The main aim of the cross-border cooperation project "North Star Film Alliance" is to substantially increase export within the film production sector in Estonia, Latvia and Finland. The objective is that by the year of 2021 the region have attracted 25% more foreign film productions and that at least 65 SMEs from the regions film production sector have benefited from servicing an international production. Production in the context of this project stands for filming movies, TV series and advertisements in the Central Baltic region. For reaching the set objective it is crucial to address the current need of developing and introducing the region worldwide as an acknowledged film area providing excellent and wide array of services with very high standards. Combining the advantages and strengths that three partner countries have will result in a much bigger regional impact. The volumes that can be reached in cooperation are far greater than what each country separately could ever achieve. Instead of competing and duplicating investments those countries will work together to resolve joint problems under one purpose - to attract vast productions from new markets to substantially increase SMEs export in the regions film production sector. For a coherent and productive approach the project activities have been divided into three interrelated bigger phases - (1) benchmarking the current situation in the regions film production sector and global future trends of film production, (2) developing a comprehensive market strategy and finally (3) efficiently executing the market strategy. The underlying activity through all three phases is cross-boarder cooperation between project partners as well as associated partners to gain and learn from each others experiences and to improve current situation. The project will achieve its objectives in three years.

Expected Results (EN): R1.3. Number of cluster co-operations exporting to new markets

Expected Outputs (EN):

The result indicator for the SO 1.3 is the number of cluster co-operations exporting to new markets. This links directly to the following project's main results that will come about through the planned cooperation between project. partners: (1) by the year of 2021 the region have attracted 25% more foreign film productions coming from new markets; (2) at least 65 SMEs from the region's film production sector have benefited from servicing an international production. One of the characteristics of the film production sector is that the export also occurs through servicing international productions that take place in the home country. Production in the context of this project stands for filming movies, TV series and advertisements in the Central Baltic region. The budgets for foreign (outside the EU/European Free Trade Area) film productions are vast (e.g. the budget for the “La La Land” was 30 mEUR) and therefore employ many subcontractors from the region. These subcontractors are local SMEs from the film production sector. Therefore when the project attracts foreign film production to come and produce in the Central Baltic area it directly contributes to supporting Central Baltic SMEs in the film production field to enter into new markets. Crucial aspect for succeeding in attracting vast foreign productions from new markets is developing a joint value proposition (service) for the region SMEs: providing a large volume world-class production services. Therefore cluster cooperation within the project for guaranteeing the number of SMEs exporting to the new markets lies in two main domains: (1) developing a joint value proposition for the region SMEs and (2) attracting vast foreign productions that can be serviced by the Central Baltic SMEs operating in the film production field. One of the positive spillover effects having a film productions in the area is that it also creates cash flows for the other sectors (e.g. accommodations, catering, transport and etc.).
