Description (EN):

To increase the capacity for community based approaches to local renewable energy provision across Europe in order to reduce carbon emissions, increase energy security and tackle fuel poverty whilst driving ‘Green Growth’. For this project, community energy is defined as the provision of energy infrastructure, primarily renewable energy generating infrastructure but also energy efficiency measures, led by community groups and owned wholly or partly by local communities typically through the issue of community shares, using local supply chains and providing local employment opportunities, motivated by the objectives of environmental improvement and keeping the value of energy generation within the local population rather than it going to large national and multinational corporations. Although one key aspect of community energy is local community ownership of projects, this does not mean that finance for every development stage of a community energy project is easy to come by, or that the state should not support such projects either through direct or indirect means (grants, loans, expertise or market mechanisms). Currently state interventions are skewed towards support of large corporations which offer poor value to local communities, keeping it at a corporate level. The project seeks to increase investment in local community energy investment via support from Structural Fund and ETC programmes. Integrated regional low-carbon strategies need to focus more on community energy investments to reach these targets, but there is currently significant disparity across the member territories in this policy area: where some have none at all, those who do vary substantially in the levels of interventions and stakeholders that they favour and therefore their outcomes, in particular in the share of renewable energy infrastructure owned by communities and supported through the relevant structural fund programmes. COALESSCE aims to address this disparity.

Achievements (EN):

In terms of activities, the project has organised a total of 44 policy learning events. It has also identified 19 good practices, produced 7 action plans and led to the increased capacity of 140 people. In terms of results, the project has succeeded in improving 4 regional development policies for a total amount of funds influenced of EUR 19,680,000. 00.

Expected Results (EN):

The overall objective of the project is to increase uptake of community renewable energy strategies in territories across Europe to increase energy resilience and security and employment, and tackle climate change. This will be achieved by: - increasing investment in local community energy from Structural Fund and ETC programmes. - addressing significant disparity across the member territories in this policy area, through the production of a policy framework to facilitate regional cooperation: where some regions have no policy at all, those which do vary substantially in the levels of interventions and stakeholders that they favour and therefore their outcomes, in particular in the share of renewable energy infrastructure owned by communities and supported through the relevant structural fund programmes. - analysis of barriers and resolutions over a large geographical area: the UK, Spain, Italy, Hungary, Romania, Germany and Bulgaria. - conducting a series of Peer reviews to gauge community renewable energy consideration within regional policy in participating regions, particularly in levels of support and opportunities to mitigate risks to energy security, provide significant carbon reductions, and stimulate economic growth and job creation. The peer review methodology is familiar to the project partners through their cooperation in Regions 4 Green Growth (INTERREG 4C). LCF were not part of the R4GG project but they have been selected as a partner to bring their experience of community energy development. - producing dedicated community energy chapters to be included in relevant structural fund and regional energy policy documents, with additional implementation strategies and stakeholder analysis and training widely disseminated to facilitate change. The project will identify a method of building community energy into the identified regional policy instruments, and identify best practice in green investment models as shown in the Regions 4 Green Growth project.

Expected Outputs (EN):

RESULTS: The project will deliver a step change in activity in the community energy market in the participating regions through improved alignment and delivery of the structural fund policies in the partner regions. P I 1 - will address barriers in the community energy sector and result in a large increase in numbers of new community energy organisations, people employed by community energy projects and existing organisations taking on new projects and financing. P I 2 - focuses specifically on finance for community energy projects. The result will be a large increase in financing for these projects and increasing proportion of the overall renewable energy target delivered by community energy programmes. P I 3 - this region in Hungary has almost no engagement in community energy, so the results for this policy will be a step change in engagement by public authorities and citizens as a result of education and policy changes, with a big increase in community energy start-ups. P I 4 - focuses on energy efficiency and the result will be a big increase in building owners undertaking energy efficiency projects as a result of increased awareness of methods and technologies. P I 5 - an increase in expertise and deployment of energy efficiency and renewable energy, with a specific emphasis on biofuels such as biogas/biomethane. P I 6 - the Bulgarian region will see an acceleration towards achievement of renewable energy targets which will increase energy security and reduce high levels of carbon emissions, through the strengthening of communications networks between communities and financial incentives for new start-ups. P I 7 - the result will be the dissemination of best practice , communications and governance, to ensure that many remaining smaller scale projects can be delivered by community energy groups. The result will be a large number of projects currently 'on the shelf' moving forward to delivery. OUTPUT - EXCHANGEOF EXPERIENCE : 14 good practices defined (2 per partner). 14 regional stakeholder meetings. 7 baselines for peer reviews defined (1 per region). 7 peer reviews. 7 reports with recommendations for regional action plan defined. 7 action plans (1 per region) developed. OUTPUT - COMMUNICATION AND DISSEMINATION: 2 European dissemination/networking conferences. 1 communication plan prepared. 1 website created and filled with project information (connected to programme website) with links to social media. 75 press releases (60 in phase 1, 15 in phase 2). 6 newsletter developed and disseminated. 10 updates of website. 1 Project youtube channel developed. 7 peer review youtube films. 1 final report for phase 1. 1 final project report. OUTPUT - PROJECT MANAGEMENT: 1 Subsidy contract is signed by lead partner and managing authority of the programme. 6 Partnership agreement signed by all partners with lead partner. 8 meeting of steering group (1 per semester). 1 meeting of financial managers. 8 progress reports to managing agency.
