for the current programming period. Walking and cycling, and active mobility in general, are being supported to cover shorter distances, as it is normally required in urban and functional urban areas. However, people switching to active mobility have to deal with severely inadequate conditions of walking and cycling infrastructure, often unaccessible, unsafe, discontinuous and not ensuring connections from point A to B. Their characteristics are completely different in the various countries, but differences are also between neighbouring cities, due to a general lack of standards in approaches and requirements recognised and applied in the EU. Local and regional administrations - taking advantage of the funds available - are now rushing in building walking and cycling facilities, but do not fully consider all factors influencing the decision on the characteristics that the infrustructure shall have and it urgent to act. CYCLEWALK will provide an opportunity for the local and regional administrations involved to compare and share approaches and ensure more informed decision making process on walking and cycling infrastructure, with the result of increasing the share of active mobility and low carbon mobility. Through study visits, complemented with assessment walking and cycling tours, technical working tables with stakeholders, and the Urban Cycling Institute providing trainings and full technical and scientific advise to the technical offices and the regional experts and universities, the project will ensure taking up of quality criteria for proper walking and cycling infrastructure in the policy instruments and projects, implemented according to share standards.
Read more Achievements (EN): In terms of activities, the project has organised a total of 46 policy learning events. It has also identified 15 good practices, produced 6 action plans and led to the increased capacity of 57 people.

Expected Results (EN): The overall objective of the project CYCLEWALK is to support the shift of people from car usage to cycling and walking mobility patterns, focusing on urban areas and functional urban areas thus offering a specific contribution towards a reduction of CO2 emissions.
To ensure a higher share of active mobility, thus to meet the project’s main objective, CYCLEWALK will try to achieve the following two specific sub-objectives:
To improve knowledge of decision makers in charge of cycling and walking policies regarding available practices and standards in the partner region and through support of the advisory partner on data collection and management, in relation to target users, urban features and technical options, that define quality of planned cycling and walking infrastructures suiting the specific context and use.
The sub-objective will be achieved through a properly designed interregional learning model on the different regional processes put in place for planning and selecting in the best way (fitting the specific context) the walking and cycling investment: what type of data are collected in the different regions? Which target groups are involved? How are the data collected and processed? Are innovative materials taken into account or are local materials preferred? Is the surrounding area in which the measure will be implemented mapped and its features considered?
To increase the quality of walking and cycling measures implemented through the policy instruments addressed, by improving guiding and selection criteria and capacity of possible investments vis-à-vis the aim of concretely improving cycling and walking opportunities, and active mobility in general.
The different regions will reach these objective by selecting and adopting the best practices collected in each other’s and those suggested by the advisory partner; the adoption will be carried out according to the action plan developed by each partner.
Read more Expected Outputs (EN): The main result of the project is the improved quality of cycling and walking investments and consequent increase of cycling and walking modal shift in urban areas and functional urban areas thus effectively fostering cycling and walking as an alternative to car transport and improving share of low carbon mobility in the regions involved.
In order to achieve the main result a number of sub-results would be achieved:
● 7 Project Partners and decision makers in charge will have higher knowledge of the standards and practices applied in other countries and regions in the decision process for walking and cycling measures,
● 6 partner regions will have better understanding on how to collect and use data that are necessary to determine the type of measure, and the quality standard to be ensured in the selection of operations,
● 6 Managing Authorities will have the possibility to guide the potential beneficiaries of funds towards better projects, as quality criteria will be specified in the selection of operations.
● 50 potential beneficiaries will be able to be provide higher quality walking and cycling projects, making use of the best practices and standards acquired.
● At least 50 stakeholders groups will have their requests better integrated in the final measures implemented .
Functional to the achievement of results, the following main outputs will be delivered:.
● 6 regional analyses on the practices and criteria applied for the selection of cycling and walking infrastructures and other measures in the partner regions will be delivered and 1 comparative study
● 6 study visits in the regions and sector-based working tables, involving stakeholders of the different regions will take place, including complemented by 6 assessment tours will take place, with the aim of collecting the most information on potential problems, 3 interregional trainings.
● A collection of best practices will be compiled and transformed into quality criteria, to be applied in the decision making process of the Managing Authorities in the calls for proposals or direct selections of projects on walking and cycling to be funded through the policy instruments and the beneficiaries to provide quality projects.
● 6 Action plans for the adoption of quality criteria in support of the policy instruments.
● 1 multifaceted awareness campaign to the target users groups of the cycling and walking investments will be put in place, to ensure full focus on final beneficiaries, convincing them to switch transport mode.
● Seminars for the policy makers and regional administrators, to create the right mindset to support the project results to be adopted in the standard practice.
