Description (EN):

IMPROVING POLICIES TO PROTECT BIODIVESRITY FROM INVASIVE ALIEN SPECIES: Biological invasions are considered to be one of the greatest threats to the biodiversity and natural ecosystems. Invasive Alien Species (IAS) can act as vectors for new diseases, cause native species’ extinction, change ecosystem processes, and reduce the value of land and water for human activities. INVALIS will enable the participating territorial authorities to address common challenges associated with biological invasions such as a) knowledge gaps in ecosystems’ vulnerability to biological invasions and species’ distribution, b) lack of awareness about IAS environmental and socioeconomic risks, c) low level of cooperation between public authorities and key stakeholders for the implementation of IAS management measures, and c) conflicts of interests. OBJECTIVE: INVALIS brings together 7 partners from 7 countries, to improve their environmental policies, by supporting policy measures for the prevention, early detection and control of IAS. EXPECTED IMPACT: - Increased capacity of 200 staff of public administrations to effectively implement IAS management policies. - 10 million euros unlocked to support projects for increasing natural ecosystems’ resilience to IAS and to carry out eradication/control actions for high priority species. - Increased awareness of over 1000 stakeholders about IAS impact on the biodiversity, economy and human health. MAIN OUTPUTS & BENEFICIAIRIES: - 6 action plans to improve the addressed policy instruments, benefiting managing authorities and beneficiaries. - 3 interregional workshops, 2 site visits and 1 EU-wide policy learning event to promote capacity building among partners and stakeholders . - 18 policy briefs to transfer INVALIS lessons learnt to EU public authorities. - A risk assessment framework for EU public administrations to assess regional ecosystems’ vulnerability to IAS. - 4 baseline analysis reports on territorial needs and IAS management practices.

Achievements (EN):

In terms of activities, the project has organised a total of 45 policy learning events. It has also identified 5 good practices, produced 6 action plans and led to the increased capacity of 97 people. In terms of results, the project has succeeded in improving 5 regional development policies for a total amount of funds influenced of EUR 598,761. 93.

Expected Results (EN):

THE OVERALL GOAL OF INVALIS: INVALIS aims to improve the addressed policies on biodiversity and environmental protection, by supporting policy measures for the prevention, early detection, control and eradication of invasive alien species in natural ecosystems. The project will allow the involved public authorities to share practices for a) evaluating natural ecosystems’ vulnerability to biological invasions, b) managing/controlling IAS introduction, establishment and spread in their regions’ natural environments and c) mitigating the associated environmental and socioeconomic risks. The overall objective is to support INVALIS partners to transfer the lessons learnt into regional policies and action plans. OPERATIONAL OBJECTIVES: 1. Increase the capacity of public administrations to effectively implement environmental / biodiversity policies, integrating IAS monitoring, eradication, and control measures into territorial development strategies. 2. Share methods/tools to evaluate the vulnerability of regional and cross-border ecosystems. 3. Contribute to identify the main pathways of biological invasions and design actions to increase ecosystems’ resilience. 4. Unlock national and regional investments for IAS control and eradication projects. 5. Promote the cooperation between public authorities and local stakeholders to address challenges associated with invasive alien species, including conflict resolution of socio-economic interests. 6. Raise public awareness and strengthen local communities' commitment to participate in the monitoring, management, and control plans & measures for the protection of natural ecosystems against invasive alien species.

Expected Outputs (EN):

A) EXCHANGE OF EXPERIENCE Outputs: 1 Interregional workshop on the different eradication / control methods. 1 Interregional workshop on how to manage emerging conflicts of interest in IAS management practices. 1 Interregional workshop on how to evaluate territories’ vulnerability to IAS. 2 Site visits to transfer successful policy measures on IAS management. 1 EU level event for policy learning beyond the partnership. 6 Stakeholder groups. 36 Meetings with stakeholder groups. 6 Public dialogue events . 1 Risk assessment framework to determine regional ecosystems’ vulnerability . 18 Policy briefs based on lessons learnt in the partnership languages . 6 Action plans to improve the 6 policy instruments addressed. 1 Comparative baseline analysis of territorial policies on IAS management. 1 Good practice guide on successful IAS management tools/practices. 1 Common baseline analysis on the organisational and implementation needs of territorial authorities. 1 Report on the factors determining the vulnerability status of the participating regions. 36 Debriefing meetings to foster organisational learning. Results: 200 staff members from partners with increased capacity (knowledge / skills), 30 regions in partners' countries considering the integration of the project’s outputs and policy recommendations, 6 policy instruments aimed to be improved. Policy instruments (where appropriate) will be improved a) to integrate new measures/interventions for the prevention, early detection and control of invasive alien species, b) to fund new projects relevant to IAS management, and c) in terms of management, especially as concerns evaluating regional ecosystems’ vulnerability, monitoring and evaluating the implementation of relevant measures and streamlining selections processes for IAS related projects. B) COMMUNICATION AND DISSEMINATION: Outputs: 1 communication plan; 1 website, networking pages, updates of web resources, biannual issues of newsletters, 42 press releases, 1 sustainability plan, 1 brochure printed in 5000 copies and disseminated in 7 countries, 1 poster printed in 150 copies and disseminated in 7 countries, 14 info-days. Results: 100 appearances on the media, 1500 participants in all events, 2000 biannual new visits to the project’s website, 500 individuals reached per post in project’s social media pages and 30 users engaged (likes, comments, shares), at least 1000 external stakeholders reached. C) PROJECT MANAGEMENT: Outputs: 1 partnership agreement signed by all partners, 1 operational workplan & biannual updates of workplan, 1 quality management plan & 8 biannual quality reports, 6 steering group meetings, 2 monitoring meetings in phase 2, 6 progress reports. Results: Continuous and effective day-to-day administrative, financial and technical coordination between partners, achievement of all project's objectives, project having reached its indicator targets in terms of outputs & results, 100% of project’s budget correctly spent.
