Description (EN):

The Everywhere International SMEs (EIS) project was formed out of a recognised regional and European need to encourage more SMEs to internationalise as a central pillar of the post crisis recovery to cement sustainable growth in the EU. The EU’s Single Market of 500 million consumers and the growing opportunities offered by the global economy provide Europe’s SMEs with huge potential if they push their business goals internationally. An estimated 90% of global growth originates outside the EU. Developing and emerging markets are expected to account for 60% of world GDP by 2030. There is huge potential for EU-based SMEs. SMEs are much more likely to survive in the globally competitive business climate if they internationalise. International SMEs are also more innovative than their stay-at-home cousins and more resistant to local and national crises. EIS brings together 9 partners from 7 regions to work on a 4 year project. EIS partners will develop the EIS tool, a 6 step methodology to help the participating regions develop robust Action Plans for their stakeholder groups to interrogate as the project unfolds. All partner regions will implement this common EIS tool in phase 2 as part of each Action Plan and apply the EIS tool within their Operational Programmes – an innovative approach for improving Operational Programmes and governance structures for improved policy implementation among the EIS partners. EIS has a very strong focus on European Structural and Investment Funds (ESIF) with a target impact of in total around €19.5 million of EIS partner regions’ ESIF programmes. EIS counts all 7 of its addressed policy instruments as being linked to Smart Specialisation Strategies. The repository of knowledge developed during the EIS project will be put at the disposal of all EU regions via the Interreg Europe programme and the relevant policy platform(s) by strong communication activities based on the EIS communication strategy.

Achievements (EN):

In terms of activities, the project has organised a total of 64 policy learning events. It has also identified 14 good practices, produced 7 action plans and led to the increased capacity of 33 people. In terms of results, the project has succeeded in improving 5 regional development policies for a total amount of funds influenced of EUR 14,962,622. 80.

Expected Results (EN):

This project will seek to build on the work at European level aiming to support more international SME activity by comparing, contrasting and improving regional support mechanisms to help SMEs internationalise. In some cases, SMEs are hampered in their pursuit of how to internationalise by an array of intermediary agencies in both public and private sectors offering similar services that may not cover all the required support. In short, the picture for the SME is confusing which may well explain a lack of take up of SMEs internationalising their products and services. EIS will compare regional good practices and specifically interrogate the governance structures deployed by the participating regions. Through the development of regional action plans, it is intended that the project will bring about improved policy measures in the area of support for internationalisation of SMEs as part of the competitiveness of SMEs thematic objective. The link to the ERDF Operational Programme of the participating region is in all cases explicit (7 out of 7 policy instruments targeted by EIS relate to ESIF). By improving governance structures through interregional policy learning among the EIS partners, the project can have a direct impact on increasing the likely competitiveness of SMEs in the regions involved and also more widely through dissemination as part of the overall Interreg Europe programme’s findings. EIS will support this overall objective by joining up regional support structures through the formulation of stakeholder groups in each participating region. EIS will highlight the importance of the regional Smart Specialisation Strategies in the drive for greater internationalisation of SMEs. We expect regional policies to better align support and funding for internationalising SMEs as a result of the project.

Expected Outputs (EN):

EIS will produce the following outputs and results: 7 Growth & Jobs programmes addressed. Influenced amount of ESIF (€19.5 million) and other funds (€11.2 million); it is estimated individually for every policy instrument for the years 2019 to 2020, in which the Action Plans are implemented. For every instrument partners have defined a specific performance indicator that is linked to the respective Operational Programme. The performance indicators take into account the years 2019 to 2020, in which the Action Plans are implemented, in relation to the full program period of the instrument. 44 interregional policy learning events, thereof • 7 Interregional Learning Workshops in phase 1 for exchange of experience (incl. Peer Reviews with SWOT documentation, Capacity building on GPs and EIS Tool, Study Visits, facilitation sessions for Action Plan development), each combined with a project meeting to reduce travel and thus ecological footprint. • 7 Staff Exchanges in phase 1, • 2 annual partner meetings in phase 2. In addition 28 meetings of the 7 stakeholder groups during phase 1 (4 per addressed policy instrument). In total 44 policy learning events. 1 composite SWOT document containing analyses of each partner region on the theme of Internationalisation of SMEs as 7 regional SWOT documents 1 GP report with description of 21 identified Good Practices (average 3 GPs per region) 58 people with increased professional capacity: • 30 staff members in partner organisations with increased capacity (awareness/knowledge/skills) resulting from direct participation in project activities (10 partners x 3 people on average) • 28 regional stakeholders with increased capacity resulting from participation in interregional exchange and related activities (7 regions x 4 people on average) 7 Action Plans, defining how each addressed policy instrument will be improved incl. a common measures for implementation of the EIS tool 21 press releases: every partner region 3 press releases during project, in total: 7x3= 21 300 new visitors to project website in each reporting period 1 Communication Strategy EIS publication with EIS tool supporting the decision-making of SME internationalisation activities (final publication) 1 brochure, 3 newsletters web tools, LinkedIn group participation in at least 13 European programme events 9 EIS A3 project posters: 1 at a readily visible place in every partner organisation 2 conferences (interim in semester 4, final in semester 7) 1 Partnership Agreement, ensuring efficient project management and interregional coordination 4 Steering Group meetings (one per semester 1 to 4) 5 Skype teleconferences maintaining project dialogue among partners instead of additional project meetings thus reducing EIS’s environmental footprint 6 progress reports & 1 final report A well managed project that attains its objectives, without (serious) dispute between partners, without any irregularities and providing timely reporting.
