Many European territories have developed strong relations with a river, that both take an economic and social role in their history. In the heart of European cities or in suburban areas, riversides offer exceptional natural, cultural and industrial heritage, both tangible and intangible. As these destinations are regional capitals or near a capital, they combine a tourism offer specific to urban areas (architectural visits, cultural activities) with a more natural one with sports and leisure, in particular related to water as well as wellness. This natural environment has historically been protected or is today the purpose of new environmental policies. That is why riverside development is a real opportunity for European cities to create innovative solutions for sustainable tourism development. Unfortunately, riversides are rarely identified as touristic spots and not sufficiently addressed by tourism policies. They globally suffer from a lack of consideration from Metropolitan authorities and tourism boards, but also from a lack of professional skills and tools for tourism actors. However, those spaces are at the crossroad of tourism challenges faced by European capitals such as the high concentration of tourism in city centres, the Cities “Museumification” phenomenon, the increased attention to sustainable development and the new trends of tourism practices (authenticity, slow tourism, etc). European cooperation could help managing authorities in charge of Structural Funds, tourism strategies or urban development policies to better understand what needs to be changed and identify solutions by exchanging good practices. The STAR Cities project will involve the entire tourism ecosystem existing along rivers and, in this regard, is relevant to the Interreg Europe programme’s specific objective dealing with protecting, promoting and developing natural heritage, biodiversity and ecosystems.

Achievements (EN):

In terms of activities, the project has organised a total of 59 policy learning events. It has also identified 28 good practices, produced 5 action plans and led to the increased capacity of 75 people. In terms of results, the project has succeeded in improving 4 regional development policies for a total amount of funds influenced of EUR 282,463. 00.

Expected Results (EN):

Our project aims at improving regional policies on natural, cultural heritage valorization and tourism development. It aims also at making policy makers considering the development of the riverside environment of European cities as a new tourism offer by focusing on sustainable development as a major issue. The STAR Cities project will take it into account through the entire project organisation, implementation and evaluation. The objectives and sub-objectives of the project are the following: 1- To develop an interregional process of practice sharing and exchange of knowledge concerning the sustainable management of heritage valorization and tourism development in riverside cities. • To share experiences and identify good practices. • Ensure different levels of learning to create a favorable environment for: - developing new activities, - improving the quality of touristic and cultural offer of partners’ territories thanks to good practices sharing (capacity building). - enhancing cooperation and synergies between territories’ local actors. • To identify ways of collaboration within the consortium to cooperate even after the project's end. 2- To exploit the results with capitalisation, for integrated improvement of chosen Policy instruments. • To develop and monitor action plans for a greater consideration of sustainable tourism in riverside places. • To improve shared governance, being consistent between different projects and policy makers' organisation. • To encourage a better use of the European structural funds (ERDF) and a better integration of sustainable tourism in Regional Operational Programmes. 3- To raise awareness on Riverside Cities tourism potential by disseminating project’s outputs and results throughout the EU. • To develop an interactive Guide of best practices, thought as a resource tool for other European organisations. • To organise events to influence policy makers in other regions, European institutions, networks and relevant institutions.

Expected Outputs (EN):

Expected outputs concern the learning process, the communication and the management activities. Learning process outputs: - State of play: 1 common methodology + 1 framework for the document produced by the partners, 5 regional assessments from each partner, 1 synthesis including interregional analysis, recommendations and benchmark information. - 5 interregional learning sessions, including study visits, experts’ presentations and workshops. - 1 Guide of Best Practices, set up through an innovative and interactive format. - Regional action plans development:1 common methodology and 1 workshop, 5 Regional action plans. - 5 improved policy instruments. - 90 people with increased professional capacity. Communication outputs: - 1 Interreg Europe website page and 7 pages on partners’ websites. - Regular presence on social media. - 1 leaflet in English and national languages. - 3 European conferences, 100 participants expected per event. - 10 regional conferences, 50 participants expected per event. - 8 newsletters (1 per project period). - 56 press releases (1 per partner and project period). Project management outputs: - 8 steering committee meetings (1 per project period) including kick off and closure meetings. - 8 stakeholder groups meetings (1 per project period). - 8 intermediary reports, - At least 16 Project Management Team Skype meetings. - 1 Communication Team. - 3 Task Forces: State of play, Interregional learning, Action Plans. All the achieved outputs will contribute to concrete results on improvement of targeted policy instruments especially through new supported projects and implementation of new measures. Considering EU funds, the project schedule will allow partners to both improve the current programming period through new projects supported and the next programming period by influencing managing authorities in writing of their Operational Programmes. Furthermore, it is important to note that the two partners that do not addressed Structural Funds (Val-de-Marne and Hamburg) will nonetheless involve ERDF MAs in STAR Cities stakeholder group in order to raise their awareness on river tourism potential at European level. Indeed, within Ile-de-France Regional Council, one Department is responsible for both the Regional Tourism and Leisure Development Plan 2017-2021 (RTLDP) and ERDF Operational Programme. On German side, ERDF MAs concerned by Hamburg City territory is already informed on STAR Cities planned commitments and has been asked to participate in the stakeholder group. But STAR Cities project results will also be in terms of improvement “on the ground” on the involved territories. The capacity building process will also lead to improve professional skills of involved organisations and stakeholders, and thereby the quality of cultural and tourism offer Those results are indicated in the self-defined indicators such as the number of activities developed and number of tourists in riversides places.
