As acknowledged by the Smart Specialization Strategies (S3s) of European coastal regions, Marine Biological Resources (MBRs) are one of the main services provided by coastal ecosystems, having a great potential to promote regional economic development and employment through blue biotechnology, and thus to contribute to growth and cohesion. The leading Marine Biobanks in Europe are located in the Atlantic Area and are part of the European Marine Biological Resource Centre (EMBRC). Biobanks provide Marine Biological Resources to academic and industrial researchers, and are thus the backbone for the search of unique marine genes, bioactives and biomaterials with potential for commercial development and job creation in the Atlantic Area. The EBB project will set the basis for the common operation of the leading marine biobanks in Europe. Tools and common procedures for the ex-situ maintenance of Marine Biological Resources will be developed, and harmonization in the application of procedures to comply with regulations on access to genetic resources will be ensured. The EBB will facilitate sustainable access to marine biodiversity, its associated data, and extractable products for local and international academia and industry users and incentivize biodiversity conservation in coastal ecosystems by promoting compliance with benefit sharing regulations.

Achievements (EN):

Europe’s most important marine biobanks are located in the Atlantic Area and are part of a globally distributed reference research infrastructure for fundamental and applied marine biology and ecological research, the European Marine Biological Resource Centre. Biobanks provide marine biological resources to academic and industrial researchers, becoming the backbone for the search for unique marine genes, bioactives and biomaterials with potential for commercial development and job creation. The EBB project contributes to ensuring the longterm practical transnational coordination of marine biobanks through the creation of the European Blue Biobank. This innovative initiative increases the diversity and quality of Marine Biological Resources made available to user communities, facilitating their biotechnological enhancement. EBB developed electronic tools to harmonise the database structure and client-server architecture across all biobanks involved, improving overall operational standards. The project implemented standardised procedures across all biobanks for providing Marine Biological Resources samples and associated information to third parties, ensuring their traceability and compliance with the EU Access and Benefit Sharing Regulations. The European Blue Biobank is the first project to develop and apply Good Practice Guidelines on Access to Marine Biological Resources for Commercial Research in accordance with Access and Benefit Sharing legislation, by testing flagship practical use-cases proposed by end-users. In close collaboration with the relevant national competent authorities, the project also launched the procedure to include biobanks participating in the EBB project in the EU Register of Culture Collections. "The EBB project thus expects to lead to the establishment of a world reference marine biobank in the European Atlantic Area, promoting the blue bio-based economy in peripheral maritime regions in Europe. As responsible of the transnational service provision scheme of the Plentzia Marine Station, EBB has been very useful in providing us with tools, standards and operating procedures to provide marine genetic resources either from the environment or from our samples Biobank and Microalgae Culture Collection to internal and external users in compliance with national and international ABS regulations.” Ibon Cancio Associate Professor in Cell Biology, University of the Basque Country.

Expected Results (EN):

• Best Practice Guidelines (BPGs) for the operation of culture collections in compliance with Access and Benefit Sharing (ABS) regulations. • Production of a set of BPGs on access to Marine Biological Resources (MBRs) for industrial users. • Raise awareness among end-users about the regulatory landscape through their participation in workshops, case studies and outreach activities. • Help CNAs for smooth implementation of the EU Regulation at the national level, ultimately facilitating sustainable access to Marine Biodiversity in compliance with ABS regulations. • Development of a common Quality Management System (QMS) for EMBRC´s distributed biobanks. • The establishment of a world-reference transnationally-coordinated Marine Biobank in the Atlantic Area which complies with common quality standards and ABS regulations;

Expected Outputs (EN):

• 6 compliant collections; • 1 set of BPGs; • 1 open symposium, participation in 26 external events, 9 media releases of outreach material, 35 newsletters, development of 12 flagship use cases; • 1 clearer and simpler bureaucratic landscape for entities wishing to access MBRs with applied research purposes, reducing barriers to blue-bio-innovation.
