Description (EN):

Across Europe transport accounts for about 20 per cent of all greenhouse gas emissions, nearly half of those are related to passenger transport. To reduce the carbon footprint of mobility, public transport has to be strengthened, especially in rural and sub-urban regions that represent bottlenecks in public transport networks. As reasonably good infrastructures and moving stocks are available throughout Europe, policy improvements here can lever considerable reductions in carbon emissions. Those include better integration of different low-carbon transport modes (bicycle/e-mobility and public transport), better ticketing options (e.g. door-to-door mobility tickets), use of ICT to react in real-time to fluctuating demand (especially bus transport; e.g. flexible routing), timetable integration (between large city networks and sub-urban surroundings), higher passenger comfort (e.g. on-board WiFi allowing work and leisure online activities while in public transport) and promoting a better image of public transport (PR and participation). Through improved policies, public transport networks become more attractive, leading to more passengers and hence more financial means to further expand public transport. OptiTrans partners engage in an interregional learning where these questions are addressed in thematic seminars and mutual peer reviews. Baseline studies and an investigation of good practices furthermore build capacities before lessons learnt are analysed with transport stakeholders and integrated in Action Plans. Policy improvements are anticipated in both ERDF ROP frameworks and mobility strategies in the partner regions. Involved project partners represent local and regional public authorities who are in charge of mobility/transport strategies, planning and implementing public transport. Each partner has therefore the necessary capacities to lead in Phase 2 the implementation of the Action Plan being produced in result of the Phase 1 capacity building process.

Achievements (EN):

In terms of activities, the project has organised a total of 37 policy learning events. It has also identified 19 good practices, produced 7 action plans and led to the increased capacity of 65 people. In terms of results, the project has succeeded in improving 4 regional development policies for a total amount of funds influenced of EUR 8,825,178. 00.

Expected Results (EN):

In both the EU 2020 strategy and the EU's Roadmap for moving to a low carbon economy in 2050 as well as in numerous other European, national and local climate protection strategies, transport has been identified as a major source of yet reducable carbon emissions (as well as NOx). National emission reduction targets address greenhouse gases produced by private households, agriculture, waste and transport. These emissions amount to about 55 per cent of the total greenhouse gas emissions and are not subject to the EU emissions trading system. In these sectors, both technological advances and changes in attitudes have to be realised to achieve the reduction objectives. Reducing transport-related carbon emissions is therefore a key element in the transition to a low-carbon economy. Other than freight transport, public authorities have immediate powers over the organisation of public transport. Moreover, significant amounts of public spending are already allocated to financing bus and rail services and its promotion, making it possible to achieve actual change through improved public intervention. Different to other initiatives, OptiTrans focuses not on inner-city transport where mutiple efforts to promote public transport are already implemented throughout Europe. The OVERALL OBJECTIVE of OptiTrans is therefore to increase the modal split share of public transport in suburban and rural areas. This corresponds to the following three SUB-OBJECTIVES: 1) increase the capacities of 7 public authorities and their subordinated bodies responsible for public transport planning and organisation, 2) adopt action plans to introduce novel approaches improving public policies including public spending priorities (ERDF and national/local resources), 3) contribute to a change of attitude giving way to increased use of public transport and other integrated low-carbon mobility options (e-mobility and cycling to reach final destinations).

Expected Outputs (EN):

The main ouput of OptiTrans are 7 Action Plans that are endorsed by the responsible public transport decision-makers by the end of the project's Phase 1 and their partial/begun implementation in Phase 2. Further outputs are 4 thematic workshops to build project partners' and their stakeholders' capacities, 7 peer reviews with 35 participants, 5 further partnership meetings, 7 baseline studies, 7 documented meetings of the project Steering Group, 7 stakeholder support groups with approximately 70 members set up in each addressed territory, 1 regularly updated online presentation, 8 progress (6 semi-annual in Phase 1 and 2 annual reports in Phase 2) and 1 final report, 7 posters displayed in 25 institutions (all project partners plus stakeholder institutions where feasible), 12 press releases leading to at least 50 published media articles (including transport-related journals) or broadcasts and 10 presentations given at other events about OptiTrans' lessons learned and accomplishments. The above-mentioned outputs can be grouped in four groups: capacity building, policy change, communication and project management. The first group includes the thematic workshops, peer reviews and the continuous exchange of experiences among partners through further joint meetings and remote communication within the partnership. The elaborated policy-learning methodology that is implemented in Phase 1 of the project supports the build-up of capacities as knowledge regarding latest good practices within and beyond the addressed countries and regions is collected and analysed. Furthermore, baseline studies following a common methodology and mutual feedback, foremost through peer review reports, provides for a better understanding of challenges and feasible solutions. As a result, 70 individuals (partner staff and stakeholder representatives) being closely involved in OptiTrans activities benefit from an increase of their capacities. Activities leading to policy-improvements are closely linked to the elaboration and beginning implementation of the Action Plan. During its drafting process, all relevant actors are invited to contribute to make sure that each plan is supported (endorsed) by the entire public transport community. The plans include details about the financing of actions (closely linked to ERDF programmes where available), who is responsible for which action and a mechanism for monitoring the implementation. This results in actions carried out across all partner regions to increase the quality of public transport services for about 4 millions inhabitants, a gradual shift of the modal split away from individual motorised vehicles and hence greener mobility concepts leading to a reduction of transport-related greenhouse gas emissions. Communication support achieving the mentioned results by creating a favourable environment and changes in attitudes towards using public transport. Management activities result in a smooth and fruitful project realisation.
