In 2013, the European Commission launched its ‘Action Plan for Design-driven Innovation’ stating that: “A more systematic use of design as a tool for user-centred and market-driven innovation in all sectors of the economy, complementary to R&D, would improve European competitiveness. Analyses of the contribution of design show that companies that strategically invest in design tend to be more profitable and grow faster”. Design is an approach to problem-solving that can be applied across the private sector to drive innovation in products, services and systems by putting the user first. The Commission encourages all EU Member States and Regions to develop Design Action Plans. However, the route to building capacity for design-driven innovation in SMEs is not clear for policy-makers. As such, the project Design4Innovation will support governments to integrate design into existing ERDF policy instruments to leverage competitiveness in SMEs and to develop, implement and monitor Design Action Plans. Our SMART objective is to: integrate design-driven innovation for SME competitiveness into the ERDF operational programmes of eight countries/regions and consequently for 1,500 SMEs to benefit from the policy instruments including 80% of SMEs implementing new products and services, 80% of SMEs increasing turnover and 50% of SMEs creating new jobs by the end of 2021. Our main outputs will be: - 7 thematic workshops using hands-on methods to facilitate shared learning among policy-makers, - 3 Policy Booklets for governments to integrate design into ERDF policy instruments, - 4 video case studies of SMEs using design for innovation, - 8 Design Action Plans, - 1 high-level conference in collaboration with the European Regional Research and Innovation Network (ERRIN). The anticipated impact is: - 1,500 SMEs accessing vouchers, grants and mentoring programmes, - 80% SMEs implementing new products/services, - 80% SMEs with increased in turnover, - 50% SMEs creating new jobs.

Achievements (EN):

In terms of activities, the project has organised a total of 91 policy learning events. It has also identified 24 good practices, produced 8 action plans and led to the increased capacity of 81 people. In terms of results, the project has succeeded in improving 8 regional development policies for a total amount of funds influenced of EUR 15,369,801. 33.

Expected Results (EN):

Our SMART objective is to: integrate design-driven innovation for SME competitiveness into the ERDF operational programmes of eight countries/regions through active interregional exchange of experiences and peer learning, consequently benefiting 1,500 SMEs and resulting in 80% of beneficiary SMEs implementing new products and services, 80% of beneficiary SMEs increasing turnover and 50% of beneficiary SMEs creating new jobs by the end of 2021. We are seeking to integrate design holistically within the ERDF Operational Programmes in the partner regions/countries. We are aim to integrate design strategically into existing innovation support instruments for SMEs such as innovation vouchers, grants and subsidies as well as mentoring and coaching programmes in incubators, science parks, clusters and innovation centres. By accessing financial and non-financial support we anticipate that at least 1,500 SMEs will benefit from the changes in the policy instruments. The sub-objectives are: Phase 1: 1) Mapping Design Innovation Ecosystems in partner countries. 2) Exploring Operational Programmes and opportunities to integrate design. 3) Identifying good practices in voucher finance instruments. 4) Identifying good practices in mentoring programmes. 5) Developing Design Action Plans. 6) Building capacity for design among business support organisations. 7) Investigating impact indictors. Phase 2 (in line with pre-defined activities): 8) Monitoring the design action plans. 9) Disseminating the lessons. 10) Sustaining the impact. Each of the sub-themes relates to a specific exchange of experience event that will involve a hands-on thematic workshop and study visit in phase 1. There will be 9 meetings and 1 high-level dissemination event during the project lifetime.

Expected Outputs (EN):

For each of 10 objectives there will be a specific event including study visits and hands-on thematic workshops to create peer-learning among partners and stakeholders: 1) Mapping Design Ecosystems. • 1 workshop and study visit to 3 Flemish SMEs. • 8 Design Ecosystems maps and analysis of strengths and weaknesses. • Policy Booklet 1: Mapping Design Ecosystems . • 32 people (partners, policy-makers & OP managers) with a tangible understanding of design. • 8 stakeholder meetings involving over 50 stakeholders. 2) Exploring Operational Programmes. • 1 workshop and study visit to Thessaloniki Innovation Hub. • 8-16 specific mechanisms to integrate design into ERDF OP (vouchers, mentoring or other initiatives). • 8 stakeholder meetings for 50 stakeholders. 3) Identifying good practices in vouchers. • 1 workshop and study visit to the Galician Technology Park. • 8 good practices of voucher and finance instruments. • 8 stakeholder meetings for 50 stakeholders 4) Identifying good practices in mentoring. • 1 workshop and study visit to the Valetta Design Cluster. • 8 good practices of mentoring and coaching programmes. • Policy Booklet 2: Integrating Design into Policy Instruments (including 10 case studies). • 4 video case studies of SMEs using design for innovation. • 8 stakeholder meetings for 50 stakeholders. 5) Developing Design Action Plans. • 1 workshop and study visit to Latvian Ministries of Culture and Finance that developed the Latvian Design Strategy. • 8 Design Action Plans jointly developed by the partners and their stakeholder groups. • 8 stakeholder meetings for 50 stakeholders. 6) Building capacity among business support organisations. • 1 workshop and study visit to User-Centred Design Lab in Cardiff. • 32 people with new skills and increased capacity to deliver design mentoring. • 8 stakeholder meetings for 50 stakeholders. 7) Investigating impact indictors. • 1 workshop and study visit to the Chamber of Commerce of Barcelona. • Policy Booklet 3: Impact indicators for Design Action Plans. • 20-40 indicators to evaluate the impact of the Design Action Plans. • 8 stakeholder meetings involving over 50 stakeholders. Phase 2: 8) Monitoring the design action plans. • 2,000 SMEs accessing vouchers, grants and mentoring programmes, with: • 80% implementing new products/services. • 80% with increased turnover. • 50% creating new jobs. • 1 partner meeting. 9) Disseminating the lessons: • 1 high-level conference in collaboration with the European Regional Research and Innovation Network (plus partner meeting). • 200 policy-makers and programme managers with increased capacity for design-driven innovation 10) Sustaining impact • Final report and recommendations for the future • A bank of evidence and tools for design-driven innovation for SMEs • 1 partner meeting
