Description (EN):

Many of Europe's local/regional actors struggle with developing targeted, implementation-oriented policies addressing low carbon challenges. This holds particularly for energy wasting buildings irrespective of their ownership or use. Since buildings are responsible for 40% of energy consumption in the EU this is a highly relevant issue in the European context. The challenge to involve and motivate stakeholders (especially energy consumers) is perceived broadly as a major problem for public authorities. Motivation and awareness of consumers are of high significance to influence their behavior and support more conscious energy decisions. The overall objective of LOCARBO is improving policy instruments targeting demand-driven initiatives to increase energy efficiency related to the built environment. This is to be achieved by finding innovative ways for regional/local authorities to support energy consumers’ behaviour change. LOCARBO is unique in focusing its activities on bottom-up initiatives and mainly because of the approach to handle 3 thematic pillars (services, organizational structures and technological solutions) in a fully integrated way. The 7 partners from Hungary, Italy, Lithuania,Portugal, Romania and the UK are aware that regional policies on energy efficiency can only be successful if pieces of the puzzle are brought together. The expected result is the development of 7 fully feasible Action Plans with the focus on improving 7 policy instruments (6 ERDF, 1 other funds) influencing EUR 100M of funds. This is achieved through inter alia intense local stakeholder group involvement, 3 interregional site visits and the compilation of a good practice inventory. By implementing the action plans an enlarged circle of end-users will benefit from making conscious decisions on energy efficiency and implementing investments using smart technologies. They will be assisted by new-type of services and innovative cooperation models promoted by local authorities.

Achievements (EN):

In terms of activities, the project has organised a total of 69 policy learning events. It has also identified 36 good practices, produced 7 action plans and led to the increased capacity of 243 people. In terms of results, the project has succeeded in improving 7 regional development policies for a total amount of funds influenced of EUR 174,767,754. 00.

Expected Results (EN):

OVERALL OBJECTIVE: improving policy instruments (PI) targeting demand-driven initiatives to increase EE related to the built environment and users. This is to be achieved by finding innovative ways for regional/local authorities to support energy consumers’ behaviour change. The project will focus on exploring the way PIs can be improved so they can combine and roll out innovative practices linked to the following 3, strongly interrelated thematic pillars (TP). The SUB-OBJECTIVES are defined as progress in these TPs: 1) Supplementary services and products offered by authorities, i.e. energy consultancy services to end users and energy ambassadors (fast track training for individuals to carry out easy-to-use energy assessments), building on the track record and remarkable results of key LOCARBO partners. 2) Innovative cooperation models: Local energy communities (LEC) have demonstrated effectiveness in numerous EU regions to foster an active involvement of stakeholders, especially energy consumers. LECs refer to groups of economic/civil actors cooperating on a common goal linked to EE/RES. Similarly, grassroots initiatives present innovative community-led solutions to efficiently respond to local bottlenecks in sustainability and represent the interests and values of communities involved. 3) Innovative smart technologies: Europe is split concerning the penetration of smart/ICT technologies such as energy management systems or smart meters. The aim is thus to 1) support the spread of intelligent technologies in new Member States with typically lower penetration rates 2) systematically collect and analyse data and feed-back information to support fact-based regional policy making, as a joint issue for almost all EU regions. The 3 sub-objectives closely interrelate since smart technologies (TP3) provide knowledge and data to build actions on and measure results, which is needed to improve services (TP1) and to convince and create new cooperation models (TP2).

Expected Outputs (EN):

Compared to the current situation the expected result of LOCARBO is the development of 7 Action Plans with the focus on improving 7 policy instruments based on a novel fully integrated approach of the 3 defined Thematic Pillars: 1) Improved supplementary services and products offered by authorities: Contrary to the current situation the targeted policy instrument allows the provision of new energy efficiency services (such as energy consultancy to end users or introduction of an energy ambassador programme) as eligible activity with the involvement of local/regional authorities (depending on the operational model as beneficiaries, facilitators or coordinators). 2) Introducing innovative cooperation models: The targeted policy instrument acknowledges local energy communities as potential beneficiaries of concerned measures (e.g. dedicated measure supporting LECs, priority given to LEC projects in existing measures) or it gives assistance to setting up LECs. Grassroots innovations are themselves subject of measures or concrete grassroots examples are listed as potential supported activities. 3) Introducing/rolling out innovative smart technologies: Installing smart technologies becomes part of supported activities, projects applying smart technologies enjoy preference in project selection, measure(s) dedicated to installing smart technologies available for various beneficiaries is introduced in the given policy instrument. As a procedural change, the design of new measures or adjustment of existing ones is based on aggregated information coming from data collection from smart meters. The main outputs that will contribute to reaching the above results are (with the exception of outputs related to communication activities which are listed in Section C.5): With respect to stakeholder involvement and organisational learning 1 Stakeholder Involvement Itinerary will be developed and 1 training will be dedicated to present methodology to partners. Local Living Lab (the local stakeholder group) meetings (6 meetings per policy instrument) and Institutional Learning Platform meetings (3 meetings per policy instrument) will be held by each partner. Concerning the analysis and ambition setting: Partners will elaborate 1 Regional Analysis and Ambition Info sheet per policy instrument. Concerning knowledge exchange: Based on locally identified good practices 1 joint Good Practice Inventory will be delivered (target number of good practices in the inventory: 10). 3 Interregional Site Visits will take place, including Stakeholders Cafés, Good Practice Fairs and 1 Good Practice Adaptation workshop. Besides, 1 MA Café will also take place. Concerning action planning: 1 joint action plan guide will be developed for partners. 1 action plan workshop will be held including 1 action plan development training. In Phase 2, 7 Results reports will be delivered on the success of the implementation of the Action Plans.
