The overall objective of CoBiUM is to reduce car-traffic and parking pressure in urban areas – relieving roads, making them safer and creating new space, reduce air pollution and noise emissions and as a consequence improve the quality of living in Baltic cities. At a higher level the reduction of greenhouse gas emissions is a strategic objective of this project. CoBiUM will focus on three thematic areas: private users, municipal services and business logistics. CoBiUM will offer innovative and sustainable solutions, helping municipalities in the South Baltic area to integrate cargo bikes into their urban mobility concepts. At the same time the knowledge about the potential of cargo bikes and their acceptance among private users and businesses will be improved through targeted communication and campaigning – at project level as well as at local level. In CoBiUM the partners will carry out pilots (with small scale-investments) in one or more of the three thematic areas (private use, municipal services and business logistics). The pilots themselves as well as the accompanying communication and campaigning will take into account the different levels of advancement in the respective country with regard to cycling culture and mobility behaviour. There will be a sound evaluation plan in place before the pilots start. From comparing the findings from the individual pilots and the lessons learned the partners will jointly be able to draw conclusions, identify good practice examples and produce guidelines with communication strategies and advice on the measures’ transferability with regard to the different development levels of bicycle mobility in the different countries. This will also ensure a broad transferability and uptake of good practice examples throughout the entire South Baltic area.

Achievements (EN):

Cargo bike pilot presentations: The core action of the CoBiUM project has been the pilot tests directed to three thematic areas or target groups - private use, municipal services and business logistics. The pilot projects are built on different levels of cycling culture and mobility behaviour in each country. Below you will find a summary of each of the pilots, containing a description of the set up, costs and model of cargo bikes, and lessons learned. A total of 15 pilots were performed, 8 for municipal services, 4 for businesses/organizations and 3 for citizens. Cargo bike guidelines and supporting materials: Cargo bikes - an asset for a sustainable transport system (2021) Guidelines for citites and municipalities för using and promoting cargo bikes as a way of achieving climate targets. These guidelines aim to provide an overview of why and how to introduce and promote cargo bikes in your municipality or agency and encourage the use of cargo bikes by residents or organizations. Its content was developed based on experiences from the CoBiUM South Baltic programme and the expertise of the partners involved. The guidelines consist of five parts: An overview, contextualizing cargo bikes in the general transport system. General considerations when planning to work with cargo bikes. Step-by-step guidelines for introducing cargo bikes. In a municipal department/organization. In bike libraries serving residents and organizations. For business purposes. Promotion and communication. Challenges and solutions.

Expected Results (EN):

CoBiUM will identify barriers to the take-up of cargo bikes and how to overcome these barriers. Moreover, CoBiUM will increase the knowledge about the potential of cargo bikes and their acceptance as well as the number of people who have tested a cargo bike themselves. Successful pilots will develop into mature applications further triggering the substitution of cargo bikes for cars and lorries with combustion engines.

Expected Outputs (EN):

1) Guidelines for the promotion of cargo bikes in urban mobility in the South Baltic area, focussing on private users, municipal services and business logistics aiming at replacing fossil-fuelled means of transportation. 2) Implementation of pilots for promoting cargo bikes as sustainable and green urban transport solutions in the South Baltic area, identifying good practice along the entire value chain.
