Inno-Quarter (IQ) provides a new way to short track innovation processes and improve the cost-effectiveness of startup support mechanisms and redirect funds towards sustainable commercialisation of more innovations.NSRs score low in EU innovation indexes in terms of commercialisation. SMEs/entrepreneurs often lack the means to go beyond the development stage or fail soon after commercialisation. This because many companies initiate innovation processes in isolation within the company or an unsufficient network, which causes difficulties in attracting investors, finding potential customers, and acquiring raw resources to enlarge production.IQ will facilitate entrepreneurs with an integral public service (innovation quarter) that is organised at existing events. The innovation quarters should reduce the costs of conventional start-up programmes, by reducing the time needed to validate a product/service with 2 years. IQ will provide entrepreneurs with: (1) possibility to develop new products/services (2) end-user feedback for products/business models/services ready for market uptake (3) business support platform (4) enabler of product/service development.Quadruple helix partnerships of public authorities/development agencies, knowledge institutes, private partners and the community, represented by the IQ beneficiaries, will jointly develop, test and evaluate this service in several regions to come to a validated method available for adoption throughout the NSR.

Achievements (EN):

From the beginning of the project, everyone's expectations were very different. This was mainly due to the fact that the types of partners were also in all countries. There was also a big difference because we already work with the method in the Netherlands and the rest do not yet. As a result, the non-Dutch partners are mainly busy building an Inno-Quarter in the ecosystem and have expanded our with DORP. When everyone was pretty much on the same level, COVID hit and there were no festivals for two years. In the Netherlands we are working on an alternative way of testing online. The other partners have mainly been busy making the method stronger on paper, for example by strengthening the sustainability content. From that moment on we learned that we should focus more on the method that can be spread more widely in Europe than strengthening our own. This is something we have done a lot in the past year. Some of the major disseminating achievements during the project is the publication of the article "Inno-Quarters – mit Living Labs auf Festivals zur Validierung neuer Geschäftsmodelle" in the Austrian Management Review, the publication of the final report and the development of the e-Guidance tools (see IQ website). We organized our final meeting during ADE (Amsterdam Dance Event). An event with over 9,000 music professionals from around the globe gathering in Amsterdam. We were able to combine our meeting with the Friday theme that was all about sustainability "ADE Green". Here we conducted a workshop on "How Local Governments Can Foster Sustainable Innovation On Festival Grounds". Within the project, Germany and Sweden have actually induced the method in the ecosystem and supported it (financially) by the government. In the Netherlands we are now working on how we can take this further. The method is not aimed at helping individual startups, but looking at how startups in festival pilots can contribute to the regional or local circular economy. Follow-up: Denmark has started planning the engagement of startups in the big event “The Ocean Race Stopover Aarhus” in May 2023. We have been screening, selecting and contacting startups. From the lead partner we are working on two concrete follow-up ideas. One is that we would like to integrate the DORP concept into education. This is because organizing an IQ is expensive and we think that if it is in education there can be a continuous flow of money. We have been busy with this over the past year. This is how we try to make the connection with the RUN-EU project. In this way we try to enthuse several universities. At the moment we are preparing a train the teacher program to teach them how to set up a DORP by means of the handbook. From 2024, a pilot will start with Ireland, Portugal and the Netherlands. We are also working on a follow-up project that focuses more on how we can involve governments more in festival innovation. This is because the EU has written a report that we need the cultural sector more in the circular transition. We are working on this together with the Ministry of Infrastructure and Water Management because they were already planning to link cities and festivals more for the same reason. We have therefore received work money to further develop this project. This is also a consequence of IQ because we saw that the combination of government and festival also had an accelerating factor within our project.
