The audiovisual production industry (AVP) is an important contributor to the creative industries, a major growth area within the European economy: From 2010-2014, 7,769 feature films were produced in the EU. AVP works across film, TV, commercials, studio & location filming and the fact that its supply chain includes transport, construction, catering, lighting makes it a significant emitter of CO2. In the past 5 years, the green agenda has become more significant for the AVP industry in Europe and globally. Environmental sustainability is key to its competitiveness and to maintaining investment and jobs. A range of tools, resources & case studies have been developed but to date these have been isolated practices in different parts of the EU. The challenge addressed by the Green Screen project is the establishment of a ‘benchmark’ for green good practice for AVP embedded (along with low carbon targets) within regional policies and linked to support and incentives for compliance. Green Screen’s overall objective is to improve 8 regional policies (6 of which are Jobs & Growth) to achieve a measurable reduction in the carbon footprint of AVP and its value chain companies in the partner regions. Through its partnership which includes screen agencies, regional development agencies and regional authorities, Green Screen brings an optimum mix of experience and perspectives to address this challenge and to engage all relevant stakeholders (notably AVP companies & film schools). The green good practice benchmark will be established through an interregional learning process (including workshops, staff exchanges, product validation, peer support) which will be underpinned by a baseline study and a proactive communications strategy. Through Green Screen’s 8 local action plans, regional projects will be implemented to motivate and equip the current and future AVP workforce & companies to adopt sustainable practice in AVP and thus to reduce CO2 emissions.

Achievements (EN):

In terms of activities, the project has organised a total of 47 policy learning events. It has also identified 12 good practices, produced 8 action plans and led to the increased capacity of 58 people. In terms of results, the project has succeeded in improving 7 regional development policies for a total amount of funds influenced of EUR 467,920. 00.

Expected Results (EN):

The objective of Green Screen (GS) is to influence and improve 8 regional policies to achieve a measurable reduction in the carbon footprint of AVP and its value chain. This will be achieved by setting a unified benchmark for green good practice and by promoting tools & resources driving forward the adoption of this benchmark, first at partner region level and then across the EU. The primary focus is AVP (film, TV, commercials, studio and location based) and its value chain, including post-production (e.g. VFX). GS is also relevant to animation studios and games development. Many of the value chain companies are from other industry sectors increasing the scope of GS’ impact, especially re the policy instruments for Growth & Jobs programmes (GS will address 6 of these). The sub-objectives of GS are: 1.To map existing resources developed (or adapted) to progress the green agenda for AVP, to inform regional policies: e.g. guidance, carbon calculators, energy saving & certification schemes, training materials) in Europe and consider examples worldwide. 2. To exchange knowledge & experience of these assets between GS partners and with stakeholders regionally: including assessing appropriateness for different contexts (identified gaps to be addressed via the regional Action Plans). 3. To maintain the competitiveness of the AVP sector in EU regions by ensuring that it can become low carbon compliant and save costs through environmentally sustainable practice. 4. To establish a unified benchmark for greening AVP in GS regions with the potential to reach other EU regions taking account of the outcomes of interregional learning, and to embed this within the target policy instrument regionally. 5.To create 8 Action Plans for regional development and to monitor and support the execution of these plans. 6.To proactively disseminate the outcomes of GS at regional, national and European level. The sub-objectives will contribute to the achievement of the overall objective.

Expected Outputs (EN):

To achieve a measurable reduction in the carbon footprint of AVP and its value chain in the partner regions (overall objective of GS), 8 regional policies will be improved. 6 (over 50%) will be Growth & Jobs programmes: During Phase 2, circa €4m ERDF will support regional projects designed by partners & stakeholders to instigate/accelerate the AVP industry (& its value chain)’s adoption of green good practice. These will address various issues such as motivating, educating & training the current and future AVP workforce, embedding new approaches/tools and measuring the C02 emissions of AVP/the impact of the new ways of working. The synergy with Jobs & Growth programmes will ensure that the results of GS are integrated within wider regional development policy (e.g. relating to carbon reduction, SMEs’ role within this, green cities) and new occupational profiles will be defined. 2 other policy instruments will be improved: both these will extend existing green good practice (which will be further developed via GS) to a wider range/larger number of AVP & value chain companies. Circa €500k of other funds will be influenced. The self-defined indicators for all the policies relate to either the no of companies adopting good practice or a reduction in C02 emissions. The results will be underpinned by a process of interregional learning & stakeholder consultation. Through a baseline study and 42 policy learning events (including themed transnational workshops, staff exchanges, site visits & local stakeholder activities), 8 good practices will be identified. These will be evaluated and adapted for use in different regional contexts and during both phases, peer support will help with the embedding of these in partner regions. A wide range of relevant stakeholders will be engaged in each region: some will participate directly in the interregional learning events and all will be involved in the creation of 8 local action plans which will be implemented & monitored during Phase 2.The events (which will benefit from the input of the sustainability consultant and other external expertise) will build the capacity of 88 employees of the partner organisations/key stakeholders. The outcomes of the interregional learning and the policy improvement will be shared with a range of appropriate audiences at different points of GS via a proactive communications strategy. This will utilise a variety of digital & physical media channels + events and 2 conferences. Its impact and effectiveness will be closely monitored: the volume of web page views and press appearances will be key indicators (as below) but qualitative evaluation will include audience analysis & feedback. Efficient partner communication & project management are also key to the success of GS: 8 partner steering group meetings and 8 semester reports + a final report will be produced and other tools such as regular scheduled calls and partner planning groups (Skype) will also be important mechanisms.
