Das Projekt ARMONIA zielt darauf ab, die Zusammenarbeit zwischen den Zivil- und Katastrophenschutzinstitutionen für die Risikoprävention zu verstärken. Durch die Einführung innovativer Methoden soll eine grenzübergreifende Strategie für das Management von Naturkatastrophen entwickelt werden. In den betrachteten grenzübergreifenden Gebieten können Naturkatastrophen (wie z.B. starke Erdbeben) große Schäden verursachen und zu Verlusten an Menschenleben führen. Die Entwicklung gemeinsamer Protokolle ermöglicht die Planung und Umsetzung harmonisierter Maßnahmen, um Rettungsaktionen zu beschleunigen und zu erleichtern. Die Partner werden ein innovatives Monitoringsystem für Erdbeben sowie für davon betroffene charakteristische Gebäude entwickeln, welches kritische Information für rasche und gezielte Einsätze im Grenzgebiet liefert. Es werden Verfahren für die Analyse und Austausch von Daten entwickelt sowie grenzübergreifende Echtzeitpläne für Einsatzzentralen erstellt, sodass die Schadensverteilung unmittelbar beurteilt werden kann. Ein länderübergreifendes Managementsystem für die Risikoprävention wird den Zivilschutzinstitutionen sowie den regionalen Regierungen helfen, Pläne zum Schutze der Bevölkerung zu erstellen, Erdbebenschäden zu reduzieren und diese Regionen zu noch sichereren Lebensräumen machen. Die Umsetzung von Protokollen für grenzübergreifende Übungseinsätze des Zivilschutzes und der Bewohner wird im Notfall die Koordination grenzübergreifender Einsätze erleichtern.

Il progetto ARMONIA mira a stringere la collaborazione tra gli istituti di protezione civile per la prevenzione del rischio. Attraverso l’uso di metodologie innovative, esso svilupperà una strategia transfrontaliera nella gestione di rischi naturali. Nelle aree transfrontaliere, i disastri naturali, come forti terremoti, causano danni e perdite di vite. Lo sviluppo di protocolli comuni permette la pianificazione congiunta e l’implementazione di azioni armonizzate per accelerare e facilitare le operazioni di salvataggio. I partner svilupperanno un innovativo sistema di monitoraggio, esteso anche ad edifici strategici, che fornirà informazioni fondamentali per rapidi e mirati interventi al verificarsi di un terremoto. Per le sale operative verranno sviluppati strumenti di analisi, come mappe tematiche in tempo reale, in modo da avere un’immediata valutazione della distribuzione del danno. La realizzazione di un modello di gestione transfrontaliero omogeneo della prevenzione del rischio aiuterà le istituzioni di protezione civile e i governi regionali a preparare piani per proteggere la popolazione. La realizzazione di protocolli comuni per la formazione e di esercitazioni congiunte dei volontari della protezione civile e dei cittadini aiuterà a migliorare la coordinazione degli interventi transfrontalieri e di rapide azioni di emergenza.

The ARMONIA project aims to tighten collaboration between the civil protection institutions for the risk prevention. Through the use of innovative methodologies, it develops a trans-frontier strategy in the management of natural disasters. On the cross border area natural disasters, as strong earthquakes, causes damages and loss of life in different countries. The development of common protocols allows joint planning and implementation of harmonize actions to accelerate and facilitate the rescue operations. Partners will develop an innovative seismic monitoring system extended also to the strategic buildings that will provide critical information, in the cross-border area, crucial for a rapid and focused interventions at the occurrence of earthquake. Tools for data analysis, as real time cross-border thematic maps, will be developed, for operative rooms to have an immediate evaluation of the damages distribution. The realization of a homogeneous trans-frontier management model of risk prevention will help the civil defence institutions and regional government prepare plans to protect the population, mitigate the earthquake damages. The realization of common protocols for the training and joint exercises of civil defense volunteers and citizen will help to improved coordination of cross border interventions and a fast emergency actions.

Nach Katastrophenerdbeben ist eine enge grenzübergreifende Zusammenarbeit zwischen den Institutionen des Zivil- und Katastrophenschutzes, die in Notfällen schnelle Entscheidungen treffen müssen, ganz wesentlich. Dafür wird ein einheitlicher und standardisierter Einsatzplan benötigt, um im Falle von solchen Ereignissen unmittelbar eingreifen zu können und das Risiko für die Bevölkerung auf ein Mindestmaß zu reduzieren. Die Verwendung gemeinsamer Daten und Verfahren zur Datenanalyse sowie Geräte zur Verarbeitung der an die Einsatzzentralen weitergeleiteten Informationen kann die Rettungsaktionen entscheidend beschleunigen. Die Weiterleitung der von der Bevölkerung erhaltenen Information sowie des Inhalts der an die Bevölkerung zu kommunizierenden Situation in derselben Sprache ist ebenfalls von grundlegender Bedeutung. Ziel dieses Pilotprojektes ist die Vertiefung der bereits vorhandenen engen Zusammenarbeit unter den Zivil- und Katastrophenschutzinstitutionen in Italien und Österreich durch die Entwicklung gemeinsamer Instrumente für die Einsatzzentralen zur Einschätzung der Gefahrenstufe nach einem Erdbeben. Die Schaffung eines verlässlicheren, auch auf Gebäude ausgeweiteten, Frühwarn- und Monitoringsystems für Erdbeben und ein schnellerer Informationsaustausch ermöglichen die Entwicklung einer gemeinsamen Strategie für grenzübergreifende Einsätze im Falle eines Katastrophenbebens. Die von den Partnern im Bereich der Frühwarn- und Monitoringsysteme für Erdbeben und des Netzwerkmanagements für Zivilschutzzwecke bereits entwickelten Kompetenzen (teilweise bei vergangenen Interreg-Projekten), sowie die Tatsache, dass zahlreiche Zivil- und Katastrophenschutzinstitutionen zu den Projektpartnern zählen, sind die größten Stärken dieses Projektes. Die langjährige Zusammenarbeit der Projektpartner wird dazu beitragen, mögliche Schwierigkeiten aufgrund unterschiedlicher Verwaltungsvorschriften und Organisationsstrukturen der beteiligten Institutionen zu überwinden.

Una stretta collaborazione transfrontaliera fra le istituzioni è cruciale soprattutto in situazioni di emergenza in ambito di protezione civile dopo un forte evento sismico. Per le protezioni civili in zone di confine, è fondamentale applicare piani omogenei e standard di modo da poter immediatamente intervenire durante una crisi sismica, mitigando il rischio per la popolazione. L'uso di procedure comuni per l'analisi dei dati e strumenti per la visualizzazione di informazioni provenienti dal territorio nelle sale di emergenza può accelerare notevolmente le operazioni di soccorso subito dopo l'avvenimento di un evento catastrofico. L'uso di un linguaggio comune per ricevere e dare informazioni alla popolazione è altrettanto fondamentale. L'obiettivo di questo progetto è accrescere la già esistente e stretta cooperazione fra le istituzioni di protezione civile in Italia e in Austria attraverso lo sviluppo di strumenti comuni per le sale operative per la valutazione del rischio potenziale dopo un terremoto. La creazione di una rete di monitoraggio più affidabile, estesa agli edifici, e un più rapido scambio di informazioni permette di sviluppare strategie comuni e azioni transfrontaliere in caso di un terremoto distruttivo. La lunga esperienza e competenza acquisita dai partner nel campo del monitoraggio sismico e nella gestione delle reti ai fini di protezione civile rappresenta la forza di questo progetto. La duratura collaborazione fra i partner aiuterà a superare le possibili difficoltà che potrebbero insorgere delle differenti normative e regole amministrative vigenti e nell'organizzazione delle istituzioni coinvolte.

Dabei werden Pläne für Notfallmaßnahmen im Fall von Erdbeben vermittelt. OI6 - Anzahl institutioneller Kooperationen im Bereich Risikoprävention und Katastrophenschutz; Anzahl 1,00; Das Projekt ARMONIA gewährleistet zumindest die institutionelle Kooperation zwischen den als Projektpartnern oder assoziierten Partnern am Projekt beteiligten Zivil- und Katastrophenschutzinstitutionen. Es ist von entscheidender Bedeutung, dass Zivil- und Katastrophenschutz ihre spezifischen Kompetenzen und Erfahrungen austauschen, um eine gemeinsames grenzübergreifendes Modell für die Prävention des Erdbebenrisikos zu entwickeln. OI9 - Anzahl neu geschaffener Konzepte und Dienstleistungen zur Aufwertung der Zusammenarbeit von Verwaltungen und Bürger; Anzahl 1,00; Während des ARMONIA-Projekts werden neue Fragebögen für die Freiwilligen des Zivilschutzes- und für die Bevölkerung erstellt, die zur Schaffung von Notfallplänen beitragen und die Zusammenarbeit zwischen ihnen und den Institutionen verstärken werden. Durch neue Workshops und Übungen werden im Falle eines großen Erdbebens neue Konzepte und Notfallpläne eingeführt.

CO44 - Numero di partecipanti alle iniziative locali congiunte per l'occupazione e alle attività di formazione congiunta; Persone 60,00; Durante il progetto ARMONIA, saranno realizzate diverse iniziative formative secondo congiunte volte al miglioramento della prevenzione e gestione delle emergenze sismiche, sia a livello scientifico e tecnico, coinvolgendo ricercatori o funzionari tecnici pubblici, che dedicati ai volontari di protezione civile e alla cittadinanza, mirando alla diffusione della conoscenza dei piani e delle procedure di emergenza in caso di terremoto, anche con esercitazioni pratiche. OI6 - Numero di cooperazioni istituzionali nell’ambito della prevenzione dei rischi e della protezione civile; Numero 1,00; Il progetto ARMONIA garantisce una collaborazione istituzionale fra protezioni civili che parteciperanno al progetto sia come partner sia come associati. E' cruciale che le protezioni civili si confrontino e si scambino le rispettive competenze specifiche ed esperienze per creare un modello comune transfrontaliero per la prevenzione del rischio sismico. OI9 - Numero di nuovi concetti e servizi creati per migliorare la cooperazione tra amministrazioni e cittadini; Numero 1,00; Durante il progetto ARMONIA, saranno creati nuovi questionari sia per volontari di protezione civile sia per la cittadinanza che contribuiranno alla creazione di piani di emergenza e incrementerà la cooperazione tra essi e le istituzioni. Attraverso workshop ed esercitazioni saranno messi in pratica nuovi concetti e piani di emergenza in caso avvenga un forte terremoto.
