EPICAH aims to promote the improvement of the policy instruments for crossborder natural and cultural heritage protection and development, through the exchange of experiences and good practices between partners with large experience in developing strategies, projects and actions in this field based on crossborder cooperation processes. It aims for a more efficient management of crossborder natural and cultural heritage "using" the border as a tourist attraction factor in borders territories. It shall improve the effectiveness of tourism activity in managing the organization and valorisation of these assets. The common challenge faced by EPICAH is to pool resources and policy-making in order to support preservation, protection, promotion and development of natural and cultural heritage. It will be addressed by focusing on crossborder cooperation as a sustainable tool to make them homogeneous and consistent on both sides of the border and by encouraging coordinated actions of the policy makers and technicians responsible for its implementation. Mutual learning and work of partners and stakeholders (here included Managing Authorities of Interreg VA and other relevant crossborder actors) will serve to overcome this challenge through the suggestion of new types of projects in the current crossborder programmes (in future calls) or even by proposing a new logical framework of the Interreg A programmes for the next programming period. Thus, border territories will improve their cultural and natural heritage management and put them in value through a common approach for the development of the tourism activities. EPICAH expected outputs are: regional action plans (defining local strategies to achieve the project goal), the lessons learnt in the interregional learning process and the improvement of crossborder cooperation policies and instruments regarding the increase of their efficiency for the protection and development of crossborder natural and cultural heritage.

Achievements (EN):

In terms of activities, the project has organised a total of 106 policy learning events. It has also identified 19 good practices, produced 7 action plans and led to the increased capacity of 104 people. In terms of results, the project has succeeded in improving 7 regional development policies for a total amount of funds influenced of EUR 565,975. 65.

Expected Results (EN):

The project aims to promote the improvement of the policy instruments for crossborder natural and cultural heritage protection and development, through the exchange of experiences and good practices between partners with a large experience in developing strategies, projects and actions for the protection and management of crossborder natural and cultural heritage based on CBC processes. Each one of the territories (borders) involved in the interregional learning process proposed by the project should develop skills and competences to enable them not only to improve the performance of policies and policy instruments mentioned earlier (strategic level) but also to improve the design and the effectiveness of the actions resulting from the targeted policies and instruments (operational level). It also aims to change the crossborder cooperation programmes into instruments for the promotion and implementation of a balanced strategy for territorial development, able to make of each European border a territorial marketing asset and not a cost of context (the border must be itself a valorisation and preservation tool of these heritage). The project pays a special attention to tourism as a tool for an efficient protection and development of the mentioned heritage, once this is the approach currently given at the local, regional and crossborder European cooperation level.

Expected Outputs (EN):

The main result of the project should correspond to an effective improvement of the efficiency related to policies and CBC programmes for better management and development of cultural and natural heritage shared by border regions, promoting the border as a differentiating and competitive factor of the crossborder territory holding that heritage. This will be embodied in the definition of potential new types of projects to be financed by Interreg VA programmes of the project territory as well as in the improvement of those programmes management supported by the exchange of experiences, and also the promotion of the introduction of lessons learned in crossborder cooperation programs for the next programming period (in particular, focusing its strategy in the valorisation the border factor at territorial marketing level, requiring crossborder heritage management does not be made "only" in cooperation but rather to be done in the same way, ie, through shared and consensual actions). There will also be, as a result, the training and the improvement of skills and competencies for the protection and development of crossborder natural and cultural heritage of both the institutions and their human resources at strategic level (design of policies and strategies) and operational level (implementation policies and respective instruments). The other main project outputs are: -7 regional reports (diagnostic documents that will identify the main problems crossborder natural and cultural heritage management are facing in each project border) -1 joint report about how it is being enhanced the border effect in the protection and development of natural and cultural cross-border heritage in Europe -7 study visits to partners regions (in order to know in situ each other reality regarding each one of the policy instruments addresses by EPICAH) -7 thematic seminars (technical project team and the institutions they represent training actions) -64 internal workshops (dissemination knowledge actions for the partners staff) -24 crossborder workshops (dissemination knowledge actions for members of the partners and their border counterparts) -7 regional action plans (for the improvement of policies and policy instruments associated with management of crossborder natural and cultural heritage in each of the project territories) -1 interparliamentary forum -1 strategic communication plan (to enhance the impact of communication activities and expand the results dissemination and the transfer of knowledge generated by the project) -6 instruments for CBC policies (Interreg A) more effective in actions regarding the protection, preservation and development of crossborder natural and cultural heritage -1 ROP instrument more effective in actions regarding the protection, preservation and development of cross-border natural and cultural heritage
