Description (EN):

The rich reserve of cultural assets in Greece, Albania and FYROM has been argued to have a great potential in fostering sustainable development, through the creation and promotion of a unique common cultural identity. In all these areas there are found numerous sites classified as “Natural and Cultural” World Heritage Sites, which are connected by their common historical characteristics, but also common challenges. The condition of many of those sites of global importance is poor and further deteriorating, while they face numerous accessibility problems. Furthermore, the poor designation and preservation of the sites leaves limited opportunities for valorisation, which will enhance their potential to create sustainable economies around them. Historic buildings of Corfu & Samos (Greece), Gjirokaster (Albania) and Ohrid (FYROM) have experienced huge damage, due to abandonment, interventions and/or lack of interest. Many of these buildings are in danger of collapse and are not accessible. At the same time Regional Authorities, residents and visitors don’t have access to information regarding the history, condition and the value of architectural heritage. The aim of this proposal is the development of a common strategic management platform for the building stock of settlements/regions in order to support the salvation, protection and presentation of their Cultural Heritage. In order to achieve this goal, the existing experience gained from implementing the Heritage Management e System (HER.M.e.S) will be drawn upon. HERMeS is recognized, in Europe and internationally, for its innovation, winning the prestigious European Prize for Cultural Heritage, the Europa Nostra Award, in 2015. For the development of the platform, the historic buildings and monuments stock will be assessed and digitized. After this process, a decision making tool (algorithm) will be applied in order to prioritize interventions and will produce common reports for the participating authorities. The system will operate on a unified platform for all countries referring to their most important historic heritage buildings in order to develop a connection among these buildings and to find common features of their cultural heritage, physiognomy and pathology. The data of the system will be open, accessible to the public in two languages (Local and English). The objectives are to provide information, support, transfer knowledge and raise awareness of citizens. Historic buildings will receive individual labelling in order to inform visitors about the project and the building. A specialized digital tour guide for the historic buildings will be developed so that the visitors can learn about the architectural heritage and be informed about the common features of all historic buildings. Finally, an educational online portal will be developed supporting teachers of all regions to use digital heritage tools in the classroom.

Expected Results (EN):

IRC-HERMES is a tool which will be initially used by the respective Municipal Services, in order to predict any collapse of the remarkable cultural buildings of 4 pilot cities. The algorithm of prediction and prioritization regarding rescue/recovery interventions (customized for each region) will give useful conclusions for the loss of cultural heritage and the relations between buildings in all areas. Consequently, public services are supported with the use of an innovative upgraded cultural heritage damage management tool whethercaused by natural causes (weather conditions, earthquakes) or human causes (abandonment, vandalism etc.) Resistance will increase within the four regions to damage and destruction, since the proposed recovery interventions in monuments will augment the Cultural Heritage management capacity of all regions. IRC-HERMES is also aiming to the connection between mankind and its natural environment & the footprints and marks that he spread in the landscape. Preserving anthropogenic cultural heritage reduces the need of expantion of the cities and promotes the balance between the natural ecosystem and the mankind habitat of the cities. Society is demanding both high environmental and anthropogenic quality level. Overall, the proposed project willdevelop the strategic protection and promotion of Cultural Heritage, producing multiple positive impacts for the both regions, as well as for other regions , since the proposals can be applied elsewhere. Improvement in of attractiveness of the four regions, as a result of the protection measures and the dissemination actions via the Promotion Portal and Education Portal, will provide online interaction among users and increase in visitors’ number. The proposed project is connected to the result indexes of the program, creating online interaction and increasing accommodation nights in touristic assets, having impact to the two important types of thematic tourism (Cultural and Educational).

Expected Outputs (EN):

The proposed project has a direct result the development of a Portal for management, protection, promotion and rescue of Cultural Heritage containing classified information according to the end user. The main categories of users are: A. back-end users, employees of municipal services and scientists in the field of cultural management generally and building infrastructures. B. visitors of Corfu, Samos, Gjirokaster and Ohrid, tourists of professionals (historic scientists, archeologists, artists e.a.). C. school students, students from training programs related to culture (thematic educational tourism). IRC-HERMES will update and further develop the already well-known example of the award-winning Syros application, where measurable effort by the Municipality and the residentsr took place through several interventions. Monitoring building pathology conditions and forecasting the danger ofr collapse will directly raise the awareness and stimulate action by local authorities, teams of active citizens, universities, cultural agencies and residents. Rescuing historic buildings will increase the attractiveness of cities, will prove that there is civil concern and effort, something which is well considered by visitors and increases tourism. Presentation of historic buildings is relevant to two main parts of Thematic Tourism (cultural and educational) and will lead to the increase of visitors and the duration of their stay in hotels, estimated in +10 Schools/Educational Institutes in each region and +1500 visitors (project outflow index).
