The INTENSIFY project innovatively addresses a key challenge for European cities and regions: how to energise citizens and communities to achieve more carbon reduction. The need is both great and urgent. The EU, and thus regions and municipalities, are committed by international treaty to achieve ambitious carbon reduction targets. But public authorities cannot do this alone. First, they directly control only a small % of the emissions; so they must find ways to energise others. Second, the targets are so ambitious that they require significant behaviour change that cannot be imposed on people. Third, the will of the people determines the courage of policy-makers; so a change of attitude (“who owns the problem?”) is essential. Finally, concerted collective action may create the opportunity for innovative financing, thus creating a virtuous circle by incentivising citizens and communities to do more. Efforts must be intensified. The project’s objective is to reduce carbon emissions from all sectors, by empowering and energising local communities. We will improve regional policies by: * analysing partners’ plans through four Thematic Events , * identifying good practices that will improve these plans, studying them through Study Visits, importing them via special workshops and Regional Action Plans. * developing social platforms and other community-engagement mechanisms, using these to reduce carbon emissions in all sectors, and to attract private investment * building the capacity of all relevant public authorities including ERDF Managing Authorities The project’s main outputs will be focused on new methods of community engagement through: * New projects that use local stakeholder platforms to improve local policies and incentivise communal behaviour on carbon reduction issues * Improved governance by delivering policies that have citizen support for more carbon reduction and empower local communities to take action

Achievements (EN):

In terms of activities, the project has organised a total of 129 policy learning events. It has also identified 27 good practices, produced 8 action plans and led to the increased capacity of 127 people. In terms of results, the project has succeeded in improving 1 regional development policies for a total amount of funds influenced of EUR 45,000. 00.

Expected Results (EN):

OVERALL OBJECTIVE: Achieve progress towards carbon reduction that is 15% greater than what is expected or planned in each partner region by 2022 by radically increasing local stakeholder involvement, SUB - OBJECTIVES: 1. Achieve the general objective by developing by 2022 8 stakeholder-engagement mechanisms (one per partner) and implementing 16 active stakeholder-involvement actions (two per partner) that will reduce carbon emissions; 2. Increase by 25% by 2022 the cooperation between stakeholders (in at least 4 partner-regions) using different cooperation platforms; 3. Increase investment in low carbon projects by 10% in comparison to the previous 3 years in at least 1 partner region, by engaging the private sector and harnessing the power of community involvement; 4. Stimulate behavioural changes with at least 5 new stakeholder-engagement initiatives that promote low carbon lifestyle; 5. Empower local stakeholders through sharing knowledge and developing mechanisms which promote co-action, co-creation and co-delivery and thus narrow the power-distance relationship in decision making and implementation. Sub-objectives 1, 2 and 3 are linked to the implementation of RAPs for improvement of involvement and empowerment of stakeholders developed within INTENSIFY project in all participating regions. Sub-objectives 4 and 5 are more specific and are linked to some projects partners working in specific areas of carbon reduction measures.

Expected Outputs (EN):

OUTPUTS A GOOD PRACTICE REGISTER drawn from the consortium members and other organisations. 4 Thematic events on the specific project themes (Targeting, Motivation, Financial Instruments, DSP Technology). 1 mentoring matrix. 24 STUDY VISITS (each partner will send 3 delegations to other project-partners) . 8 IMPORT WORKSHOPS (1 per partner-Not P9) . 8 REGIONAL ACTION PLANS (1 per partner-Not P9) . 8 LOCAL STAKEHOLDERS GROUPS (1 per partner). Connection with the IE POLICY LEARNING PLATFORM. A COMMUNICATIONS STRATEGY [see sC5]. 8 IMPORT WORKSHOPS. 8 REGIONAL EVENTS. 1 FINAL CONFERENCE. RESULTS: IN RELATION TO THE GENERAL OBJECTIVE. The progress towards carbon reduction will be 15%greater than what is expected or planned in each partner region by 2022 by radically increasing local stakeholder involvement. 8 policy instruments will be improved (5 ERDF, 3 other) on the basis of good practices transferred. PER SUB-OBJECTIVES 1&2: 1:create 8 stakeholder-engagement mechanisms | 2: Increase cooperation between stakeholders using different platforms. In particular, 3 policy improvements (P2, P5, P6) will focus on IMPROVED GOVERNANCE: P2:working with new methods of community engagement using the added value of the Sustainable Energy Community to recommend governance changes. P5 :introducing in the local policy behavioural (Demand Side Management)and financial(Energy Performance Contracts) elements. P6:improving the “Reallabor Anhalt” model to engage Stakeholders on CO2 reduction strategies. 5 (P1, P4, P7 and P8) on NEW PROJECTS; P1:empowering the Local Climate Change Stakeholder Platform. P3: supporting projects related to renewable energies, energy efficiency and sustainable urban mobility. P4:empowering stakeholders engagement to ultimate the ‘Imagine MK2050’ road map. P7:proposing a new “Energy Concept strategy” for the city. P8:creating a more realistic SEAP in shorter time and with more resources engaging private partners. PER SUB-OBJECTIVES 3,4&5: 3: Increase investments in low carbon projects | 4: stimulate behavioural changes; | 5: promote co-action in the decision making process . In particular, 3 policy improvements (P2, P5, P6) will focus on IMPROVED GOVERNANCE: P2: inform the regional OP in relation to how it can support increased community engagement to reduce energy usage. P5 : involve public buildings stakeholders (i.e. school building users & SECAPs community) in a tool on energy efficiency. P6 Analysis and calculations of energy flows in the Anhalt region &Recommendations . 5 on NEW PROJECTS: P1: use the PLAC to provide tools as training on emission inventories and mitigation actions, P3: improving the deep analysis of the financial instruments on CO2 reductions strategies. P4: update the MK2050 Strategy . P7: working on the ranking of energy efficiency projects related to public buildings with the aim of taking action first on the highest-priority projects. P8:empowering the Stakeholders (in particular private investors) role in the SEAP.
