Description (EN):

School Chance aims to explicitly incorporate children’ independent mobility into regional policies. Not only safe routes to schools, bike/walk to school campaigns and other unstructured mobility management initiatives: within School Chance, partners will develop a comprehensive strategy for making sustainable mobility at school an essential element of their mobility policy and increasing sustainable mobility by changing the behavior of schoolchildren-and the next generation’s mindset towards sustainability. School mobility is a hot topic: in a framework where transport-related CO2 emissions continue to increase, school traffic accounts for about a 15% of the total traffic at urban level. Researches in different EU countries show that kids driven to school by car range from 30 to 60% according to country and school grade. School Chance will focus on policies that support cleaner transport modes and promote alternative behaviours in children’ mobility to and from school, working to develop an integrated set of tools to incorporate school mobility strategies at regional level. The objective is to reduce carbon emissions by finding innovative and coordinated ways to systematically address the 4 most pressing challenges in the development and implementation of school mobility policies: information, education, promotion, infrastructure. Partners will work together and learn from each others how to encourage safe, healthy, autonomous and sustainable travel to school. It will be done by: - working across public authorities at different levels and other stakeholders to ensure that resources and policies are well-aligned - identifying good practices that will improve the policy instruments via Regional Action Plans, - developing a sound interregional learning program, a toolkit of best practices, and a certification of “mobility friendly schools”, - developing a financial model funding sustainable solutions to be implemented within the RAP.

Achievements (EN):

In terms of activities, the project has organised a total of 86 policy learning events. It has also identified 15 good practices, produced 6 action plans and led to the increased capacity of 62 people. In terms of results, the project has succeeded in improving 2 regional development policies for a total amount of funds influenced of EUR 1,866,174. 17.

Expected Results (EN):

In the last 20 years, the use of private cars for school commutes has increased, as well as emissions from school travel, with implications for pollution and carbon targets. Increasing levels of walking and cycling to school mean less congested roads, improved journey time and predictability, and a reduction in CO2 emissions, pollution and noise. Project partners envisage, as a direct consequence, more children travelling to school by active modes of transport, facilitated through improved active travel infrastructure, the involvement into specific activities to promote sustainable mobility, and the increasing parental, pupil and school staff awareness of the benefit of active travel. Behind quantitative objectives there will be changes in the ways people work within the wider sector, with regional and local authorities and schools working together to coordinate policies and actions, sustained with capacity building at all levels increased through the interregional learning. All the activities will allow partners to better plan policies to: - significantly reduce the number of car trips on journeys to/from schools, - remove the barriers, both perceived and actual, to walking, cycling and using public transport, - increase the number of students choosing active travel options. OBJECTIVES: School Chance objective is to reduce carbon emissions generated by school travels in the participating regions by an extra 5% by 2021. This will be achieved by reducing dependence on cars, creating a safer, more pleasant environment around schools, with more active pupils and engaged parents. Sub-objectives: - Improve the modal share for PT, cycling and walking for home-school trips, - Raise awareness on the overall benefits of sustainable home-school transport among students, teachers and parents, - Increase children' safety perception, - Educate 16,000 pupils and students on sustainable mobility, - Reduce traffic around schools, - Improve the ability of children to move independently.

Expected Outputs (EN):

OUTPUTS: A GOOD PRACTICE REGISTER will contain 40 good practices from the consortium members and other organisations. 6 LOCAL STAKEHOLDERS GROUPS (1 per partner, P1 and P4 will set up a joint LSG) will ensure that relevant stakeholders are involved in project activities and in preparing the policy improvement proposals. 7 STUDY VISITS will be organised to study identified good practices. 4 THEMATIC TRAININGS on the 4 selected policy themes and 1 SEMINAR on the financial methodology will make sure that capacity buiding of the staff on the selected issues is enhanced 6 TRANSFER WORKSHOP will be organised to make sure that the selected good practices are successfully transferred. 1 PEER to PEER to validate and fine tune the RAPs will be organised. 6 REGIONAL ACTION PLANS (1 per partner, P1 and P4 count as 1) will set out the partners’ agreed proposals for improving their target policy instrument. A TOOLBOX with the most successful best practices will be produced. A CERTIFICATION METHODOLOGY to award sustainabile mobility friendly school, according to the modal split of students and the engagement with sustainable mobility activities, will be developed. A FINANCIAL METODOLOGY to fund sustainabile mobility initiatives will be developed and implemented within the RAPs. School Chance will also collaborate with the IE Programme’s POLICY LEARNING PLATFORM. COMMUNICATIONS OUTPUTS (brochures, posters, press releases, e-newsletters etc) will inform target groups about the project. Specific outputs include 6 REGIONAL CONFERENCES at the end of phase 1 (1 per partner, P1 and P4 count as 1). RESULTS: 6 policy instruments will be improved (4 ERDF, 2 others) on the basis of good practices transferred. Carbon emissions will be reduced in the target areas by an extra 5% by 2020. Awareness of sustainable mobility will be increased and 16,000 pupils and students will be involved in regional activities.
