Description (EN):

One of the main reasons that hamper the growth and the economic development of transport sector in ADRION region is lack of efficient maritime - hinterland connections, mainly caused by the existence of various bottlenecks at border level. ADRIPASS will tackle this problem by (1) analyzing physical and non-physical bottlenecks on the Trans European Transport Networks (TEN-T) corridor sections of the ADRION region, with a specific focus on those recently extended to the Western Balcans, where most Border Crossing Points (BCPs) are located and (2) by testing specific Information and Communication Technology solutions for streamlining freight transport in ADRION ports, setting standards which may be replicated to Electronic Data Interchange interfaces at BCPs. ADRION region will therefore benefit from the results of the above-mentioned activities thanks to the replicability of concrete project tools as the transnational action plan for transport facilitation in the Adriatic-ionian region and the Information and Communication Technology action plan for improving multimodal transport in ADRION regions. Setting up an enduring multilevel and multidisciplinary transnational cooperation network (3), simultaneously and innovatively combining a bottom-up and top-down approach at BCPs, will then guarantee an important impact on the relevant area. Through the results of ADRIPASS project, and in particular through the ADRIPASS strategy for the enhancement of multimodal transport efficiency and competitiveness, planning capacities of transport stakeholders (port terminal/logistic operators, freight forwarders, railway companies) and national and European policymakers (Ministries of Transport, European Commission, TEN-T Corridor coordinators) will be significantly improved, since all of them are facing the same challenges concerning the multimodal transport accessibility and network efficiency on the TEN-T Corridor sections in the ADRION region (from the port to the hinterland). Thanks to ADRIPASS project and results the entire process of regional transport planning will be strongly supported and complemented thus allowing an harmonization with EU transport policy in the relevant area.

Achievements (EN):

ADRIPASS final publication: What is a Port Community System (PCS) and why it is so important? ADRIPASS has targeted its pilot actions on the improvement of the PCS in several ports of the Adriatic-Ionian region. The set of activities put in place will help have more efficient cargo flow at ports as well as better connectivity in the Region. Let’s discover why. A Port Community System refers to an open and neutral platform that connects multiple systems, thus enabling the secure and intelligent exchange of information between the different organizations that make up a seaport community. It is a shared platform that is organized and used by public and private stakeholders (shipping lines, logistics providers, terminal operators, wharehuse operators, etc. The secure and intelligent exchange of information makes it possible to optimize, manage and automate port and logistics processes, making for an efficient process that enhances the competitive position of air and seaport communities. ADRIPASS has helped improve the PCS in several ports of the Adriatic-Ionian region, see the cases of the port of Koper, the port of Igoumenitsa and the port of Bar.

Expected Results (EN): Level of capacity of organisations in the field of transport and mobility to transnationally plan and implement sustainable and multimodal transport and mobility solutions

Expected Outputs (EN):

The main result achieved by ADRIPASS will be increased capacity of ADRION transport stakeholders (port authorities, terminal/logistic operators, freight forwarders) and policy makers at national and European level (ADRION national Ministries of Transport, European Commission – DG MOVE, DG REGIO and DG NEAR – European Transport Corridor Coordinators) to plan and implement transport facilitation measures on the TEN-T Corridors of the ADRION region, with a special focus on the recently extended ones to the Western Balkans. In particular, ADRIPASS will result in: 1) increased technical knowledge and planning competences of national and European public authorities for improving multimodal transport on the TEN-T Corridors of the ADRION region, with particular attention paid to maritime and inland border crossing points (BCPs); 2) Improved capacity of transport stakeholders at TEN-T Corridor core node level (in ADRION ports) and at BCP level to streamline freight flows through the use of low-cost and highly efficient ICT tools, also by upgrading the Port Community Systems aiming at a better communication and coordination with port stakeholders (private and public), to be replicated at BCPs through EDI interfaces; 3) establishment of a multilevel and multidisciplinary cooperation network among transport stakeholders and policy makers, through a convergent bottom-up (from the needs of the territories to the policy actions) and top-down (from the policy actions to the implementation of measureable and concrete low, medium and long-term transport facilitation measures) approach.
