The common challenge of Urban Manufacturing is to better support and develop a particular type of innovation infrastructure: collaborative maker spaces. These spaces are characterised as places where people from different disciplines work together to produce new products and services, and have sprung up throughout cities and regions. Examples include Fab Labs, Living Labs, Open Innovation Centres and Cross-Sector Incubators. However, such facilities often struggle to maximise their impact, due to issues such as segregated ecosystems, poor governance and challenging business/financial models. The overall objective of Urban Manufacturing is to ensure that these spaces thrive. This will be achieved through identifying good practices in Urban Manufacturing, improving the related policy instruments in partner city/regions, and monitoring the effects. The partnership has identified three specific development themes: 1) collaborative incubation (particularly where Arts combine with STEM); 2) investment in collaborative R&D; 3) commercialisation of collaborative innovation. Each theme has a grouping of cities/regions, who share that interest and will work together to make improvements through an iterative process of exchange of experience, peer review and action plan writing. The expected changes are: an increase in the amount of ESIF funding for collaborative innovation; an increase in the number of enterprises engaging with collaborative maker spaces; greater integration for innovation infrastructure; and indicators to measure the impact of policies, ensuring sustainability. The main outputs of the project will be 24+ Good Practices; 14 Study Visits; 8 Policy Clinics; 13 Peer Review Sessions; 8 Local Stakeholder Groups; and 8 city/region Action Plans. These will be delivered alongside a comprehensive programme of dissemination. The beneficiaries of the project will include innovation actors, policy makers, enterprises, cluster managers and Fab Labs.

Achievements (EN):

In terms of activities, the project has organised a total of 93 policy learning events. It has also identified 15 good practices, produced 8 action plans and led to the increased capacity of 48 people. In terms of results, the project has succeeded in improving 6 regional development policies for a total amount of funds influenced of EUR 3,909,522. 00.

Expected Results (EN):

The overall objective of the Urban Manufacturing project is to ensure that collaborative maker spaces thrive. This will be achieved through improving the policy instruments in each city/region which encompass the area of investigation, and monitoring the effects of those improvements. Through analysis of current policies, the partnership has identified three specific themes which demonstrate the primary areas of development in relation to collaborative maker spaces, they are: 1) To improve collaborative Innovation through the increase of organisations registered as part of the collaborative incubation eco-system, through signing MOUs, by 2020. 2) To improve investment in collaborative R&D and increase the proportion of R&D investment dedicated to collaborative R&D by 10% by 2022 and 3) To focus on the commercialisation of collaborative innovation by creating 10 new collaborative start -ups, selling new products and services, in each city/region, by 2022. The project will address these three themes with sub topics agreed by the partners. Collaborative Incubation will focus on STEAM approaches (Arts into Science Technology Maths and Technology), maker communities and city eco systems; Collaborative Investment will tackle policies on funding for maker spaces and measuring the results of Investment; and Collaborative commercialisation will focus on routes to market (including supply chains) and policies to support collaborative enterprises. Each theme has a grouping of cities/regions, which share that interest who will work together to make improvements through exchange of experience, peer review and writing action plans.

The main outputs in the project will be. a) 24+ Good Practices. b) 13 Peer Review Sessions. c) 14 Study Visits. d) 8 Policy Clinics. e) 8 City/region Action Plans. f) 8 Local Stakeholder Groups. g) 1 Global Review. h) 1 Good Practice Review. i) 1 Policy Clinic Findings Report. j) 1 Action Plan Review. k) 1 Monitoring Framework. l) 9 Roll-up Banners (communication output). m) 1 Nutshell Booklet (communication output). n) 1 Good Practice Brochure (communication output). o) 1 Toolkit Poster (communication output). p) 1 Info Graphic Video (communication output). q) 6 Vox Pops (communication output). r) 2 Conferences, 1 at the end of Phase 1, 1 at the end of Phase 2 (communication output). s) 14 Platform updates (minimum). Quantitatively, all of the above can be measured. Qualitatively, the outputs will have the following features: a) examples of what currently works best in relation to collaborative making in the partner cities/regions . b) shared understanding of good approaches to take to policy improvements . c) transferable knowledge across the three themes of the project. d) enhanced understanding of how policy improvements can be made. e) greater alignment of collaborative innovation infrastrucuture. f) developing innovation communities within partner cities/regions. g) highlighting current leading international practice in collaborative making. h) reflecting strengths and themes within submitted Good Practices. i) identifying routes for policy development and improvement. j) comparing policy approached across the partnership. k) determinning feasibility, success measures and durability of policy improvements. l) improve visibility of Urban Manufactuing. m) summarising main initial thinkinf within the project. n) presenting good practices in a fashion most likely to reach a wide audience. o) visual representation of key learning points from policy clinics. p) animated version of key learning points from policy clinics and action plans . q) direct responses from key partner representatives identifying learning in the project. r) ensuring the project learning reaches a European/global audience. s) contributing to the full INTERREG Europe programme by updating on developments in collaborative innovation infrastructure . The management main output will be a well run project across all city/regions, developing staff and stakeholders' knowlegde of collaborative maker spaces. Other outputs will include, 9 partnership agreements, 8 internal management reports, 8 internal financial reports, 9 partner activity reports per semester in phase 1, 9 activity partner activity reports per annum in phase 2, 1 composite acitivity report per semester in phase 1, 1 composite acitivity report per annum in phase 2. In terms of communication, apart from the outputs stated above, the project will also generate 1 communications strategy, 4 social media channels and 8 internal communications reports. The overall results will be to communicate widely the findings of the project.
