Description (EN):

CREADIS3 addresses the issue of innovation driving territorial development through non-technological forms of innovation. To tackle economic, social and environmental challenges, innovation is needed, not only based on the technological sectors but in allying these sectors to culture-based creativity. The main objective of CREADIS3 is to align territorial public policy agendas to support the development of more efficient CCI policies in territories aiming to generate innovation and economic development in European regions. It is declined in 6 sub-objectives along 2 priority themes: Improving institutional governance and Boosting CCIs contribution to regional development. A Creative District, in this sense, is defined as an ecosystem that generates collaboration across public authorities and industrial stakeholders in order to foster the development of culture and creative industries as well as innovation according to its RIS3. CREADIS3 will produce an integrated report on “Good Practices on Governance and creative Ecosystems”, organise 6 study visits, deliver 6 Action Plans tailored for partners’ territories and respective policy instruments addressed, a Policy Toolkit and an international conference. These outputs will support the establishment of sustainable Smart Specialisation Creative Districts with the following characteristics: - Better governance models aligning territorial public policy agendas to offer tailored support to CCIs. - Increased synergies between culture and economic development policy instruments. - Better policy measures to integrate CCIs in the local innovation ecosystems Increased partners’ attractiveness for creative talents and enterprises. - Increased cross-collaboration and cross-fertilisation initiatives between CCIs and other sectors of economy, education and research to drive innovation. - Better policies to support internationalisation of local creative SMEs. - Reinforced role for CCIs in ESIF and RIS3.

Achievements (EN):

In terms of activities, the project has organised a total of 51 policy learning events. It has also identified 21 good practices, produced 6 action plans and led to the increased capacity of 78 people. In terms of results, the project has succeeded in improving 5 regional development policies for a total amount of funds influenced of EUR 18,189,377. 05.

Expected Results (EN):

Main objective of the project: Align territorial public policy agendas to support the development of more efficient CCI policies in territories aiming to generate innovation and economic development in European regions. A Creative District, in this sense, is defined as an ecosystem that generates collaboration across public authorities and industrial stakeholders in order to foster the development of culture and creative industries as well as innovation according to its Smart Specialisation Strategy. The main objective of the project is declined in 6 sub-objectives along 2 priority themes: 1/ Improving institutional governance. 1/a. Foster multi-level administrative collaboration across the territory to enable better synergies between the different authorities in charge of CCIs. 1/b. Articulate better culture and economic policies for effective CCIs innovation policies. 1/c. Support international territorial attractiveness to increase investment in the creative potential of the region and retain talents/creative entrepreneurs. 2/ Boosting CCIs contribution to regional development. 2/a. Improve cross collaborations within the local ecosystem of hubs, labs, clusters, incubators, universities, science parks etc.. 2/b. Improve cross fertilisation across culture and technology sectors to trigger spill-over effects. 2/c. Support the internationalisation of SMEs through capacity building and new business models.

Expected Outputs (EN):

The production of outputs will be guided by the principles of Collaboration amongst project partners and Participation engaging stakeholders. CREADIS3 will produce: Interregional learning/events. - 1 integrated report “Good Practices on Governance and creative Ecosystems” supported by territorial mappings by each partner (competences, ecosystem and 3 identified good practices). - 6 study visits + 6 reports. - 6 Action Plans tailored for the territory and the policy instrument addressed by each partner. APs will establish local visions and strategies to get political and stakeholders’ engagement. Project reports - 8 Progress Reports to the JS informing on project’s activities, completion of tasks and lessons learnt. It will include a peer review mechanism and a constant evaluation of the progress with indicators - 1 Final Report including policy recommendations stemming from learning points and transferable lessons focusing on cross-overs between governance levels and sectors and impact assessment with indicators to monitor impact of APs Communication - 2 press releases announcing launch of the project and final conference + 6 press releases at local level for study visits - 2 short videos to present the first achievements (end of Phase 1) and outcomes (end of Phase 2). The realisation of the videos will be done by creative talents based in the territory covered by the partners through an open call to give them an opportunity to showcase internationally. - 1 easy-to-use Policy Toolkit for dissemination of the project’s learning and recommendations on governance models and cross-collaborations to establish Creative Districts in territories outside the partnership - 1 final conference in Brussels during Semester 9 for relevant stakeholders and oriented to the dissemination of results to policy makers and other EU regions These outputs will support the establishment of sustainable Smart Specialisation Creative Districts with the following characteristics: - Better governance models aligning territorial public policy agendas to offer tailored support to CCIs in EU regions - Increased synergies between culture and economic development policy instruments - Better policy measures to integrate CCIs in the local innovation ecosystems (R&D, Clusters) - Increased partners’ attractiveness for creative talents and enterprises - Increased cross-collaboration and cross-fertilisation initiatives (inter-clustering)between CCIs and other sectors of economy, education and research to drive innovation - Better policies to support internationalisation of local creative SMES - Reinforced role for CCIs in ESIF and Smart Specialisation Strategies
