Description (EN):

Cities across North Sea Region are working to improve public service delivery based on smart, data-driven solutions. For example, optimising the routing of garbage trucks based on waste location data, or guiding vehicles to available parking spots using sensor data and GPS. SCORE worked to increase the efficiency and quality of public service delivery in cities while saving cost. In SCORE’s demand-driven approach, transnational teams co-defined shared challenges for improved municipal services. Cities pooled resources and expertise to co-develop, test and replicate innovative solutions in existing urban living labs. Urban data was unlocked and made inter-operable between departments and organisations for re-use by other cities and regions. Together, the cities have the combined resources, IT competencies, and policy expertise to achieve solutions for shared challenges that they could not achieve individually.

Achievements (EN):

During the past five years (September 2017 - August 2022), SCORE demonstrated the value of open source and open data reuse for delivering faster, better public services for less. The SCORE consortium, composed of 9 leading cities and 4 knowledge partners, collaborated closely during the entire project lifetime. Together, they identified common urban challenges in the fields of mobility, air quality and flood risk, and developed data-driven solutions to tackling these challenges and improving urban citizens' lives. SCORE successfully created an ecosystem of cities, research institutions and developers together with whom they developed replicable solutions across the North Sea Region, solving common public service challenges. SCORE resulted in 22+ open source solutions developed, with 13+ replication and reuse, 7+ enterprises involved, 10+ research institutions engaged overall leading to 311+ organisations being informed about the project and the solutions. On top of this, SCORE developed two guides to help North Sea Region cities take advantage of testing in urban living labs, and to replicate open source solutions. The partners defined 10 principles for solution development: SCORE is data-centric. SCORE is API-first. SCORE uses minimal interoperability. SCORE is agnostic towards but promotes best practices for code, stacks, and data life-cycle management. SCORE prefers open source code and open data. SCORE is agnostic towards in-house, outsourced, or joint development teams and supports both sides of the market. SCORE delivers components, services, and solutions. SCORE validates the maturity of deliverables in living labs. SCORE components, services, and solutions are listed on the CITYxCITY Catalogue for others to discover and use. SCORE data is shared on the Urban Data Exchange. This resulted in the following key achievements: 1. A 21% reduction in service provision costs using data-driven and open source solutions. 2. A 53% improvement in service provision of authorities in the sectors of sustainability, environment and urbanism from data-driven and open source solutions. 3. A 79% reduction in solution development time SCORE actively disseminated the project's vision and results through its channels, as well as academic papers and online solution catalogues. To finish with, the project celebrated its Final Conference with the Open and Agile and Smart Cities network in Amsterdam in June 2022, closing nearly 5 years of fruitful transnational collaboration while opening the door to working together in the future.
