Description (EN):

The transfer of innovation and knowledge produced by the RTOs (Research and Technological Organisations) and higher education to the local & regional businesses remains one of the most important gaps and difficulties in terms of Innovation & Growth. It is key to generate economic exploitation of the R&D results and particularly important in local & regional areas of Smart Specialisation (RIS3) and innovation opportunity. Also, there is a clear need to improve and connect regional Challenges and Opportunities of RIS3, to local innovation policies and stakeholders, highlighting the role of the “territory” as the place where interlinkages happen and knowledge flows. For such purpose, regional & local authorities should play a key role of intermediation and, in accordance to ecoRIS3 objectives, promote better policies and measures to generate solid interactions between key stakeholders, to orchestrate sustainable innovation ecosystems within RIS3 strategies responding to the existing challenges and gaps. Among the key activities and within a first phase of 3 years, further to a series of exchange of experience and learning though interregional events (4 thematic workshops, 3 horizontal Seminars and 9 Study Visits), the partners will produce: 1 Peer review document on "The role private and public stakeholders play in the local ecosystem in order to absorb innovation" ; 7 SWOT Analysis, 7 Action Plans and identify 64 Good Practices, that will benefit the key actors of the quadruple helix (Public sector, Civil Society, RTO & High Education, SMEs & Industry).

Achievements (EN):

In terms of activities, the project has organised a total of 104 policy learning events. It has also identified 53 good practices, produced 7 action plans and led to the increased capacity of 62 people. In terms of results, the project has succeeded in improving 6 regional development policies for a total amount of funds influenced of EUR 4,964,867. 67.

Expected Results (EN):

ecoRIS3 overall objective is to promote better policies and measures to generate solid interactions between key stakeholders to orchestrate sustainable innovation ecosystems within RIS3 strategies responding to the challenges and gaps identified. Its sub objectives are clearly linked to each helix: • PUBLIC SECTOR: To orchestrate a dynamic process with the stakeholders to create opportunity scenarios that can gather the future necessary policy measures and strategies. • CIVIL SOCIETY: To attract talent and empower citizens, using Open Innovation as a capacity building tool to position Demand Driven Innovation as the obvious natural path for sustainable progress and wellbeing. • RTO and high education: To provide RTI services to the ecosystem and across the value chain, innovate through science and technology in a sustainable way to face future challenges. Generate knowledge to be transformed into creative solutions in order to increase competitiveness. • SMEs and industry: To absorb demand driven innovation, establishing a multilateral dialogue with the ecosystem, towards the generation of products and services that can hit the market, respond to future challenges, and generate Growth & Jobs.

Expected Outputs (EN):

In line with the Programmes’ instructions, the key result sought “…is an improved implementation of regional policies and programmes, in particular for Growth and Jobs and ETC, that provide support to the actual delivery of innovation in regional innovation chains by measures related to i.e. development of research driven clusters, support to triple/quadruple helix cooperation and to business activities in innovation.” The interregional sharing of practices and policy learning should improve capacities of the individuals & organisations and facilitate the implementation of the lessons learnt A) EXCHANGE OF EXPERIENCES: Outputs : - 7 regional SWOT analysys. - 1 Peer review document on "The role private and public stakeholders play in the local ecosystem in order to absorb innovation". - 1 Joint Survey with the collaboration of all territories, to gather information about the ecosystem in each territory and analysis among others. - Identification of 64 Good Practices: each partner will identify 8 GP (2 by subobjective/Workshop: Public Sector; Civil Society; RTO; & SMEs and industry). - 7 Action Plans - 9 Interregional study visits to learn about partner regions’ SME support facilities and entrepreneurship policies. - 4 Interregional Workshops to discuss Best Practices and how to transfer/adapt them to the needs and potential of the different territories involved. - 3 Seminars for experience exchange. - 9 Stakeholders meetings per partner (63) . Results: 16 staff (2 per partner) members from partners and 63 stakeholders (1 per region per 9 events) with increased capacity (knowledge / skills), 7 regions and member states considering integration of project’s policy recommendations. As concerns policy instruments, 4 policy instruments will fund new projects to support the development of internal business capabilities for innovation, and 3 policy instruments will be improved in terms of governance to achieve more coordinated interactions among the agents of the innovation system. B) COMMUNICATION AND DISSEMINATION: Outputs: Updates of web resources, 18 e-newsletters issued (3 per Semester (Phase 1), 122 press releases, 1 brochure printed in 3500 copies and disseminated in 7 countries, 1 poster printed in 40 copies and disseminated in 7 countries, 7 infodays, 1 Press conference, 1 final high level political dissemination event. Results: 74 appearances on the media (1* policy event organised), 452 participants in all events, 400 biannual new visits to the project’s website and at least 3600 external stakeholders reached. C) PROJECT MANAGEMENT: Outputs: 1 partnership agreement signed by all partners, 1 evaluation report, 9 steering group meetings (P1), 2 monitoring meetings in phase 2, 9 progress & 1 final report. Results: Continuous & effective day to day, administrative, financial and technical coordination between partners, achievement of all project's objectives, project having reached its indicator targets in terms of outputs & results within the budget

Improve the implementation of regional development policies and programmes, in particular programmes for Investment for Growth and Jobs and, where relevant, ETC programmes, that support the delivery of innovation by actors in regional innovation chains in areas of “smart specialisation” and innovation opportunity

(01b) promoting business investment in R&I, developing links and synergies between enterprises, research and development centres and the higher education sector, in particular promoting investment in product and service development, technology transfer, social innovation, eco-innovation, public service applications, demand stimulation, networking, clusters and open innovation through smart specialisation, and supporting technological and applied research, pilot lines, early product validation actions, advanced manufacturing capabilities and first production, in particular in key enabling technologies and diffusion of general purpose technologies
