G-PaTRA will promote green transport and mobility by enhancing the capacity of authorities to reduce CO2 from personal transport in remote, rural and island areas by embedding more zero emission vehicles in rural transport systems and by improving, optimising and better integrating available passenger transport resources. Rural public transport is high carbon, subsidy intensive and struggles to provide an alternative to the car. Furthermore, urban transport carbon reduction strategies are rarely transferable to rural areas. The unique territorial challenges of rural areas have received limited attention from funders. Learning is required to enhance the capacity of rural transport authorities to reduce CO2 from transport. The project will demonstrate the technical innovations required, and the institutional, operational, social innovation changes needed, and then transfer these new techniques to a wider range of North Sea Regions (NSR). By better understanding the legal, regulatory and funding regimes in partner countries, the project will also ensure that innovation is transferable between jurisdictions. The project results will be: Increasing the capacity of transport authorities to reduce CO2 from rural transport; Demonstrating that a minimum 10% CO2 reduction can be generated from innovative transport interventions in remote, rural and island areas with the same or better mobility for the residents in question.

Achievements (EN):

Accelerating Use of Zero Emission Vehicles and Vessels has been a key area of work for G-PaTRA. With the aim of enhancing the capacity of authorities to embed more zero emission vehicles and vessels in resilient transport operations in remote, rural and islands localities in the North Sea Region. One way this has been achieved is through the opportunity to explore hydrogen and hydrogen production as a part of the solution in rural areas to ensure sustainable and green long and mid-range public transport. The project and the partnership has been an important arena for sharing ideas and focusing attention on hydrogen production as a green public transport solution. Work in Scotland, Norway and the Netherlands has considered options for rail and road transport as part of the project. This work will provide a basis of moving toward future viable services. The project also focused enhancing the capacity of authorities to reduce CO2 emissions from rural transport systems through institutional, operational and social innovation. Transport sharing in Flanders demonstrated social and operational innovations whilst projects in Germany demonstrated institutional innovations to help reduce CO2 emissions in rural areas. Transport authorities in the Netherlands and Aberdeenshire will lead on pooling and a range of available transport resources showing real institutional and operational innovation. Aberdeenshire for example launched its project which provided a mix of transport to school and on-demand door to door and routed services to a small rural town and its surroundings. The service went through several adaptations as a response to both demand and the covid pandemic. The service was ultimately a success as far as users were concerned and was continued in operation by project partner Aberdeenshire Council past the demonstration period end date and then again also post G-Patra / EDRF support using the finally evolved service pattern. Groningen together with the province of Drenthe, developed a BI-Tool for their Public Transport organisation. This tool optimises the planning of demand-driven transport for all residents in the area. As well as delivery on the ground the project also aimed to capture and assess the technical, institutional, operational and social innovation from the project, and explore how the knowledge is exchanged effectively across partners and disseminated across relevant stakeholder networks and the wider European region. Urban Foresight led on capturing and reporting on this this output. The other key activity has been exploring the rural transport response to Covid. G-PaTRA did this by delivering demonstration activities to overcome institutional and operational inertia as barriers to transferability and scaling up, and to show the importance of demand led passenger transport innovation. It also focused on activities leading to understanding the COVID 'new normal' in rural transport through a transnational workshop involving the project partners and representatives of other projects with an interest in rural transport.
