Description (EN):

Sustaining the effects of investments remains one of the most burning problems in the management of cultural heritage. Many cultural institutions have difficulties to cover even basic maintenance costs. This issue is of great importance to the whole EU area, where recent economic downturn put cultural heritage at the bottom of the priority list. According to the EC Sixth Report on economic, social and territorial cohesion stronger emphasis has to be given to sustainability, as an explicit objective of cohesion policy. This shift is also mirrored in the increasing focus on sustainable growth in the Europe 2020 strategy. The main aim of the KEEP ON project is to improve public policies in the cultural heritage sector in terms of delivering high quality projects that allow results to remain sustainable with reasonable public funding and have long-lasting impact on regional development. Both policy organisations and cultural institutions should plan for sustainability long before the project start date. When the public funding is over, how do institutions sustain their work for the future? How do they get funds for their future functioning? How can public policies support beneficiaries in the self-sustainability of their projects? The KEEP ON project will address these questions from an EU-wide, interregional perspective. The KEEP ON project brings together partners from Southern Europe countries having extremely rich cultural heritage, but also the most vulnerable economies (ES, PT, IT, GR), accompanied by Poland (largest EU cohesion policy beneficiary), the Netherlands (cultural policy model with high involvement of local communities) and an advisory partner from Croatia. In total 6 policy instruments (3 structural funds programmes, 3 local/regional strategies) will be improved through interregional learning process. The KEEP ON project intends to provide a valuable input to all EU stakeholders with special focus on the forthcoming post-2020 cohesion policy.

Achievements (EN):

In terms of activities, the project has organised a total of 58 policy learning events. It has also identified 18 good practices, produced 6 action plans and led to the increased capacity of 75 people. In terms of results, the project has succeeded in improving 3 regional development policies for a total amount of funds influenced of EUR 42,780. 00.

Expected Results (EN):

Overall objective: Increase the effectiveness of public policies for durable and self-sustainable projects in the cultural heritage sector, both in regions participating in the project, as well as in other territories of the EU. Sub-objectives (in relation to cultural heritage sector): 1. Public policies as catalysts for high quality projects having long-lasting impact on regional development; 2. Identify and promote lessons that can be learned from policy makers, beneficiaries and stakeholders (spread good practices, strive for excellence and try to avoid bad practices); 3. Activate private resources apart from public sources of financing. 4. Mobilise regional, national and EU-wide stakeholders by directly engaging them in working towards reaching higher sustainability fo actions. 5. Highlight the horizontal and cross-cutting approach of self-sustainability as a smart tool to ensure a long-lasting effect of investments; 6. Increased capacities of both policy responsible organisations and cultural organisations before project start date, during project implementation and after the support/funding ends; 7. Provide a valuable input to the forthcoming post-2020 cohestion policy.

Expected Outputs (EN):

The project intends to produce the following main outputs and results: OUTPUTS • a) Exchange of experience. 44 policy learning events: - 6 meetings during phase 1 - these meetings include such events as: partner meetings, study visits, internal training (for PPs), workshops (for PPs and external stakeholders), KEEP ON policy summit, final conference. (several events organised during 1 meeting were counted as only 1 meeting/learning event). - 2 meetings during phase 2; - at least 1/meeting per semester of each stakeholder group (6 in total) - 6 x 6 = 36 meetings. 6 stakeholder groups established and operating. 8 main written documents for the exchange of experience process. (see C.4. Project approach for the full list of outputs reached under the 6-month reporting periods). 14 good practices identified (2 per partner), from the partner territories and outside. They will be described in the "Selection of best practices" and used in further documents produced by the project (e.g. Practical guide, Action Plans). 6 Action Plans prepared and implemented. • b) Communication: 1 Communication strategy. 42 appearances in media (national/regional/local newspapers, magazines and online internet news) - 6/partner, 7/semester. 2 social media accounts created and updates (Twitter, LinkedIn). 15 press conferences (8 during 6 meetings phase 1 + 6 during regional events to disseminate the Action Plan + 1 final conference). 1 project website + 7 institutional websites continuously updated. 1 KEEP ON policy summit. 1 Final Conference. 7 project posters A3. 1 project leaflet. Participation at 6 EU events . 1 final publication on the project results. • c) Project management: 1 Partnership Agreement. 6 progress reports phase 1. 1 progress report phase 2. 1 final report. 6 SG meetings phase 1 + 2 meetings phase 2. RESULTS: 6 policy instruments improved (3 ERDF instruments and 3 regional/local strategies) in terms of increased efectiveness for durable and self-sustainable projects in the cultural heritage sector. - Better understanding of the importance of self-sustainability as a smart tool to ensure a long-lasting effect of investments; - Public policies as catalysts - improved durability and self-sustainability of cultural heritage projects; - Strive for excellence - Good practices spread among policy makers, beneficiaries and stakeholders; - Better understanding and activation of private funding in cultural heritage projects; - Increased capacities of both policy responsible organisations and cultural organisations before project start date, during project implementation and after the support/funding ends. Results of the KEEP ON project will provide a valuable input to the forthcoming post-2020 cohestion policy.
