Description (LT): Bendri iššūkiai, su kuriais susiduria projekto partneriai, yra bendradarbiavimo per sieną trūkumas kovojant su tarpvalstybiniu nusikalstamumu ir visuomenės saugumo užtikrinimas, kai Latvija ir Lietuva yra naudojamos kaip tranzito zonos tolimesniam nusikalstamumo judėjimui į Europą. Projekto tikslas – stiprinti policijos bendradarbiavimą per sieną tarnybinių šunų (K9) naudojimo srityje, sulaikant pavojingus asmenis, ieškant draudžiamų medžiagų, daiktinių įrodymų, dingusių asmenų ir kt. Projekto bendras uždavinys – stiprinti policijos K9 pajėgumus užtikrinant visuomenės saugumą Latvijos ir Lietuvos pasienio teritorijose. Tai sustiprintų Policijos K9 personalo ir kitų susijusių institucijų darbuotojų kompetencijas ir gebėjimus. Projekto metu vyks vizitai, kurių metu bus keičiamasi patirtimi, taip pat bus organizuojami teoriniai ir praktiniai mokymai daugiau nei 40 pareigūnų, bus įsigyta mokymo įranga ir du specialiai įrengti mikroautobusai šunų mokymo centrams Latvijoje ir Lietuvoje. Be to, partneriai parengs bendrą policijos K9 mokymo strategiją ir gairių projektą (įskaitant veiksmų planą) šunų dresavimo srityje. Projekto metu bus įsigyti 10 tarnybinių šunų, speciali įranga tarnybiniams šunims ir dresuotojams, bei šeši specializuoti policijos automobiliai, skirti šunims transportuoti, kurie bus išdėstyti programos teritorijoje. Įgyvendinus projektą bus padidintas policijos tarnybinių šunų ir policijos kinologų skaičius, taip pat bus pagerintas K9 mobilumas ir reagavimo per sieną pajėgumai kovojant su nusikalstamumu ir gerinant visuomenės saugumą Žemgale, Latgale, Kurzeme, Kauno, Utenos, Šiaulių, Klaipėdos, Telšių ir Panevėžio regionuose.

Projekta ietvaros tiks īstenoti pieredzes apmaiņas braucieni, teorētiskās un praktiskās apmācības vairāk nekā 40 darbiniekiem, tiks iegādāts apmācības aprīkojums, kā arī divi speciāli aprīkoti mikroautobusi suņu apmācību centriem Latvijā un Lietuvā. Projekta partneri arī izstrādās kopīgu policijas kinologu mācības stratēģiju un pamatnostādņu projektu (tostarp rīcības plānu) pārrobežu sadarbībai kinoloģijas jomā. Programmas teritorijā tiks iegādāti un izvietoti 10 dienesta suņi, speciālais aprīkojums suņiem un, kinologiem, un seši specializētie policijas transportlīdzekļi, kas tiks pielāgoti suņu pārvadāšanai. Projekta rezultātā tiks palielināts policiju dienesta suņu un kinologu skaits, kā arī kinologu mobilitāte un pārrobežu reaģēšanas spējas, lai apkarotu noziedzību un uzlabotu civilo drošību Zemgalē, Latgalē, Kurzemē, Kaunas, Utena, Šiauliai, Klaipėda, Telšiai and Panevežys reģionos.
Read more Description (EN): The common challenges faced by the project partners are lack of cross-border cooperation in combating cross-border crime and ensuring public security, where Latvia and Lithuania are used transit areas for further crime moving to Europe. The project shall address strengthening of police cross-border cooperation in the field of handling of service dogs (K9) that are used for detention of dangerous persons, search of prohibited substances, material evidences, missing persons and other. Its overall objective is strengthening of the Police K9 capabilities for the public security in the Latvian and Lithuanian border territories. It will strengthen competences and capacities of Police K9 staff and partner institutions. During the project experience exchange visits, theoretical and practical trainings will be organised for more than 40 officers, and training equipment as well as two specially equipped minibuses for dog training centers in Latvia and Lithuania will be purchased. Also, partners will develop Joint Police K9 Training Strategy and draft Guidelines (including action plan) in the field of dog handling. 10 service dogs, special equipment for service dogs and handlers, and six specialised police cars for handling of dogs will be purchased and stationed in the Programme territory. As a result of the project, number of police service dogs and dog handlers will be increased, as well as K9 mobility and cross-border response capacity to combat crime and to improve civil security in Zemgale, Latgale, Kurzeme, Kaunas, Utena, Šiauliai, Klaipėda, Telšiai and Panevežys regions.
Read more Achievements (EN): After successful implementation of the project it`s overall objective was achieved and project partners capacity was strengthened by purchasing specially equipped vehicles, equipment, accomplishing cross border training activities as long as setting documents for further cooperation.
Lead partner – State Police of Latvia within the project purchased 6 service dogs, specialised accessories for trainings and various types of training exercise equipment sets to train dogs in various environments, video surveillance cameras together with recording devices and 4 specially equipped vehicles for transporting dog handlers and dogs.
Project partner – Lithianian Police Forensics Science Centre within the project purchased 4 service dogs and 4 specially equipped vehicles for transporting dog handlers and dogs in their daily duties.
Project partners organised in total joint training and experience exchange activities to obtain that Regional Police Headquarter dog handlers operating on the area of the Latvia – Lithuania border regions is more qualified, professional, modern and educated. In order to achieve this, partners organised in total 7 experience exchange visits to each project partner country, joint dog handler trainer and instructor trainings with invited foreign expert and experience exchange activities.
To harmonise service dog training field Project partners jointly developed Police K9 Cross-Border Training Strategy “Strategic directions for the co-operation of the Latvian and Lithuanian police dog handler service (structural units) in the field of training dog handlers and service dogs”.
In order to establish mechanisms for further cooperation Partners created the “Draft Guidelines (including Action plan) on dog handling field”, which later was supplemented with “Joint Declaration on the Implementation of the Guidelines on Regional Police Cooperation between the Republic of Latvia and the Republic of Lithuania” signed by both Partners. These documents will help to continue the direction of cooperation started in the project.
After implementation of project`s activities, Regional Police Headquarter K9 service in Latvia – Lithuania border regions is significantly better equipped and K9 staff is more qualified thus being more capable to jointly operate on the area of the Latvian – Lithuanian border regions, as well as to support and help each other in a criminal case investigations and prevention.

Expected Results (EN): Number of solutions improving public services
Expected Outputs (EN): The results of these activities will be used for K9 staff strengthening on the area of the Latvian - Lithuanian border regions by institutional cross-border cooperation combating cross-border crime, illegal immigration, providing public security, searching for a missing person and material evidences, detention of dangerous persons and strengthening capacities and cooperation between institutions, emphasizing the Priority IV IMPROVED QUALITY OF LIVING THROUGH EFFICIENT PUBLIC SERVICES AND ADMINISTRATION and Specific Objective 4.1. to improve efficiency of public services by strengthening capacities and cooperation between institutions. The cooperation between law enforcement authorities and its subordinated units of the LV and LT in cross-border regions will be developed.
Number of solutions improving public services will be the following:
1) increased public order efficiency and effectiveness by increasing the capacity of human resources and service dogs by the effective methods, like organization of cross border experience exchange visits, exchange of best practices among institutions, joint training incl. joint K9 trainer and staff training on specific topics related "State civil security" and "Matching the common actions and operative strategy to solve the extreme situations and daily duty implementation by efficient use of Police service dogs";
2) significant improvement of material bases for the law enforcement authorities in order to increase K9 mobility and response capacity, combat the crime and improve the civil security;
3) creation of new cross border cooperation opportunities by development of of Join Training Strategy and Draft Guidelines;
4) enhancing the technical capability and material bases of Police K9 training centers in order to improve education level and training opportunities;
5) implementation the project Communication strategy to enhance the cooperation between local citizens and law enforcement authorities in order to raise awareness.
