TraCS3 project addresses challenges how to improve the support for regional innovation infrastructure, its better employment and involvement in innovation values chains, increase innovation capacities to build innovation and research excellence in the regions and how to enable interregional collaboration to help the regions open up their innovation potential to the world. Regional innovation infrastructures and innovation capacities are the backbone of dynamic regional innovation eco-systems. To innovate, industry, especially SMEs, partly rely on research and innovation institutions, their capacities to provide access to the necessary technology infrastructures for upscaling, prototyping and validation of new solutions before they can enter the market. In this context, partners will look for ways to stimulate the development and utilisation of innovation infrastructures, to find gaps, look for opportunities to address them and support further collaboration between existing infrastructures increasing innovation capacities. Seeking to strengthen regional innovation potential through the interregional collaboration, partners will explore opportunities to establish/improve financial schemes for the ERDF use outside programmes' area. The project objective is to improve regional policies in support of innovation infrastructure in S3 key priority sectors with strong innovation potential addressing the societal challenges and enhancing interregional cooperation within and between emerging and expanding innovation eco-systems. Partners jointly work towards creation of favourable environment for supporting integration of innovation infrastructure into interregional/international value chains and knowledge networks and an increase of innovation capacities. The main project outputs are: 51 interregional learning events,7 Action Plans addressing 6 ERDF and 1 regional policy instruments, at least 14 good practices analysed and shared,95 people with increased professional capacity

Achievements (EN):

In terms of activities, the project has organised a total of 69 policy learning events. It has also identified 13 good practices, produced 7 action plans and led to the increased capacity of 95 people. In terms of results, the project has succeeded in improving 4 regional development policies for a total amount of funds influenced of EUR 9,025,000. 00.

Expected Results (EN):

The TraCS3 project overall objective is to improve regional policies in support of innovation infrastructure in S3 key priority sectors with strong innovation potential addressing the societal challenges and enhancing interregional cooperation within and between emerging and expanding innovation eco-systems. Project sub-objectives: 1. To develop a shared vision on how to create favourable environment for supporting integration of innovation infrastructure (e.g. incubators, technology information centres, research centres) into interregional value chains and knowledge networks. Partners seeks to support the growth, strength and development of regional innovation eco-systems by opening it up and connecting it to international knowledge. 2. To strengthen innovation capacities needed to develop research and innovation excellence in key priority S3 sectors with strong innovation potential. To achieve innovation-driven growth, regions must strengthen their innovation ‘enablers’, that is, the infrastructures and capacities that are needed for research and innovation to flourish in S3 key priority sectors with strong innovation potential. 3. To review the regional policies related to support for innovation infrastructure in order to improve interregional cooperation through establishing interregional financial instruments (Fund) or improving existing schemes/measures fostering this process. Seeking to foster interregional cooperation in S3 key priority sectors with strong innovation potential, partners look for opportunities to improve programmes/measures for interregional cooperation or establish the new financial instruments exploring opportunity to spend up to 15% of the ERDF outside the regions 4. To disseminate knowledge collected through the exchange of experience process to stakeholders across Europe and create synergies with other relevant initiatives and projects.

Expected Outputs (EN):

Six out of seven policy instruments addressed in TraCS3 project are related to the ERDF Operational Programmes and one to the Regional Programme (PP2). Estimated amount of ERDF programmes/measures which will be influenced by the project is 9 M Euro. Six out of seven policy instruments addressed are regional level programmes and one policy instrument addresses is national level programme(PP3). Taking in mind the size of the ERDFl and regional programmes, also their governance and partners’ diversity the interregional learning process could be organized very positive and benefit from this variety. The impact on the support for innovation infrastructure and innovation capacities related policies will be significant taking in mind the project partners and participants. TraCS3 partnership consists of regional authorities, intermediate body, policy supporters/beneficiaries and regional and national innovation agencies (under the Ministries of Economy) which are directly responsible for the design and implementation of innovation policies in the regions. The Managing authorities which are not directly involved as partners participate in the project being active Stakeholder Groups’ members. Therefore, we estimate that we will reach out the targets mentioned in the indicators table calculated for the implementation phase. The self-defined indicators are part of the policy instruments addressed and shall be monitored and reported by each partner. During the TraCS3 project implementation 51 policy learning events will be organised: 3 Interregional Workshops, 3 World Café discussions, 7 Site visits followed by discussions, 1 Round table discussion and 42 Regional Stakeholder Groups meetings. At least 95 people will increase their professional capacity due to their participation in interregional cooperation activities related to the support for innovation infrastructure and an increase of innovation capacities policies. We estimate that a minimum of 14 good practices will be identified, analysed and shared, also available for the general public. There will be seven project meetings organized in Phase 1, aiming to identify and explore the good practices that could be transferred, adopted and used for the improvement of policy instruments addressed. The exchange of experiences and interregional learning process will result with 7 Action Plans. Two meetings dedicated to exchange of experience on the monitoring of the Action Plans implementation will be organized in Phase 2. To ensure the effective dissemination the knowledge and good practices collected, and raise the awareness and maximize the results and achievements of the TraCS3 project, High Level Conference, 7 regional/national dissemination events will be organized, at least 34 appearances in media will occur, 6 TraCS3 newsletters will be distributed.
