The aim of this project is to develop a framework for a fully operational joint monitoring programme for ambient noise in the North Sea. Output will be the tools necessary for managers, planners and other stakeholders to incorporate the effects of ambient noise in their assessment of the environmental status of the North Sea, and to evaluate measures to improve the environment.Sounds are omnipresent in the underwater environment and can be produced by natural (waves, weather, animals) and anthropogenic (shipping, construction) sources. International concern increasingly focusses on the potential negative effects of anthropogenic underwater noise on sensitive marine fauna. Sound sources, sound transmission, and the distributions of vulnerable species in the North Sea are all transnational questions which must be tackled transnationally, as specifically required by the Marine Strategy Framework Directive.The project will deliver an innovative combination of modelling and high quality measurements at sea for an operational joint monitoring programme for ambient noise in the North Sea. The use of consistent measurement standards and interpretation tools will enable marine managers, planners and other stakeholders internationally to identify, for the first time, where noise may adversely affect the North Sea. Next, we will explore the effectiveness of various options for reducing these environmental impacts through coordinated management measures across the North Sea basin.

Achievements (EN):

The Jomopans project set out to develop a monitoring infrastructure for ambient noise in the North Sea. The project succeeded completely in reaching these objectives and generated a lot of attention for the project as well as for the problem of underwater noise in general. An innovative approach to monitoring underwater sound has been delveloped which is based on a combination of numerical modelling and sound measurements at sea. The numerical modelling used various input data sources of which the AIS (containing detailed ship movements) is the most important. From the modelling soundscape maps were produced that enabled marine managers to evaluate the environmental status with respect to underwater noise. Beside the modelling also an extensi8ve measurement campaign was conducted using the field measurements of 18 station across the North Sea. The measurements were conducted by the Jomopans partners in their own national EEZ. These measurements were used to validate the soundscape maps independently in a different work package of Jomopans In this way for the first time validated quantified noise levels for the North Sea became available. For marine managers a webbased tool was developed to evaulate all different maps, generated by the Jomopans project. All measurements will be made available through a database at the ICES organisation (International Counsil for ||Exploration of the Sea). The impact of the Jomopans project in the field of underwater noise is very large: The countries bordering the North Sea have agreed to use the Jomopans results as the basis for the Quality Status report of OSPAR, to be published in 2023. These results will also be used for the assessment of the Good Environmental Status for the European Marine Strategy Framework Directive. The countries bordering the North Sea also agreed to implement the Jomopans joint monitoring as described in the Jomopans implementation plan. A subgroup of ICG Noise of OSPAR has been formed to co-ordinate these efforts. The Jomopans team used its experience to assist the European Technical Group on Noise (TG Noise) to define threshold values for ambient noise in all Europpean marine waters. Jomopans is seen as one of the main contributors to this effort. The Jomopans method was used in a study for the Belgium government to study the effects of slow steaming in the southern part of the North Sea. Jomopans has been involved in various intitiatives to manage underwater noise, like the ECHO project (Vancouver, Canada), PAME (Arctic Sea), JONAS (Atlantic region) and the IMO (International Maritime Organisation). Jomopans has maintained in close contact with different NGOs. Some NGOs used the Jomopans maps to illustrate their concerns in various reports. Jomopans happily contribuited to a variety of initiatives for a general public. This could be national radio and television, contributions to newspapers and magazines, dedicated art projects and educational activities. In total 4 peer reviewed scientific articles were published on different results of the Jomopans project.
