The North Sea is both an environmental asset and a source for value generation for different maritime sectors. Maritime Spatial Planning (MSP) is a tool to help balance the often competing user interests as well as environmental protection aims. However, MSP can only be effective if national Maritime Spatial Plans are coordinated and not mutually contradictory. A lack of MSP coordination leads to spatial inefficiencies, higher costs for maritime industries and compromised environmental objects. NorthSEE - A North Sea Perspective on Shipping, Energy and Environmental Aspects in Maritime Spatial Planning - launched a sea-basin wide coordination process among MSP authorities in the North Sea Region, imroving coherence in MSP across the region for three transnational topics: 1. Shipping routes 2. Environmental aspects. 3. Energy infrastructure. Planners compared existing national MSP plans and approaches and jointly explored future scenarios together with planners and stakeholders in the framework of the “MSP Challenge 2050” simulation. This improved informational basis allows planners to identify current and future synergies and mismatches of national planning solutions and approaches as well as to come to planning solutions for selected sites with incompatibilities. Findings were synthesised in reports and maps that will inform national MSP processes.

Achievements (EN):

NorthSEE enabled a number of high-level transnational initiatives on MSP and related sectorial activities, such as the North Seas MSP Collaboration Group. Based on NorthSEE important transnational initiatives for shipping, energy and the marine environment, as well as overarching MSP planning have been formed that are currently bringing together experts from across the NSR. At present, these initiatives translate NorthSEE project results into planning practice. The North Seas MSP Collaboration Group will continue to maintain this work even after the life-time of the project. The project amply demonstrated the benefits of closer MSP coordination. For example, NorthSEE - Resulted in savings of €720,000 based on effective data exchange across borders. - Reduction of €60 million in stranded investments and sunk costs relating to wind farm applications in areas that are unsuitable for the purpose due to conflicts with shipping lanes or environemental concerns. - A combined 2.5 years of saved approval procedures by 2030 for interconnectors and a cumulative reduction of EIA procedural decision times (includes approval and denials) by 6 months by 2022. NorthSEE published thorough reports for individual sectors and overall MSP (see NorthSEE.eu), scientific papers and a number of new and innovative methods and approaches. Project beneficiaries where very active in communication and stakeholder engagement activities, such as scientific international conferences, MSP Challenge sessions or European events on the maritime space. The NorthSEE partnership is aiming to continue to work together on transnational cooperation in MSP after 2022 to guarantee the facilitation of greater coherence in MSP and to support the implementation of the MSP Directive (2014/89/EU) for a strong and healthy North Sea.
