Description (EN):

Smart grids are energy networks that automatically monitor energy flows and adjust to changes in energy supply and demand accordingly. With smart grids, the potential for energy monitoring, energy saving and integration of energy from renewable sources is huge. Potential benefits are clear, and various European initiatives have been launched to take advantage of them. However, integrated regional low-carbon strategies are needed to identify suitable actions for a specific territory, to channel public and private investments and to increase the awareness of and mobilise public and private stakeholders (from the business sector, to local citizens). Strategic integration ICT-based low-carbon innovations should also be accelerated. SET-UP supports 7 regions, at different stages of smart-grid development, to face these common challenges together. Its overall goal is to improve energy performance of the regions involved thanks to enhanced policies on on smart grids. SET-UP uses interregional exchange to build on regional competences on smart grids, supported by selected regional policy instruments (ERDF ROP, Axis on energy / low carbon). SET-UP improves policy instruments by identifying efficient energy management tools, with a specific focus on solutions to 3 main challenges to smart grid deployment: empowering consumers: economic and business models; investment possibilities for smart network infrastructure. Various activities for interregional exchange, communication and stakeholder engagement (with business sector engagement), help partners to develop regional Action Plans. These plans result in improved policy instruments supporting regions in their attempt to design, implement and direct more and better funding towards integrated smart grid strategies. On a medium to long term, better energy demand management achieved thanks to SET-UP will lead to reduced energy consumption and greater energy security, with connected socio-environmental and economic benefits.

Achievements (EN):

In terms of activities, the project has organised a total of 52 policy learning events. It has also identified 11 good practices, produced 6 action plans and led to the increased capacity of 43 people. In terms of results, the project has succeeded in improving 11 regional development policies for a total amount of funds influenced of EUR 6,650,505. 00.

Expected Results (EN):

The overall goal of the SET-UP project is to improve the energy performance of the regions involved in the consortium thanks to enhanced policies focusing on smart grids. The project intends to use interregional exchange to build on the specific regional competences (e.g. ICT, renewable, incentives for enterprises, etc.) clustered around the smart grid sector and identified in the S3 strategies, in order to identify effective energy management tools and improve regional policies. Such effective management is achieved through financial incentives, targeted capacity building schemes (for civil servants, entrepreneurs, citizens), regulated market framework and integration of information and communication technologies. Engagement of stakeholders is particularly relevant for the topic addressed. Energy producers and grid managers play a key role and their involvement with the MAs is indispensable to achieve project objectives. Interregional exchange is centred on the role and use of smart grids, and focused on identifying suitable actions tackling all the main challenges identified, in order to reach the following specific sub-objectives: • to promote the exchange of experience and sharing of practices tackling the 3 main challenges of smart grids deployment (social, economic and financial) among 6 EU regions, through targeted capacity building and exchange events (i.e. thematic workshops, staff exchange, bilateral meetings); • to foster the preparation, application and monitoring of 6 Action Plans for integrating and deploying good practices in the smart grids sector within regional policies; • to promote the involvement of stakeholders in the interregional learning process of energy transition through creation of 6 local stakeholders group; to foster dissemination of project results at local, with ad hoc communication tools, and EU level, thanks to the participation in the Policy Learning Platform of the INTERREG EUROPE programme.

Expected Outputs (EN):

The main SET-UP outputs can be summarised as follow: • Reports and documentation from Interregional Learning Process events (3 Interregional Thematic Workshops, 6 study visits, Energy Team meetings, 12 bilateral meetings and 6 staff exchanges); • Interregional analysis carried out within 3 thematic Energy Teams (Consumer acceptance; Economic models; Funding sources), resulting in 3 Joint analysis thematic analysis of needs and local situations, including selection of min.6 Good Practices on smart grid policy; • Creation of 6 Local Energy Transition Supporters groups (groups of local stakeholders actively involved in all phases of project development); • 6 regional Action Plans designed by the end of Phase 1, in close cooperation with and approved by regional stakeholders and with initial implementation and monitoring starting in Phase 2; • 6 follow-up reports on Action Plan implementation, on the basis of monitoring results at the end of Phase 2, to ascertain the real improvements to the selected policy instruments. • Increased capacity among at least 80 key players involved on 4 learning levels throughout the project. These outputs and the activities undertaken to achieve them, lead policy improvements in the ERDF POR (axis/objectives related to energy efficiency / energy transition and smart grids) in 6 European regions. Expected improvements can be summarised as follows: • Implementation of new projects: thanks to interregional cooperation within SET-UP, managing authorities, energy agencies and other key stakeholders can propose projects that may include funding for cooperation initiatives (ICT, energy providers, building representatives), for technological innovation / application, for awareness raising initiatives, for innovative business schemes, integration of renewables and other integrated smart grid planning / monitoring proposals; • Change in the management of the policy instrument: lessons learned from exchange between SET-UP partners can lead to improvements to the way the ROP are managed. This includes guidelines for project section criteria, better measures for stakeholder consultation in how to promote energy management / smart electricity distribution, improve monitoring through practical indicator sets. By promoting better energy management in a climate of cooperation and proactive engagement of actors in the regional energy network, SET-UP will also deliver intangible results (measurable on a medium-long-term): • increased theoretical understanding and practical application of smart grids initiatives, as well as energy recovery and use of renewables; • rationalised final use of energy, greater access to smart grids and greater energy security; • decreases in energy consumption with relative environmental (decreased emissions) and socio-economic impacts (lower energy costs/bills).
