The CLIPPER project stems from the conviction that the support to maritime industries has to be developed in order to tackle Blue Growth challenges as well as energy transition imperatives. Global economic recession did not spare the maritime sector, which also suffers from the ever-growing concurrence from emerging countries. The Regions have a crucial part to play to maintain SMEs’ competitiveness in their traditional activities (shipyards in particular) while becoming leaders on blooming markets such as Marine Renewable Energies (MRE). Maritime industries should be understood here according to the definition given by the LeaderShip 2020 report “The Sea, New Opportunities for the Future”, which recommendations are echoing in the CLIPPER project. Its overall objective is indeed to improve public policies in support to maritime industries’ SMEs, notably by encouraging business strategies focused on diversification and differentiation. Exchanges between partner regions, based on an extensive benchmark, will allow the exploration and implementation of new modes of action towards SMEs in order to give them support and incentives for their dynamics of quality upgrading, manufacturing performance and leadership in new markets such as MREs. The partners to the CLIPPER project will build relevant action plans for each of their territories and shape concrete political recommendations to impulse them locally, in line with the analysis of relevant national and European contexts. Continuous exchanges with stakeholders throughout the project will allow a better identification of challenges faced by SMEs and to ensure coherence between their needs and the tools elaborated. The links developed with SMEs during preparatory work will guarantee their direct benefit from the project. CLIPPER's results and their long term exploitation will be a significant support for public authorities and European institutions to improve their business strategies for maritime industries.

Achievements (EN):

In terms of activities, the project has organised a total of 62 policy learning events. It has also identified 13 good practices, produced 7 action plans and led to the increased capacity of 128 people. In terms of results, the project has succeeded in improving 2 regional development policies for a total amount of funds influenced of EUR 3,700,000. 00.

Expected Results (EN):

The overall objective of CLIPPER is to improve public tools in support to the SMEs’ competitiveness of the maritime industries sector. It wants to facilitate the diversification and differentiation of historical shipyards and the development of new MREs markets in the partners’ regions to create growth and jobs thanks to the SMEs’ expertise. This interregional work will take in consideration the relevant national and European contexts to formulate political recommendations in line with the LeaderShip 2020 report and the Blue Growth European strategy, and to tackle the following subobjectives: 1. Promote new policymodels supporting maritime industries SMEs and improve the existing ones, by using an integrated approach of the sector. Such an approach moves beyond a sectoral reflection and would allow SMEs to explore new markets in order to increase their competitiveness. For instance certain materials or equipments could be used for both MRE and ship construction. The purpose is to favor investments that would benefit to several fields, through advance materials, innovative production processes or shared machinery, giving the SMEs new opportunities and lighten their financial burden. 2. Ensure that the specificities of maritime industries are taken into account in regional public policies supporting SMEs of this economic field. This would imply the perpetuation of an interregional cooperation on this subject, to translate the project’s results within the regional public instruments related to maritime industries (ERDF OP in particular) and the global dissemination of good practices reaching to local actors and the relevant governance levels. 3. Reinforce the synergies between the different levels of public intervention (European, national and regional) and foster public-private partnerships for a growing efficiency of regional support policies for maritime industries.

Expected Outputs (EN):

Main results expected in link with the defined objectives: The CLIPPER project wants to impulse: - The implementation of new public policies or the improvement of existing tools (governance or structure), notably by making use of a toolbox developed throughout the conduct of the project, available of the project’s website and on the Programme’s policy learning platform, in order to support SMEs/entrepreneurs/startups towards diversification and/or differentiation strategies. - A sustainable and long-term interregional collaboration on SMEs’ competitiveness in the maritime industries sector - The appropriation by regional, national and European institutions of the political recommendations issued by the end of the project. At European level, they will be the continuation of LeaderShip 2020’s findings. Main expected outputs in link with the expected results: The main outputs listed below arise directly from the activities planned within the framework of the project, whether in plenary sessions or in WG meetings. The partners will be producing: - A benchmark study, with one entry per WG (i.e. competitiveness lever), indexing the regional good practices for public support to maritime industries SMEs. It will lead the partners to identify which one(s) could be transposed on their territory and will also be shared beyond the project’s consortium for further exploitation by interested regions (during communication events, on the project’s website and policy learning platform) . - A toolbox to help designing regional public policies in support to the competitiveness of SMEs in maritime industries. It will serve as a basis for the action plans’ elaboration and enhance the institutional reflection on a European competitiveness strategy for the maritime industries SMEs. It will be structured in five sections: o A typology of relevant public tools to support SMEs’ competitiveness which could be used regionally . o A typology of actions to support maritime industries SMEs which would necessitate national or European action . o Political recommendations to implement those tools and actions . o Prototypes of regional public policies supporting SMEs’ diversification and differentiation, produced by the partners in WG. o A guidebook and video clip illustrating how stakeholders' involvement in the interregional learning process could benefit the conception, evaluation and improvement of public policies. - The regional action plans, issued by the WG with the collaboration of the regional SG and implemented during Phase 2. - A feedback report on the action plans’ implementation and their evaluation’s results. This output will ensure a durability for the project’s results and a wide broadcasting towards other European maritime regions.
