Description (EN):

iBuy is a project designed to tackle a common challenge in all the involved territories: the need to foster and efficiently implement new generation innovation public procurement (IPP) programmes, co-funded by ESIF, linked to RIS3, and devoted to progress in the development of the public authorities acting from the demand side for innovation, base concept in the Europe 2020 strategy and the Innovation Union. The partners involved represent territories that are in early stages in the implementation of IPP programmes and they are facing common challenges, mostly based on their lack of experience as innovation demanders, that can be supported though interregional cooperation in order to generate synergies and common added value. Within this goal, iBuy aims at developing innovative models suitable to mobilise public and private stakeholders–beneficiaries and funding, enlarging the number and the quality of the outputs of the instruments and their policy impact, on the basis of the ‘entrepreneurial discovery process’ linked to the RIS3, in the area of innovation public procurement, while promoting a European perspective and ensuring the durability and transferability of the achieved results. The project will support the learning path of policy makers and main stakeholders to better implement their IPP programmes in an efficient and effective way. The main project outputs are: 7 complete analyses of policy instruments (including benchmarking and peer reviews), the setting-up of an online tool linked to the programme’s platform to support the exchange of information and promote the e-learning process, 35 meetings with stakeholders, 3 dissemination seminars, 8 internal workshops, 8 study visits linked to the project learning path, the continuous implication of the EU institution, and 7 final action plans (including monitoring systems) for the policy instruments’ improvement.

Achievements (EN):

In terms of activities, the project has organised a total of 42 policy learning events. It has also identified 31 good practices, produced 7 action plans and led to the increased capacity of 82 people. In terms of results, the project has succeeded in improving 5 regional development policies for a total amount of funds influenced of EUR 29,503,496. 00.

Expected Results (EN):

The objectives are based on the framework of the Cohesion Policy of the EU, the regional innovation strategies for smart specialisation (RIS3) and relevant territorial strategies for IPP, where governance requires strategic capacities to align actions and to build on critical mass. Interterritorial collaboration is therefore a key element for the implementation of the policy, the strategy and the plans. In this context, the Buy+I project overall objective is to promote the development of the role of public authorities as innovation demanders through programmes based on new innovation public procurement programmes, leading to an improvement of the capacities of these authorities to extend the efficiency of these programmes as well as their outcomes. The main sub-objectives of the project are: - To promote, the role of the public administrations as innovation demand drivers promoting the acquisition of pilot innovation projects. - To set up of a learning process starting from the good practices identification and exchange of Structural Funds MA actions e.g practices to: manage ESIF programmes on interregional and transnational actions linked to innovation public procurement. - To support the implementation of the PP’s policy instruments action plans, exploiting explicitly the possibility to invest ESIF funds in related smart specialisation areas linked to the project topics. - To develop the notion of cross-sectional knowledge exchange, where all PPs build on their knowledge through other partners and they transfer their own to them. - To foster the use of ICTs in the context of the European Digital Agenda and also as a tool to ensure the achievement of a greener and more energetically sustainable economy, digitalising work experiences. - To promote the engagement of all actors, quadruple helix approach, for improving the policy instruments: from institutions to the new innovative entrepreneurs, hidden champions and groups with an entrepreneurial potential.

Expected Outputs (EN):

The main project outputs are: 7 policy instruments addressed; 4 reports for each PP of internal meetings organised to achieve the organisational learning level objectives; 91 questionnaires on RIS 3; 7 analysis of the policy instruments addressed including a SWOT analysis and 200 copies of research activity's final report; setting up of Buy+I innovation experience tool (including e-learning platform); 1000 hundred copies of good practices booklet; 7 stakeholder groups set up; 35 meetings with the stakeholders groups organised; 3 dissemination events organised with over 75 participants each; 8 interregional meetings including workshops and study visits organised in the scope of the project learning path; 14 intermediate reports on policy instruments; online training courses and over 25 people directly e-trained; over 50 “lessons learned” and good practices acquisition evaluation forms; 5 press conferences; 15 press releases; 10 virally spread up videos; 7 action plans drawn up and published in 100 copies per PP; 7 action plans implementation monitoring system; 1 project communication plan; 1 project implementation plan; over 100 participants to the mainstreaming and final events; 4 newsletters. On the basis of the Buy+I project logical framework the following are the main project results: • 7 policy instruments influenced and improved on the basis of the Interreg Europe criteria; • Increased experience of 7 relevant governments / agencies to implement innovation public procurement programmes in their territories, • Increased capacity of project involved public administrations responsible for ERDF funds on innovation and research to drive the innovation demand and manage the innovation capacities of their territories through innovative procurement methods; • Increased amount and quality of information about: the relevant changes driven in the project territories by the RIS3 adopted and the policy instruments addressed; • Increased knowledge of the project partners, target groups and stakeholders group about relevant good practice to innovation-based projects and acquisition of their relevant aspects by the PP and authorities in charge for the addressed policy instruments’ improvements; • Quadruple helix actors of innovation fully involved in the policy instruments improvements; • 7 action plans for the improvement of the policy instruments implemented and duly monitored; • Project outputs included in the Interreg Europe policy platform and partners invited to trainings and events organized in the scope of the platform’s activities; • Interest gained from other European and institutions (DG REGIO, GROW, JRC-IPTS) and stakeholders in the work done by the project in terms of PPP in innovation interventions and functional to project follow-up and capitalisation.
