IMPROVING SMEs COMPETITIVENESS IN REGIONS WITH AN AQUACULTURE BUSINESS ECOSYSTEM: More than 90% of businesses in EXTRA-SMEs regions are inland and coastal SMEs operating across and around the aquaculture value chain, contributing to growth and creation of jobs. Along the chain, these economic operators are characterized by systematic weaknesses in reaching international markets and exporting their products. To this end, EXTRA-SMEs will support public authorities to join forces and exchange experiences in a) administrative simplification, b) expansion in new markets, c) innovative value-added product solutions, d) personnel up skilling, and e) resolution of stakeholders’ conflicts of interests. OBJECTIVE: EXTRA-SMEs brings together 8 regions from 7 countries, to achieve expansion of rural and coastal SMEs in wider markets for the promotion of their products, through simpler and improved administrative processes, and innovative technologies. EXPECTED IMPACT: - Increased capacity of 200 staff of public administrations to effectively support SME competitiveness . - 14 million euros unlocked to support projects on the modernisation of the wider network of aquaculture SMEs. - Increased awareness and consensus building among the wider aquaculture sector, the workforce, and citizens, to support measures for SMEs internationalisation operating locally (over 1000 individuals). MAIN OUTPUTS & BENEFICIARIES: - 8 action plans to improve the addressed policy instruments, benefiting managing authorities and beneficiaries. - 4 interregional workshops, 2 site visits and 1 EU-wide policy learning symposium to promote capacity building among partners and stakeholders. - 13 policy briefs to transfer lessons learnt to EU public authorities. - 1 benchmarking online toolkit for the assessment of the extraversion performance of SMEs. - 4 joint thematic studies and analyses reports on territorial needs and pathways for the improvement of SMEs internationalisation.

Achievements (EN): In terms of activities, the project has organised a total of 42 policy learning events. It has also identified 13 good practices, produced 8 action plans and led to the increased capacity of 74 people.

Expected Results (EN):

OVERALL OBJECTIVE: EXTRA-SMEs sets out to improve the implementation of participating regions’ policy instruments related to the SME competitiveness across the value chain of coastal and rural regional economies with a strong aquaculture component. The project aims to identify and promote experiences and practices for simpler, improved administrative processes, internationalisation and expansion to broader markets, as well as engaging in innovation processes that will act as drivers for the creation of jobs. TACTICAL OBJECTIVES: 1. Increase the capacity of regional authorities to effectively implement policies on SMEs entrepreneurial development, internationalisation, and extraversion. 2. Identify innovation pathways and raise awareness on the benefits of modernisation of the aquaculture SMEs value chain. 3. Incentivise investments, outwards-looking entrepreneurship, address limited access to finance, lack of knowledge, and inability to expand in wider markets.

Expected Outputs (EN):

A) EXCHANGE OF EXPERIENCE: Outputs: 4 project workshops on a) adopting simplified administrative procedures, b) promoting relevant EU labels among EXTRA-SMEs, c) managing stakeholder’s conflicts of interests, and d) expertise and skills required for public administration staff. 2 interregional study visits to transfer experiences on SMEs internationalisation and extraversion improvement initiatives. 48 regional stakeholders meetings . 1 EU policy-learning symposium to transfer lessons learnt beyond partnership. 1 benchmarking toolkit for EXTRA-SMEs regions to assess the internationalization and extraversion performance of their economies. 13 policy briefs based on lessons learnt. 1 sustainability plan for EXTRA-SMEs results. 8 action plans to improve the 8 policy instruments addressed. 1 comparative analysis of regulatory frameworks applicable to licensing. 1 analysis of new products and processes' potential to improve EXTRA-SMEs extraversion . 1 good practice guide for raising the perceived economic potential of the EXTRA-SMEs sector. 1 mapping report of barriers to internationalisation for EXTRA-SMEs businesses. 54 internal debriefing meetings to foster organisational learning. Results: 200 partners' staff members with increased capacity (knowledge/skills), 80 public authorities considering the integration of EXTRA-SMEs policy recommendations, 8 improved policy instruments. As concerns the policy instruments, it is expected that the 8 policy instruments addressed by the project will fund new projects for aquaculture SMEs expansion and internationalization and will all be improved in terms of management, especially by evaluating the implementation of measures and projects. B) COMMUNICATION AND DISSEMINATION: Outputs: 1 communication plan; 1 website, social media pages, 10 website updates (1 per semester, both phases), 1 newsletter per semester (6 in total), 60 press releases, 1 brochure printed in 5000 copies and disseminated in 7 countries, 1 poster printed in 200 copies and disseminated in 7 countries, 7 infodays, 7 policy learning awareness events, 9 online dissemination campaigns. Results: 100 media appearances, 1500 participants in all events, 1000 (on average) new website visits per year, 1800 followers/funs of project’s networking pages, at least 1000 external stakeholders reached. C) PROJECT MANAGEMENT : Outputs: 1 partnership agreement signed by all partners, 1 operational workplan & updates of workplan (1 per semester), 1 quality management & assurance plan and 3 quality summaries (1 per year), 6 steering group meetings, 8 progress reports (6 in phase 1 and 2 in phase 2). Results: Continuous & effective day to day administrative, financial and technical coordination between partners, achievement of all project's objectives and of indicators targets in terms of outputs & results, 90-100% of budget correctly spent.
