Across European cities local entrepreneurs are joining forces in new ways, forming collectives to stimulate business growth and innovation and to create a more attractive business environment. Area Based Collaborative Entrepreneurship (ABCE) means entrepreneurs collaborate by co-investing in facilities or technology, market their urban district collectively, improve shared public space, etc. The value of such collectives is increasingly recognized by local governments and policy measures to stimulate these initiatives are being developed. Area based collaborative entrepreneurship fosters urban regeneration as the participating firms are most often strongly connected to their neighbourhood and committed to social goals. Neighbourhood liveability and social ties between local stakeholders are enforced. ABCE supports inclusive growth, cooperation and cohesion and helps to address the negative impacts of globalization such as economic restructuring, income inequality and the decline of urban areas. The current policy instruments of the project partners seek to promote knowledge-based SME innovation and access to funding but they show a lack of attention to the emerging networked and locally anchored types of initiatives that promote inclusive growth, innovation and regeneration. For this reason we intend to develop recommendations for four OPs and one other policy instrument in European regions by capturing local learnings systematically, identifying critical success conditions and sharing them across regions in Europe. Five European urban regions are involved in this project: Amsterdam, Athens, Manchester, Vilnius, and the conurbation Varazdin-Cakovic (Croatia). All regions currently experiment with ABCE and initiated this project to share experiences and gain deeper insights in order to develop more effective policy instruments.

Achievements (EN): In terms of activities, the project has organised a total of 37 policy learning events. It has also identified 15 good practices, produced 5 action plans and led to the increased capacity of 75 people.

Expected Results (EN):

The overall objective of the project is to generate innovative and effective policies and policy instruments that foster or stimulate area based collaborative enterprises, thereby optimising their capacity for increasing SME competitiveness and contributing to improvement of the socioeconomic situation in European cities. Through activities such as sharing investment or development costs and collectively marketing their urban district, ABCE contributes to the creation, development and growth of SMEs. At the same time, collectives are often intertwined with their surroundings and committed to local more social or environmental goals, such as strengthening neighbourhood liveability or reinforcing social ties between residents. Investing in collectives may therefore be viewed as a means to stimulate urban regeneration, inclusive growth, cooperation and cohesion. Area based collaborative enterprises often feel frustrated with local government and existing rules and regulations which are not designed to facilitate their activities. On the other hand, municipalities aiming to stimulate collaborative initiatives, are in search of effective policies to support ABCE with the legal, financial, political and technical challenges they face. Collaborative initiatives and authorities are both looking for new knowledge and methods to empower the initiatives. The sub-objective is to develop concrete methods of support for use by governments and actors within collectives themselves, which lead to: a. improved accessibility of regional and local policies and instruments, and especially the ERDF, for (projects regarding) ABCE; b. effective municipal and regional policies for area based collaborative enterprises; c. development of policy tools that facilitate (rather than inhibit) the economic, social and environmental goals of collaborative enterprises; d. development of effective policy tools to support collaborative enterprises in tackling the various challenges they face.

Expected Outputs (EN):

The outputs of the project are: • 1 Common frame of analysis for a shared understanding of area based collaborative entrepreneurship (ABCE) and of existing policies, • 5 ‘State of play’ studies of participating regions, summarizing the current situation of ABCE, relevant policies, ambitions and barriers, • 5 Regional studies of best and worst practices: 2 to 6 cases of ABCE will be selected per region, depending on how well these cases serve as exemplary for best and worst practices in an interregional context, • 2 or 3 best practice case studies based on two site visits to a best practice in another European region (not a partner region), • 1 Policy evaluation report with key conclusions and lessons learned. • 5 regional action plans ready for implementation describing partner’s proposals for improving policies and policy instruments concerning area based collaborative entrepreneurship in urban environments, • 1 monitoring and evaluation tool that will be used to monitor and evaluate the results of the regional action plans, • a large number of events, seminars, workshops, etc., • a wide variety of communication instruments. The general result of the project is: the development, testing and implementation of a number of innovative and effective policies and policy instruments that foster or stimulate area based collaborative entrepreneurship, thus contributing to the improvement of the socioeconomic situation of urban areas in the partner regions and in other large European cities. The specific results of the project are: • municipal policymakers and civil servants will have effective policy tools, rules and regulations to facilitate and stimulate area based collaborative entrepreneurship, • new rules, regulations and instruments that facilitate rather than inhibit, the social, economic and ethical goals of collaborative enterprises, • area based collaborative enterprises are better capable of contributing to city performance and broader societal, spatial and economic goals.
