Description (EN):

Industry 4.0 (I4.0) affects innovation activities of companies throughout Europe to a dynamically increasing extent. Failing to turn production or service provision adapted to I4.0 results in losing clients and markets. In our project it will be primarily SMEs that we intend to assist so that they can better address the challenges this new paradigm imposes to increase their competitiveness. Partners’ experience suggests that policy instruments (PIs) targeted to SME innovation often struggle to support I4.0 related projects efficiently. With 8 partners from 5 regions INNOPROVEMENT aims at improving SME PIs targeting innovation activities and adapting them to requirements set by I4.0. This overall objective will increase the share and number of SMEs successfully implementing I4.0 related innovation projects in the partners’ regions and countries. 7 thematic issues will be explored by partners through intense experience exchange: 1) Innovation in software development; 2) Effectiveness of public money used to support industrial R&D under I4.0; 3) Introducing I4.0 to traditional industries; 5) Definition of I4.0 public policy initiatives; 5) Adjusting calls to I4.0 requirements; 6) Market price assessment methodologies; 7) Definition of an I4.0 maturity evaluation matrix. Sharing transferable good practices from these 7 thematic issues will be central among project activities. Using the outcomes partners will elaborate action plans to improve their PIs. Improvements of the addressed PIs (mainly calls for proposals) will take place primarily at the level of management of the instruments. The composition of the partnership contributes substantially to durability of project results since the 7 action plans will be elaborated by MAs and IBs directly responsible for the management of the addressed PIs. INNOPROVEMENT’s approach ensures 4 levels of learning. The project lies on a sound project management and implements a targeted communication strategy.

Achievements (EN):

In terms of activities, the project has organised a total of 53 policy learning events. It has also identified 44 good practices, produced 7 action plans and led to the increased capacity of 90 people. In terms of results, the project has succeeded in improving 8 regional development policies for a total amount of funds influenced of EUR 1,522,628. 36.

Expected Results (EN):

INNOPROVEMENT aims at improving SME PIs targeting innovation activities to adapt them to requirements set by I4.0. This overall objective will increase the share and number of SMEs successfully applying for and implementing I4.0 related innovation projects in the partners’ regions and countries. The improvements of the addressed PIs (mainly open calls for proposals targeted to SMEs) will take place primarily at the level of their management. Such improvements are expected to be changes in the whole life cycle of fund management: design and setup of calls, project selection, contracting, monitoring methods including checks, financial settlement. Content-wise partners have identified 7 thematic issues during project preparation related to innovation projects belonging to I4.0 , which they share as joint concern and at which they see opportunities for improvement through the identification and sharing of good practices. Improving PIs in these thematic issues are defined as sub-objectives of INNOPROVEMENT. The 7 thematic issues: 1) Innovation in software development (defining innovation, judging the innovation content): what can be accepted as real innovation and what belongs to the regular development activity of the applicant/beneficiary (cf. Frascati and Oslo manual); 2) Effective use of public money to support industrial R&D under the I4.0 (analysing I4.0 projects with similar outputs but with significantly different costs); 3) Introducing I4.0 to traditional industries; 4) Definition of I4.0 public policy initiatives; 5) Adjusting calls to I4.0 requirements including scope, eligible activities, eligible costs; 6) Market price assessment methodologies (process and metrics to establish standard costs) along the life cycle of funded projects (call design, project selection, contracting, monitoring, financial settlement); 7) Definition of an I4.0 maturity evaluation matrix for projects (with factors like human capital, technological cooperation, etc.).

Expected Outputs (EN):

INNOPROVEMENT’s primary result is 7 improved policy instruments targeting innovation activities of businesses - mainly SMEs - to better serve their projects in the field of I4.0. Phase 1 will end up with 7 completed action plans (the main output of the project) along which partners improve their PIs in Phase 2. The improved implementation of policies will eventually have an effect on businesses, SMEs in the participating regions related to an increase in number of successful innovation projects implemented under the I4.0 domain. Project results are expected at the management of the PIs that MAs/IBs can directly use in their daily practices. Along the 7 thematic issues introduced under the objectives description, results are expected as follows (exemplary list): I. Collection of good practices and case inventory from partners’ experience, interpretation of Frascati and Oslo manual guidelines to easy-to-use handy tools for MA/IB personnel. II. Market price assessment methodologies along the life cycle of funded projects: limits to certain activities, cost types, applying unit costs, daily rates, cost ceilings, introducing simplified cost option (SCO) and SCO-like methods, bidding practices in calls; new tools used during project selection: intelligent search, use of databases, risk assessment methods, price calculation tools based on market research; bidder’s white list. III. Proposal to adjust call parameters including scope, eligible activities, eligible costs: guides on technology/process/organisational innovation, knowhow, licences, access to database. IV. I4.0 maturity evaluation matrix for projects. V. Inventory of good practices in I4.0 public policy initiatives in the domains of human capital qualification, technological cooperation, entrepreneurship, financial incentives and instruments, internationalization, standards/regulation. VI. Case collection and analyses how to turn traditional industries to Industry 4.0 performers. As for the outputs of the project beyond the 7 action plans: 7 thematic transnational meetings (each of them including the stakeholder’s brunch, the MA/IB lounge and the groundwork session) focussing on the 7 thematic issues in Phase 1 summed up in 7 thematic reports including good practices. There will be 2 partnership level meetings in Phase 2. 1 transnational meeting will be devoted to Action plan development. Partners will hold altogether 42(=7*6) local stakeholder group meetings in Phase 1. There will be 1 kick-off event in Phase 1 and 1 final dissemination event in Phase 2. 1 joint methodology will be developed for the analysis and 1 joint methodology for the action planning. Each partner will produce 1 regional analysis, which will be summed up to 1 Joint Analysis Report. Outcomes of the knowledge exchange will be collected in the Knowledge Exchange Catalogue including good practices. In Phase 2, 7 Result Reports will be produced on the implementation of the action plans.
