Description (EN):

The protection of waters in Europe is regulated by the Water Framework Directive (WFD), which is mandatory for all European Union members. Significant progress has been made in the use of passive sampling devices for routine monitoring, but some barriers remain that prevent regulatory acceptance of passive sampling devices for checking compliance under the WFD. Adaptation of environmental quality standards suitable for passive sampling devices will allow their use to evaluate the chemical status of waters under the WFD. The main driver of the MONITOOL project is to respond to European Directive demands for the assessment of chemical status of transitional and coastal waters. The quantification of WFD priority substances and emerging contaminants is of capital importance to implement the European policies for the protection of the marine environment. However, in many cases it is very difficult or even impossible, by traditional techniques and there is an urgent need to find accurate, reliable, easy and cost-efficient alternatives. This project is deemed to be very pragmatic by adapting suitable environmental quality standards for priority and specific metals, to allow the use of passive sampling devices in a regulatory context, enhancing the implementation of the WFD and demonstrating the cross-regional (Canaries – Highlands and Islands) applicability of passive sampling devices in water monitoring and assessment by co-deployment of these devices and spot samples.

Achievements (EN):

The protection of waters in Europe is regulated by the Water Framework Directive, mandatory for all European Union members. Detecting and monitoring the level of contaminants in seawater and inland waterways is a key element of this Directive. In many cases it is very difficult by traditional techniques (spot sampling) to determine metal concentrations, particularly for estuarine and coastal waters, and so there is an urgent need to find accurate, reliable, easy and costefficient alternatives. Passive sampling devices have several advantages compared to conventional monitoring methods, since this methodology can provide time weighted average concentrations integrated over a period of time. The aim of the MONITOOL project is to adapt existing metal water Environmental Quality Standards for passive sampling devices (Diffusive Graddient in Thin-films: DGTtype), thus allowing their use to evaluate the chemical status of waters under the Water Directive. In MONITOOL common guidelines were produced and followed by all partners to ensure the comparability and reproducibility of data obtained in different partner regions. Two successful campaigns for sampling and analysis were conducted. In fact, this has been the first broad geographical scale study using this methodology, covering a variety of environmental conditions across the Atlantic and Mediterranean marine regions. Laboratory analysis results have provided a robust MONITOOL dataset. After a statistical process, MONITOOL has successfully adapted the existing metal water Environmental Quality Standards for the passive sampling devices for cadmium, nickel and lead, as well as for the other metal ions that were studied. These results may improve the quality of the overall assessment in dynamic marine waters to comply with the European Water Framework Directive, allowing a better assessment of the sampling sites, in terms of spatial comparison and their evolution over time. The extensive data set of 6500 concentrations of metals by DGT and spot sampling provides a solid foundation and a big step towards adopting DGT as an accepted routine monitoring tool in the Water Framework Directive” Professor Hao Zhang, Lancaster University, UK, and member of the MONITOOL scientific advisory board.

Expected Results (EN):

- Suitable Environmental Quality Standards (EQSs) for metals to allow use of diffusive gradients in thin-films (DGTs) in Water Framework Directive (WFD) compliance monitoring and water chemical status classifications. WFD classifications will feed into assessments of good environmental status at the (sub-) regional scale under Descriptor 8 of the Marine Strategy Framework Directive (MSFD) and consequently application of MSFD may improve with DGT use; - Framework for further development of EQSs for other priority substances and emerging contaminants that cannot be included within MONITOOL scope; - Robust comparison of real-world data measured in DGTs and in spot samples from across Atlantic Area with proposed EQSs and existing EQSs to show the approach utility over the whole region. Data from North Sea and Mediterranean Sea will be used to show applicability of approach beyond Atlantic region; - Improved status assessments for metals that have greater scientific validity and will better withstand public scrutiny in event of failures occurring and expensive measures being required.
