Description (EN):

Electro-mobility has been identified as a priority within EU policies being a sustainable, low-carbon alternative for transport; however, poor availability of dedicated infrastructures and low user awareness are considered as major barriers to be addressed. PROMETEUS aims at overcoming such barriers and promoting e-mobility through the improvement of five Structural Funds Programmes. The investment priorities influenced by PROMETEUS refer to one of the following thematic objectives: - TO4 (ROP of Lazio, M13 of Austria). - TO7 (OP of Malta, iROP of Slovakia). - TO1 (OP of Castilla-Leon). The policy instruments will be improved through funding of new projects or an improved governance. Based on a preliminary assessments, promising areas of action include: integration of e-mobility in strategies/plans/programmes, incentives, awareness raising, research and innovation. An interregional learning process will interest partners and groups of regional stakeholders that will be involved throughout the life of the project. Steps: - Analysis of the specific territorial contexts. - Identification and benchmark of the good practices, to be exchanged among partners. - Drawing up of the regional action plans for the improvement of the policy instruments addressed in each region. - Development of a LogBook, a web-based monitoring tool, where the progresses of the regional action plans will be recorded and monitored. The results will be communicated at the European level via the Policy Learning Platform and through stakeholders involved in e-mobility.

Achievements (EN): In terms of activities, the project has organised a total of 29 policy learning events. It has also identified 18 good practices, produced 5 action plans and led to the increased capacity of 298 people.

Expected Results (EN):

The objective of the project is to improve five policy instruments linked to Structural Funds with the aim to promote e-mobility, which is a more sustainable, low-carbon alternative for transport and mobility. The promotion of e-mobility needs to overcome the two main barriers represented by the poor availability of infrastructures and low public awareness. In order to do so, for each policy instrument addressed PROMETEUS will support the definition of actions to be integrated in the implementation of the instrument itself. Based on the preliminary assessments by the project partners, promising areas of action include: integration of e-mobility in strategies/plans/programmes, incentives, awareness raising, research and innovation. The actions will be designed and implemented by mobilising stakeholders, facilitating and channelling public and private investments and increasing the awareness among population, business and other actors of the need for (and opportunities of) using e-vehicles.

Expected Outputs (EN):

OUTPUT: The main outputs will be the following: • 5 Preliminary Action Plans. • 5 Regional Action Plans. • Electromobility Preparedness and Needs Report Template. • Regional Good Practices Collection and Sharing Template. • Preliminary Action Plans Template. • Complete In-depth Template on Action Plans Template. • Electromobility Preparedness and Needs Report. • Regional Good Practices Collection and Sharing Report. • 1 web-based monitoring tool (LogBook). • 10 interregional policy learning events: 5 workshop (IW), 5 field visit (FV). • 15 regional dissemination events on project start (RDE). • 25 Regional Co-Design Stakeholder Workshops (RCSW). • 4 interregional focused meeting (FM). • 5 participation of 2 partners to Policy Learning Platform (PLP) events. • 1 Mid-project conference. • 5 newsletter disseminated (NL). • Setting up of website and updates with reports from the activities the semesters. • 6 kick-off press conferences. • 1 video for the promotion of the project. • 1 communication plan. • 5 policy briefs/easy-to-read and lessons learnt documents. • Signed Partnership agreement and Signed Subsidy contract. • 1 management guide and finance manual. • 7 Steering Committee Meetings and minutes. • 7 project reports. RESULTS: In terms of results, the improvements expected in the policy instruments will be mainly of the “type 1” form (implementation of new projects). Thanks to interregional cooperation, the partner regions will find inspiration in other regions to import new projects to be financed within their programmes. Such projects could concern for example: the process of modifying/integrating e-mobility in urban regulations/plans and in mobility plans at the different government levels and definition of guidelines (i.e. for the installation of charging stations); incentives mechanisms (for individuals, private companies, award criteria in public procurement and tenders); awareness raising (promotion of public fleets; information campaigns addressed to different target groups; education programs); research and innovation (support and implement joint demonstration projects with city, national government, private companies, etc.). Other improvements will be of the “type 2” form (change in the management of the policy instrument) and will be concerned for example with improved methods for evaluation of measures and organisation of calls, coordination with other funding programmes, better cooperation with stakeholders from science and industry within the implementation of the policy instrument.
