Description (DE):

Die Hauptziele des Projekts sind die Stärkung der grenzüberschreitenden Integration und eine Verankerung von grenzüberschreitenden Themen in das regionale Denken – und den regionalen „Mainstream“. Dabei verfolgen die EVTZ und INTERREG klar die gleichen Zielsetzungen – den Gedanken der Kooperation in den Köpfen zu verankern und den Blick über den Tellerrand strukturiert zu ermöglichen. Die Mitarbeiter in den jeweiligen Regionen sollen für die grenzüberschreitende Zusammenarbeit fit gemacht werden, mit dem Ziel, die Vorteile zu verstehen und die Instrumente selbst anwenden zu können. Hierzu werden mehrere Tools entwickelt werden. Zum einen soll die fachliche EU-Kompetenz ausgebaut werden, zum anderen die sprachliche Barriere mittels Sprachkursen ausgebaut werden. Zielgruppen sind öffentliche Verwaltungen im Gebiet des EVTZ „Europaregion Tirol-Südtirol-Trentino“ und des EVTZ ohne Grenzen: - Fachabteilungen der Regionen, Länder und autonomen Provinzen - Verwaltungen der Städte und Gemeinden - Verwaltungen von öffentlichen Körperschaften (Universitäten, Bezirksgemeinschaften, Gemeindeverbänden etc.) - Sozialpartner - ev. Betriebe im öffentlichen Eigentum mit einem Versorgungsauftrag (Krankenhäuser, Energieunternehmen etc.) - ev. staatliche Verwaltungen (Polizei etc.) Die Ergebnisse von „FitCo- Fit for cooperation“ sind eine Reihe von gut ausgearbeiteten Kooperationsprojekten, die bereit für die Umsetzung bzw. Einreichung im Rahmen von europäischen Programmen sind.

Il rafforzamento dell’integrazione e delle tematiche transfrontaliere nel modo di pensare regionale- e il regionale “mainstream” sono gli obiettivi principali di questo progetto. Il GECT e INTERREG perseguono in questo modo chiaramente le stesse finalità, riuscire a radicare nei pensieri di ognuno il significato della cooperazione ampliandone così gli orizzonti. I collaboratori/funzionari delle regioni dovranno essere adeguatamente formati per un approccio di collaborazione transfrontaliera: comprenderne i vantaggi ed utilizzarne gli strumenti. A questo scopo vengono sviluppati qualche mezzo. Da un lato deve essere allargata la competenza sull’UE, dall’altro devono essere superati le barriere linguistiche tramite corsi di lingua. Destinatari: Amministrazioni pubbliche nel territorio del GECT “Euregio Tirolo-Alto Adige-Trentino” e del GECT Euregio Senza Confini: - uffici delle Regioni, Länder e Province autonome - amministrazioni cittadine e comunali - amministrazioni degli enti pubblici (università, comunità territoriali, consorzi comunali, ecc.) - Camere di Commercio e del lavoro - eventualmente esercizi facenti parte della proprietà pubblica con obblighi di servizio pubblico (ospedali, imprese energetiche, ecc) - eventualmente amministrazioni statali (Polizia di Stato, ecc.) I risultati di "FitCo saranno una serie di progetti di cooperazione già elaborati, essi potrebbero effettuarsi poi direttamente sull’area del programma o essere presentati in futuri call europei.

Description (EN):

This project’s main objective is the strengthening of integration and cross-border issues on “regional thinking” and “regional mainstream”. This way, EGTC and INTERREG pursue the same goal, to succeed in rooting in everyone's minds the meaning of cooperation, while expanding the horizons. Collaborators / district officials should be adequately trained in a cross-border collaboration approach: they will have to be able to understand the benefits and use the available tools. In order to reach this goal, some means will have to be developed. On the one hand, it is necessary to widen the competence on the EU, on the other hand, language barriers must be overcome through specific language training courses. Recipients: Public administrations in the territory of the EGTC "Euregio Tyrol-South Tyrol-Trentino" and EGTC Euregio Without Borders: - Offices of the Regions, Austrian Länders, Italian Autonomous Provinces - city councils and municipal administrations - administrations of public entities (universities, territorial communities, municipal consortia, etc.) - Chambers of commerce and labor - possibly entities belonging to public property with public service obligations (hospitals, energy companies, etc.) - possibly state administrations (State Police, etc.) The results of "FitCo” will be a series of professionally elaborated cooperation projects, they could then be directly implemented onto the program area or presented in future European calls.

Expected Results (DE):

Fit4Co ist das erste gemeinsame Projekt der beiden EVTZ – „Europaregion Tirol-Südtirol-Trentino“ und „Senza Confini“ – im Programmgebiet INTERREG Italien-Österreich. Die beiden EVTZ können bereits auf einer mehrjährigen Kooperationserfahrung aufbauen. Einige wiederkehrende Muster sind insbesondere: - Grenzüberschreitende Kooperation bietet einen enormen Mehrwert für alle Beteiligten. Diese Wahrnehmung stellt sich bei den Beteiligten zu Begegnungen, gemeinsamen Umsetzungserlebnissen etc. ein; - Grenzüberschreitende Kooperationen sind allein schon durch unterschiedliche Sprachen, Kulturen und Rechtsrahmen komplex. Dazu kommt noch, dass Entscheidungen auf verschiedenen Ebenen (Region, Provinz, Gemeinde etc.) getroffen werden. - Grenzüberschreitende Kooperationen hängen von zahlreichen Faktoren ab: 1) Fachkompetenz, Engagement und Empathie der Experten, 2) Politischer Wille und Portfolio (Finanzmittel, Zeitressourcen, Verhandlungsmandat), das den Experten eine konstruktive Mitarbeit ermöglicht, 3) Transparenz (Ziele, Motive) und „Handschlagqualität“ der Experten und Stakeholder, 4) Wechselseitiges Verständnis, Kenntnisse der Sprache und Kultur des Partners. Fehlen diese Voraussetzungen, wird die grenzüberschreitende Zusammenarbeit ineffizient und ineffektiv. Die Motivation der Beteiligten sinkt, Projekte werden entweder nicht, nur teilweise oder unzureichend umgesetzt. Die zentrale Herausforderung besteht darin, die öffentlichen Verwaltungen als Systempartner für grenzüberschreitende Zusammenarbeit zu sensibilisieren und diese auf den ersten Schritten hin zu gemeinsamen Kooperationsprojekten zu begleiten.

Expected Results (IT):

Fit4Co è il primo progetto congiunto dei due GECT - "Euregio Tirolo-Alto Adige-Trentino" e "Senza Confini" - nell'aria di programma INTERREG Italia-Austria. I due GECT si basano già su un’esperienza pluriennale nell’ambito della cooperazione. Seguono in particolare degli esempi ricorrenti: -La cooperazione transfrontaliera offre un valore aggiunto a tutti i partecipanti. Tale plusvalore è poi percepito da chi prende parte a degli incontri, progetti comuni, ecc. -Le cooperazioni transfrontaliere sono già di per sé complesse a causa delle lingue, culture e quadri normativi differenti, oltre a ciò le decisioni devono essere prese anche su piani di competenza diversi (regione, provincia, comune, ecc.). -Le cooperazioni transfrontaliere dipendono da numerosi fattori: 1) competenze tecniche, impegno e empatia degli esperti, 2) volontà politica e portfolio (finanziamenti, tempistiche, mandato di negoziazione) che rendono possibile una collaborazione costruttiva tra gli esperti. 3) trasparenza (obiettivi, motivi) degli esperti e partecipanti e che questi siano persone di parola. 4) comprensione reciproca, conoscenza della lingua e cultura del partner. Se mancasse uno di questi presupposti, la cooperazione transfrontaliera diverrebbe inefficiente ed inefficace. La motivazione dei partecipanti di conseguenza calerebbe ed i progetti sarebbero realizzati solamente in parte o in modo insufficiente, oppure non verrebbero mai portati a termine. La sfida centrale consiste nel sensibilizzare le amministrazioni pubbliche alla cooperazione transfrontaliera nel ruolo di partner, e di accompagnarle nei primi passi verso dei progetti in comune.

Es ist zu erwarten, dass in diesem Bereich grenzüberschreitende Projektteams gebildet werden können. OI7 - Anzahl institutioneller Kooperationen im Bereich nachhaltige Mobilität; Anzahl 6,00; Im Aufruf zur Bildung der Projekttandems wird ein besonderer Schwerpunkt auf Mobilität gelegt. Es ist zu erwarten, dass in diesem Bereich grenzüberschreitende Projektteams gebildet werden können. OI8 - Anzahl institutioneller Kooperationen im Gesundheitsbereich; Anzahl 6,00; Im Aufruf zur Bildung der Projekttandems wird ein besonderer Schwerpunkt auf Gesundheit gelegt. Es ist zu erwarten, dass in diesem Bereich grenzüberschreitende Projektteams gebildet werden können. OI9 - Anzahl neu geschaffener Konzepte und Dienstleistungen zur Aufwertung der Zusammenarbeit von Verwaltungen und Bürger; Anzahl 6,00; Die Entwicklung von grenzüberschreitenden Diensten ist ein strategischer Schwerpunkt der Tätigkeit der EVTZ. Im Aufruf zur Bildung von Projekttandems wird ein besonderer Schwerpunkt auf die Nutzungsmöglichkeiten der Projektergebnisse durch die Bürger gesetzt werden.

OI9 - Numero di nuovi concetti e servizi creati per migliorare la cooperazione tra amministrazioni e cittadini; Numero 6,00; Lo sviluppo di servizi transnazionali è uno focus strategici delle attività del GECT. In richiamo alla formazione di progetti-tandem si pone un focus particolare alle possibilità di utilizzo dei risultati del progetto applicati tra i cittadini.
