Description (EN):

The strategic objective of SILVER SMEs is to improve the implementation and delivery of Regional Policies for SMEs competitiveness by building on significant opportunities arising from the Silver Economy (SE). The SE can be defined as the economic opportunities arising from the public and consumer expenditure related to population ageing and the specific needs of the population. In the framework of the project, partners will focus on the opportunities for the development of SMEs to produce goods and products for the retired population (from 62yrs onwards), especially for those living in peripheral and rural areas. Phase 1 will be executed over 36 months: the first 2 years dedicated to the exchange of policy experience, and the last year focused on the adoption of measures & preparation of the Action Plans. The key result of the project will be to build the engagements of SMEs in the SE, develop initiatives and pro-active public policies, designed to enable strategic investments. These investments will be aimed at promoting the development of SMES that would benefit from these fast developing market opportunities, in areas of products and services supporting active ageing, good health, social inclusion and independence. Among the key outputs will be: - 8 regional SWOT & 1 Composite interregional SWOT analysis. - International Benchmark and Identification of 60 Good Practices covering both, subgroups of the ageing society (Healthy-Wealthy/Vulnerable/Dependent) and, transversally, key selected economic subsectors of the SE (Housing/Health-Wellbeing/Robotic & ICT). - Peer-Review and selection of 18 Best Practices. - 8 Action Plans to improve 8 ERDF OPs linked to the support of SMEs. - 6 Interregional study visits & in parallel 3 Interregional Workshops & 1 Seminar. The workshop will cover “Markets and policy instruments towards opportunities derived from the mentioned GPs" and the Seminar “Senior Tourism & Accessibility”. - 96 Regional Stakeholders group meetings.

Achievements (EN):

In terms of activities, the project has organised a total of 58 policy learning events. It has also identified 73 good practices, produced 8 action plans and led to the increased capacity of 41 people. In terms of results, the project has succeeded in improving 8 regional development policies for a total amount of funds influenced of EUR 298,350. 00.

Expected Results (EN):

The general objective of SILVER SMEs is to improve the implementation of Regional Policies for SMEs competitiveness by taking better advantage of opportunities derived from the Silver Economy. Among the derived sub-objectives, through the development of the SE and support of SMEs in all stages of their life cycle, our project will also bring important JOB OPPORTUNITIES in sectors of high relevance to the SE, such as e.g. health & social services: Healthcare (HC) workers account for 17.2 million jobs/10% of all jobs in EU28. From 2013 to 2025 health sector employment is expected to grow at a much faster rate (+8.1%) than the overall EU employment (+3%). 1 million new HC jobs are projected by 2020, while an additional 7 million job openings are expected due to replacement needs. Beside HC, SE offers new opportunities as well for a wide range of subsectors, such as silver tourism, development of ICT Apps, IoT, transport, shopping, cleaning, housing, etc. We submit that in line with the EU2020 strategy to increase the employment rate of the population aged 20 to 64, the development of the SE can offer : - Highly skilled tech jobs - Opportunities for low-qualified population to reskill. SE also has competitive strengths in several economic sectors related to the ICT subsectors. e-health derived solutions are included in most of RIS3 (see B2). We expect thus the project to identify relevant practices that will contribute to reach their respective RIS3 objectives and promote the engagement in innovation of SE SMEs. This will allow to develop, from a mid-term perspective, new ICT-products and services that will allow public authorities to deliver better and cheaper care for all. Importantly, by supporting the development of new SMEs in the SE, an obvious intrinsic objective is to generate services and goods that will contribute to improve the quality of life within an ageing society, in particular in rural or remote EU areas.

Expected Outputs (EN):

In line with the Programmes’ instructions and our project objectives, the key result sought “…is an improved implementation of regional policies and programmes, in particular programmes for Growth and Jobs and ETC, that support the creation, development and growth of small and medium sized enterprises”, in our case: 8 ERDF Regional or National O.Ps (8 Axes linked to the support of SMEs in 2 Spanish regions, Sweden, Poland, Portugal, Slovenia, France & Ireland). Silver Economy is the economic subsector that will be targeted through such policy instruments in all participating territories. The final objectives of the Action Plans and such improvements recommended will be to contribute to stimulate the market for products and services addressing the needs of elderly persons. This has potential to create a massive pull-effect on existing or emerging markets (e.g. independent living & smart homes, health and wellbeing, tourism, skilling, autonomous vehicles, robotics, specialised medical devices and treatments). In many of these markets, European economic operators have a strong potential for global leadership. In that sense, a better use of Structural Funds should contribute to further develop the sector. In fact, it has to be highlighted that in the public sector investment in the Silver Economy would be possible if public expenditure on active and healthy ageing should be considered an investment against a cost. In that sense, the key result of the project will be to build the engagements of SMEs in the Silver Economy, develop initiatives and pro-active public policies designed to enable strategic investments aimed at promoting the development of SMES that would benefit from these fast developing market opportunities in areas of products and services supporting active ageing, good health, social inclusion and independence. From a quantitative perspective, among the outputs we should mention: BACK OFFICE RESEARCH/REPORTS: - 8 regional SWOT analysis & 1 Composite interregional SWOT analysis - International Benchmark and Identification of 60 Good Practices: average of 6 per partner (3 orientated on policies, projects and initiatives towards target consumers – Active, Dependent and Fragile-Vulnerable people- and 3 clearly orientated on specific economic sectors, mostly housing, health/wellbeing, Robotic & ICT)+ 12 from Euromontana. Peer review and selection of the 18 Best ones - 8 Action Plans EVENTS FOR EXCHANGE OF EXPERIENCE AND CAPACITY BUILDING - At least 6 Interregional study visits to learn about partner regions’ SME support facilities and entrepreneurship policies, as well as on SE initiatives. - In parallel: 3 Interregional Workshops & 1 Seminar to discuss Best Practices and how to transfer/adapt them to the needs and potential of the different territories involved. The Workshops will address the mentioned topics and subsectors, and the Seminar cover “Senior Tourism & Accessibility” - 96 Regional Stakeholders group meetings (12/partner)
