PE4Trans addresses the issue of potential for improvement of public transport policies by including citizens to the process of design and implementation of sustainable transport strategies and plans with the view to change peoples’ mobility habits and routines incorporating findings of behavioural sciences. Regions and cities across Europe invest significant funds in public transport infrastructures, introduce incentives and regulations as well as information campaigns with the view to reduce carbon footprint by stimulating peoples more pro-environmental behaviours. P4Trans partners adopt the approach “for the people, by the people and with the people” as a guiding principle for the possible policy improvements, which go in two directions: • Influencing the citizens’ behavioural change using knowledge and good practices of environmental solutions based on economy, sociology and psychology developments to stimulate people towards more sustainable routines and habits, • Launching in the participating territories transferable mechanisms of public engagement in policy makings processes. A significant change that project will bring is the transferable frames for dialogue and mutual learning process involving expertsto bring state of the art insights and provide feedback, policy makers shaping their short and long term agendas and citizens who will integrate their hopes and concerns, viewpoints and ideas adding significant value to the process. PE4Trans will focus mainly on improvements in the policy instrument governance in 5 participating territories (3 of them belonging to Growth & Jobs programmes and 2 financed from local budgets). As a result specific solutions will be elaborated in a participatory way in each partner territory enhancing the use of sustainable mobility solutions and contributing to substantial reduction of the carbon footprint, both policy-makers and inhabitants benefitting from the outcomes.

Achievements (EN):

In terms of activities, the project has organised a total of 61 policy learning events. It has also identified 21 good practices, produced 5 action plans and led to the increased capacity of 30 people. In terms of results, the project has succeeded in improving 2 regional development policies for a total amount of funds influenced of EUR 947,000. 00.

Expected Results (EN):

PE4Trans main objective is to improve the regional policies promoting sustainable mobility solutions to reduce significantly the carbon footprint and to make them more effective through public engagement in the design and implementation and use of behavioural economics findings. This aim will be achieved through interregional learning process engaging partners, stakeholders and citizens from partner territories. The specific objectives are: 1. To improve effectiveness of the policy instruments, which enhances their ability to radically reduce carbon footprint, through: • Relevance to the local circumstances, ensuring most favourable impact based on diagnosis on most important mobility patterns concerning frequent routes and types: commuting, leisure, tourism, shopping etc., • Public awareness and acceptance of the policy intervention through the citizen engagement, identification, dialogue and answer to citizen concerns and motivations, • Potential to influence the citizen behavioural change using knowledge and good practices of environmental solutions based on economy, sociology and psychology developments to stimulate people towards more sustainable routines and habits, • Efficient mix of different type of intervention: infrastructure, regulations, pricing, labelling and soft measures as promotion and communication, consumer advice. 2. To improve governance of public intervention within sustainability and other policy areas by citizen engagement approach in the design and implementation of policies, through: • Raise awareness of policy makers on the need and benefits of more inclusive cooperation with the citizens on different stages of policy making, • Experimentation with citizen involvement techniques (citizens’ panels, participative diagnosis, surveys, social media dialogue) and development of tested methodologies, • Launching in the participating territories transferable mechanisms of public engagement in policy makings processes.

Expected Outputs (EN):

MAIN OUTPUTS: 1 joint methodology for mobilisation of citizens including cookbook for Citizens’ Panels. 5 baseline policy reports for each territory. 1 joint survey methodology including tool (questionnaire) to carry out participatory diagnosis of transport behaviours of citizens in each territory. 250 responses obtained (50 in each territory) within participatory diagnosis of transport behaviours of citizens. 38 interregional policy learning events organised: 13 interregional (1 kick-off meeting, 1 interregional capacity building workshop, 1 interregional training for all PPs, 1 interregional workshop ‘how to change the behaviours and habits’, 5 study visits to fine tune draft Action Plans, 1 action plan feedback workshop, 3 interregional policy learning events in the 2nd phase) and 25 territorial meetings (5 events in each (5) territory), including extended stakeholder group meeting comprising Citizens’ Panel (10 in total) and stakeholder group meeting in a form of joint workshop involving stakeholders and citizens (15 in total) ). 15 good practices identified – relevant GPs searched within and outside partnership to address challenges in changing behaviours (10 in total) and to address bottlenecks and risks of draft action plans (5 in total). 5 peer review reports – a structured review of the draft Action Plans focused on identification of bottlenecks and risks relevant to further implementation process of planned actions carried out remotely by each partner in another partner territory; it provides an impartial feedback from the outside and inspires change to fine-tune draft Action Plans. 5 Action Plans developed - documents for each territory with the designed actions to improve the policy instruments tackled will be signed. 12 appearances in media – target will be reached through communication and dissemination activities and recorded due to media monitoring activities. Average 500 sessions at the project pages per reporting period. 30 people with increased professional capacity due to their participation in interregional cooperation activities. 6 Steering Group meetings – 4 in 1st phase and 2 in the 2nd phase of the project, to ensure smooth and efficient management of the project on strategic level. THE MAIN RESULTS TO BE REACHED: 3 of Growth & Jobs or ETC programmes addressed by the project where improved governance of measures inspired by the project will be implemented: Wielkopolska, Coventry and Warwickshire, Central Macedonia. 2 of other policy instruments addressed by the project where improved governance of measures inspired by the project will be implemented: City of Valladolid, County of Bentheim. 8,400,000 Euro of Structural Funds (from Growth & Jobs and/ or ETC) will be influenced by the project. 2,780,000 Euro of other funds will be will be influenced by the project. LONG-TERM RESULT: Improved regional policies effectively implementing sustainable mobility solutions and contributing to significant reduction of the carbon footprint.
