Description (EN):

European population is ageing rapidly.The number of people aged 65 and over is projected to increase from 14% in 2010 to 25% in 2050. Advances in science and technology contribute to prolong people lifespan, but unfortunately that does not mean they will be healthier. In its headline strategic document “EU2020 Strategy”, the EC has identified active and healthy ageing as a major societal challenge common to all European Countries. The TITTAN project (Network for Technology, Innovation and Translation in Ageing) aims to tackle that challenge, by improving the quality and performance of the European regional healthcare systems in relation with the healthy and active ageing. Its specific objective is to exchange, benchmark and implement good practices and measures in 7 European regions about policies which can foster the design, up-taking and use of innovative technology-based products/solutions. The TITTAN learning approach is focused on 3 Thematic Areas (TAs): how to uptake innovative health products/services through new public procurement practices (PCP and PPI); how to promote the establishment of innovation ecosystems in the health sector; how to raise citizen´s awareness about using new technologies for improving quality of life.The project is promoted by a well-balanced partnership, which involves 7 European regions: Galicia (lead partner), Basque Country, Scotland, the Metropolitan Area of Amsterdam, Lombardy, Saxony and Lower Silesia. The strong ties among them - coming from the cooperation in previous projects and the active participation in the EIP-Active and Healthy Ageing – represents an added-value for the partnership. TITTAN will contribute to improve 7 regional policy instruments. all of them are linked to the EU Structural Funds. Thus,TITTAN will provide partner regions with the opportunity to orientate the spending process of the Structural Funds towards some of the most-effective and result-oriented policy practices for healthy and active ageing.

Achievements (EN):

In terms of activities, the project has organised a total of 138 policy learning events. It has also identified 86 good practices, produced 7 action plans and led to the increased capacity of 106 people. In terms of results, the project has succeeded in improving 3 regional development policies for a total amount of funds influenced of EUR 1,958,360. 00.

Expected Results (EN):

The project overall objective is to improve the quality and performance of the European regional healthcare systems in relation with the providing of products and services for a healthy and active ageing.The TITTAN specific objective is to exchange and implement good practices and knowledge among European regions about the development of policies aiming to foster the design, uptaking and use of innovative technology-based products and solutions for a healthy and active ageing. The project focuses on three Thematic Areas (TA): TA1.Outside-In Technological Innovation:to promote the acquisition of innovative products and solutions for public healthcare systems,mainly through the implementation of innovative procurement practices, such as Pre-commercial Procurement (PCP) and Public Procurement of Innovative Solutions (PPI),but also through the analysis of other approaches. TA2.Inside-Out Technological Innovation:to reduce the gap between research and market in the health sector, by promoting the establishment of innovation ecosystems, based on the quadruple-helix approach (public bodies-research-industry-communities).Ecosystems should promote the transfer of translational research results to companies and boost the developing of new products and services. TA3.Active Citizens for Healthy Ageing:to raise citizen´s awareness and knowledge about using new technologies for improving quality of life, through the adoption of e-health practices and the patients involvement in co-design experiences with health professionals and caregivers. The direct target-group of the project includes regional/local authorities in charge of policies design and implementation in the field of healthy active ageing and others regional stakeholders involved in the decision-making process, such as research centres, universities and private company clusters.The project will also benefit indirectly to the citizens of the regions involved,especially elderly people and patients with chronic illness.

Expected Outputs (EN):

The TITTAN project will contribute to improve regional policy instruments in relation to the field of healthy and active ageing. All the policy instruments addressed by the project are linked to the implementation of 2014-2020 EU Structural Funds, in particular the ERDF. TITTAN will therefore have a strong impact on that implementation process, in the sense of ensuring a quality-oriented and effective investment of Structural Funds in the field of healthy and active ageing. The improvement of policy instruments will be achieved through two complementary ways: - the improvement of ongoing plans and projects, by introducing measures identified thanks to the TITTAN project; - the implementation of new projects and plans, inspired in the experiences shared in the framework of the TITTAN project. The expected specific results for each of the three project Thematic Areas will be the following : • For TA1. R.1.1. Identified 8 good practices and implemented 4 measures , for promoting PCP and PPI in the field of healthy and active ageing. R.1.2. Established an Interregional Buyers´ Group, involving at least 4 out the 7 TITTAN regions. R.1.3. Identified 14 good practices and implemented 7 measures , for the uptaking of innovative solutions by the public administrations, through a direct collaborative dialogue with companies. • For TA2. R.2.3. Identified 14 good practices and implemented 7 measures , fostering the development of health innovation ecosystems, based on a permanent collaboration among public administrations, research, industry and communities (four-helix approach). R.2.1. Identified 14 good practices and implemented 7 measures, promoting the matching of researchers and investors/buyers and the establishment of a common Interregional Portfolio of research results within the TITTAN project, to be promoted at international level. R.2.2. Identified 14 good practices and implemented 7 measures, fostering entrepreneurship culture among health professionals and generating secondary services companies - start-up, technology based companies (TBCs) – in the active ageing field. • For TA3. R.3.1. Identified 14 good practices and implemented 7 measures, promoting e-health practices and the use of new devices for a healthy living. R.3.2. Identified 14 good practices and implemented 7 measures, stimulating co-design and co-creation practices, with the aim of involving final users in e-health experiences. The TITTAN project is expected to involve around 40 regional Stakeholders. Some of the TITTAN expected results will be interregional, such as the establishment of a public Buyers´ Group or the creation of a common Interregional Portfolio of research results. Moreover, TITTAN will increase the cooperation between bordering regions – Saxony and Lower Silesia – and regions of the same Country – Galicia and Basque Country. For that reason, during the project implementation the opportunity of developing interregional Action Plans will be taken into account.
