Description (EN):

The delta regions in Europe are rich in biodiversity but poor financially. Nowadays, they are located on a periphery of economic activities and are low economic performers in Europe. Large rivers in Europe have nature reserves in river deltas. These reserves accommodate wonderful biodiversity but rarely wealth. The capabilities which were needed for agriculture, transport and manufacturing lost their value in course of changes to the presently dominant knowledge-based economies. The project aims at definition and improvement of policy instruments that enable to foster the capabilities in using deltas' ecosystem services for regional economic development. The proposal is focused on the exchange of know-how about actions in the past, good practicies, capabilities and initiatives, as well as on the regional policymaking aiming at use of ecosystem services for the regional economic development. Hence, the project should deliver tangible project proposals for the regional implementation of actions that foster the potential of partners to use ecosystem services and strengthen economic development based on the use of local cultural and natural qualities. The project addressed 6 delta regions: Rijn delta (Netherlands), Danube delta (Romania), Camargue delta (France, Provence-Alpes-Côte d’Azur), Ebro delta- Albufera area (Spain), Po delta Park (Italy) and River Blackwater delta (Ireland). The project will result in the improved implementation of the regional policy instruments leading to the improved use of deltas' ecosystem services for regional economic development. This will be done through policy improvement, improvement of governance, learning sessions, development of action plans, identification of good practices and sharing and active work in chosen deltas with involvement of regional stakeholder groups. The project will collect and disseminate the knowledge gained in good practice directory guide for delta regions.

Achievements (EN): In terms of activities, the project has organised a total of 54 policy learning events. It has also identified 14 good practices, produced 6 action plans and led to the increased capacity of 60 people.

Expected Results (EN):

The overall objective aims at improvement of policy instruments that enables to foster the capabilities of using deltas' ecosystem services for regional economic development, hence, strengthen economic development based on the use of local cultural and natural qualities. The following sub-objectives are envisaged: 1. Exchange of experiences with the use of the deltas' ecosystem services for sustainable economic development. 2. Definition of policy instruments that foster capabilities in the use of ecosystem services for deltas' economic development. 3. Creating programs for development of the deltas' ecosystem services and their use for economic development. 4. Development of the cross-European co-operation on policies aiming at fostering the deltas' natural and cultural qualities for economic development.

Expected Outputs (EN):

OUTPUTS Exchange of experience 1) 6 Inter-regional learning events for exchange of experiences and collaboration, 2) 6 Regional stakeholder groups created, 3) 36 regional group meetings/workshops (2/year per region in phase 1), 4) 6 site visits per Delta, 5) 12 good practices identified (2 per delta), 6) 6 policies addressed, 7) 6 Regional Action Plans per policy instrument for policy improvement, 8) 1 Lessons learnt and recommendations guide, 9) 1 policy tool for assessing of opportunities for the use of ecosystems services in deltas and instruments of regional policies in support of that. 10) 6 case studies conducted, 11) Good practice directory. Management: 8 steering group- and partner meetings conducted (6 in Phase 1 and 2 in Phase 2), 1 Financial handbook, 1 Subsidy contract, 1 Partnership agreement, 8 Progress reports (6 per Phase 1, and 2 in Phase 2), 1 Final report (Phase 2). Communication and Dissemination: 1 Communication plan, 1 Website with regular updates, 1 Project visual identity, 1 brochure in English, 7 local language versions in a bilateral way (electronic), printed 200 units per partner (1400 units), 1 Project conference at the end of the phase 1 (100 participants)); 1 final conference in the phase 2 (150 participants), 12 dissemination events in regions (1 ERDF funding workshop and 1 University workshop in regions), 600 New visitors per website, No. of appearances in media = 29, 15 press releases, 1 Social media accounts for project and 9 social media accounts by each partner, 6 Banners (1 for each delta), 9 Posters (1 for each partner), 6 Newsletters issued. RESULTS: Project will result in improvement of 6 regional policy instruments: 1) Noordelijke Innovatie Agenda 2014-2020 (OP Noord) - (Netherlands: Province of Fryslan, Uniersity of Twente), 2) Charter of Commitment of the Regional Natural Park of Camargue (RNPC) - (France: Regional Natural Park of Camargue), 3) Regional Operational Programme (ROP) - (Romania: Danube Delta National Institute for Research and Development), 4) Po Delta Park Territorial Plan (Italy: Po Delta Park and ERVET), 5) Comunidad Valenciana ERDF 2014-2020 Operational Program - (Spain: Council of Chambers of Commerce of the Valencia Region), 6) Regional Spatial and Economic Strategy (RSES) - (Ireland: Cork County Council and University College Cork).
