Description (EN):

The objective of the project is the implementation of a structural flood risk reduction measure – the modernization and upgrading of the Vonarje Dam, which is a key structural flood risk reduction element in the Sotla river basin. The Vonarje Dam was constructed more than 40 years ago upstream from the confluence of Sotla and Mestinjščica rivers and functions as a protection from high waters for downstream settlements on both sides in the border area. Because of serious damages to the concrete part of the structure and wearing out of HM and elec. equipment and machinery, the dam poses a great threat downstream. In case of malfunction or even demolition of the dam consequences downstream in the river basin area could be devastating, e.g. mainly to econ. and agr. infrastructure, as well as housing infrastructure in the area. The proposed modernization and upgrading (main P output) will decrease the flood risk and ensure the efficient operation and comprehensive monitoring (incl. seismic) in accordance with existing legislation (main P result). The P will thereby contribute to the overall programme specific objective "Flood risk reduction in the transboundary Sotla/Sutla river basin through application of a structural flood risk management measure" as the main project output directly reduces the share of transboundary river basins under flood risk (5b4). The project will be supported by communication activities (WPC) which will target stakeholders from local, regional and national levels (e.g. the general public, national, regional and local authorities and sectoral agencies etc.) to raise awareness and increase knowledge on the issues of flood risk and flood protection measures. Cross-border cooperation on this project is vital as any flood risk reduction measure on a transboundary river needs to be bilaterally coordinated to avoid one-sided approaches that could endanger the other side.

Expected Results (EN): 5bR - Share of targeted transboundary river basins area under flood risk

Expected Outputs (EN):

The main project result is the modernization and upgrading of Vonarje dam (structural flood risk reduction measure) and as a direct consequence a significant decrease of the existing flood risk in the transboundary Sotla/Sutla river basin. This Project will thereby directly contribute to the programme result indicator, by reducing the share of transboundary river basin areas under flood risk. Further the project will contribute to 2 programme specific output indicators - CO20 (80 persons benefitting from flood protection measures) and 5b-2 (1 transboundaray river basin with pilot structural flood risk reduction measures implemented). Implementation of the PA 1 will be accomplished through two or more strategic projects, of which the ongoing project FRISCO1 implements non-structural measures [MB1], while the present Project FRISCO2.1 is the first project within PA1that will implement a pilot structural measure in one of the targeted transboundary basin. This question is relevant/obligatory also for non- structural project FRISCO 1 which will make major contribution to the CO20 Population benefiting from flood protection measures. The population living in flood risk areas of Sotla river basin are already included in program output indicator CO20 in the frame of the Project FRISCO1. In the frame of the FRISCO2.1 we find 80 people as benefiting from this flood protection measure; since we calculate that with upgraded remotely monitored system of Vonarje dam, within the connection of the surveillance system to the civilian security system, minimum such number of people will be properly informed.
