Description (EN):

Integration of regional/local policies for Sustainable Mobility, Accessibility & low-carbon Responsible Travel, with policies for efficient sustainable tourism towards a low-carbon economy, requires particular attention in the EU. This is a common challenge that public regional/local and transport authorities increasingly face, particularly at busy destinations with high tourism travel flows (inc. in South Europe, coastal, maritime & insular, mass tourism destinations). Immediate action is needed through interregional cooperation to capitalise best practices, improve policy instruments & prepare action plans with implementation monitoring & evaluation. The DESTI-SMART project, addresses the above towards 'Smart Destinations', for sustainable & responsible tourism development in Europe, with low-carbon, multimodal sustainable mobility & accessibility. The overall objective is to improve the transport and tourism policies of EU destinations, by integrating strategies for sustainable mobility, accessibility and responsible travel with efficient & sustainable tourism development, for transition to a low-carbon economy, through efficiency, resilience, multimodality, novel low-carbon transport systems, cycling & walking, with implementation innovations, policy learning and capacity building. The following pressing issues are addressed: - Investments in low-carbon transport systems for mode shift to sustainable tourism mobility, incl. Electro-Mobility. - Intermodality facilities for visitors, including ICT, Mobile Aps & MaaS. - Accessible tourism for all. - Cycling & Walking facilities & promotion for visitors. Main outputs: - policy learning & capacity building for public authorities & their stakeholders. - improved policy instruments & action plans in 9 destinations, with close involvement of stakeholders. - advances in EU2020 objectives. - communication & dissemination learning materials. - network of public authorities towards low-carbon S.M.A.R.T. destinations in Europe.

Achievements (EN): In terms of activities, the project has organised a total of 69 policy learning events. It has also identified 25 good practices, produced 9 action plans and led to the increased capacity of 197 people.

Expected Results (EN):

Overall objective: To improve the transport and tourism policies of EU destination regions, by integrating strategies for sustainable mobility, accessibility and responsible travel with sustainable tourism development, in support of the transition to a low-carbon economy through sustainable mobility, multimodality, novel low-carbon transport systems, accessibility, cycling & walking in tourism destinations, with implementation innovations, policy learning and capacity building. Sub-objectives: 1. To exchange experience on methods and measures for shifting tourism travel demand to low-carbon transport modes, for control and reduction of CO2 emissions, through incentives, awareness raising, travel behaviour change, promotion of Comodality, ElectroMobility, Responsible Travel for access to destinations, Accessibility for all to tourist sites and Sustainable Mobility within destinations. 2. To capitalise, share and build on best practices and proven measures for ‘soft mobility’ and ‘green mobility’ in destinations, exploiting the results of previous actions that have proven successful in sustainable tourism mobility and accessibility. 3. To carry out investigation and analyses of innovative low-carbon, sustainable multimodal mobility measures and systems within tourist destinations, by Intermodality improvements for enhanced connectivity and seamless travel between long distance access to destinations and mobility within destinations, inc. electric vehicles, light rail transit, active transport modes of cycling and walking. 4. To facilitate the introduction of policies and measures for accessible tourism in all forms. 5. To improve policy instruments and mainstream into ESIF programmes. 6. To support the investment preparation for introduction of measures and systems for low-carbon sustainable mobility in destinations. 7. To link up with RIS3 in destinations. 8. To disseminate the findings and results through a wider network of destination and transport authorities.

Expected Outputs (EN):

Project Outputs: 9 local/regional policiy instruments improved in 9 regions, 5 of which directly related to Structural Funds Operational Programmes 2014-2020. 5 Regional/Local Stakeholder Group meetings (one per semester) in 9 regions, Total 45 Stakeholder Group meetings. 4 Interregional Thematic Workshops and Workshop Reports, 100 participants. 4 Webinars and policy learning materials, 100 participants. 1 Study Tour on ITS and Report. 20 staff exchanges (10 transport, 10 tourism). 12 Good Practices exchanged & transferred. 18 Regional/Local dissemination events (2 per partner destination). 1 Launch Conference, 100 participants. 1 Final Conference, 120 participants (50 from Tourism sector, 50 from Transport sector & 20 from environment/energy sectors). 4 Video Clips on the selected themes, as policy learning tools. 1 Project brochure. 1 Website & Social Media links. 5 Newsletters distributed to 2000 people. Project's Results: 1. Exchange of experience & transfer of good practices between partners, with close stakeholder involvement. 2. Improved local/regional policies for sustainable transport and tourism integration. 3. Potential mainstreaming of the findings into Structural Funds (in partner destinations addressing own plans/strategies as policy instruments, ie in EL, UK, ES, LV). 4. Helping to shape future Operational Programmes in partner regions and beyond. 5. Identification of appropriate criteria to inform policy development and implementation in integrated transport tourism sustainability towards a low-carbon economy. 6. Improvement of regional policies and strategies for effective destination management with sustainable mobility and accessibility. 7. Enhancement of the knowledge, skills and expertise of key staff responsible for policy implementation in transport & tourism management through staff exchanges for policy learning & capacity building. 8. Transfer of established best practices between partners through mentoring process, involving donors & recipients. 9. Increased capacities in the newer Member States regarding the development of sustainable and responsible tourism with low-carbon mobility & accessibility solutions. 10. Creation of opportunities for employment in the travel & tourism industries, contributing to the goals of the Lisbon Agenda & the Growth & Jobs programmes. 11. Protection and preservation of environment, through promotion of low-carbon multimodal mobility, contributing to the goals of the Gothenburg Agenda, climate action and environment programmes. 12. Outreach leading to increased awarness raising and project legacy, involving other destination and transport authorities beyond the partnership and after the end of project. 13. Contribution to meeting the Europe2020 Strategy objectives in terms of employment, innovation, social inclusion & climate/energy. 14. Strengthening Regional Innovation Smart Specialisation Strategies (RIS3) with 'SMART' inputs. 15. Contribution to new EU initiatives.
