Description (EN): The Municipalities of Georgios Karaiskakis and Dropolis (Dropull Municipality) located within the eligible for the programme cross-border area, despite their location in different countries have common characteristics and problems. In particular the two extensively mountainous areas, are characterized by delayed development, depopulation, low level of infrastructure and geographical isolation due to inadequate transportation infrastructure. The two Municipalities, as shown on in their business plans, have included extroversion as a key lever for development. A main concern, thus, is to upgrade the accessibility infrastructure that will enable the life quality improvement for the residents, the primary sector products distribution, the access to the abundant natural and cultural assets and the activation of the tertiary sector. The proposals' strategic objective is to jointly create the extrovert development pathways for the disadvantaged areas of the two municipalities through upgrading accessibility infrastructure, increasing capacity and traffic, removing isolation, developing existing entrepreneurship, improving the quality of life and retaining the population. The projects expected outputs relate to: 1. Implementation of improving the infrastructure of three municipal roads in the municipality of Georgios Karaiskakis, 2.80 km long, 2. Implementation of improving the access road, 1,50 km long, towars the listed heritage site of the Byzantine Church Nativity of Mary in Kato Episkopi and the Radat village. Both projects include the rehabilitation works of the geometrical characteristics, drainage of rainwater, landslide protection walls and total reconstruction of the asphalt pavers in combination with the required marking and safety features. Road signs for access to neighboring municipal natural and cultural resources are also included. 3. Intangible actions (opening and closing conferences, presentations in both countries), 4. Web site (with information on the project, the intervention area, the cross-border programme), IT equipment. The joint project of upgrading the road network is able to obtain funding in order to deal with common challenges through joint interventions, establishing present and future cooperations. In addition to the project's tangible results and the direct cross-border impact to the public, the business and in general to the development prospects, this proposal is expected in times of recession to give a note of encouragement that can bring about a change of the current situation in the neglected municipal areas, while attaining added value and momentum in its strategic purpose.

Expected Results (EN): The project will lead to a complete, functional and safe road network 2.80 km long in the Greek side 1,50 km long in the Albanian side. As mentioned above, the results of the project will contribute to extrovert development through easy approach by the public, increasing capacity and traffic, removing isolation, developing existing entrepreneurship, improving the quality of life and retaining the population . Regarding the programms output indicators the following are fulfilled (2,8+1,5)= 4,3 km of CB road network studied and to be constructed, equivalent to (2800x6.00m +1500,00x6,00)=25.800m2 of CB road network studied and to be constructed. In relation to the effect indicators the planned road network is in direct synergy with the envisaged interventions linking the wider area of Tzoumerka with the Ionian Highway and by extension to the Egnatia highway and the construction of the Ioannina-Kakavia road axis. The % result indicator of cross-border vertical axes to Egnatia Motorway either constructed or with sufficient maturity to be constructed does not concern directly the proposed project. The project concerns in the synergy within the framework of sustainable mobility and therefore of sustainable development. The new road infrastructure is an element of added value for the cross-border area on the basis of modernization - completion of infrastructure to achive economic and social development, reducing of the regional disparities, convergence and upgrade of public authorities' institutional capacity for effective administration and management of the reserve in the areas in their jurisdiction.

Intangible actions: 3.1.one one-day launch meeting in Greece followed by 3 more coordination meetings in Albania and Greece, involving a presentation of the Cross-border Program, the project, the areas of intervention etc, and the management of the project while it is in progress. 3.2 4 open conferences.The aim is to inform local authorities, organization and population about the project and encourage them to have a strong involvement in all the phases of the project, while at the end conferences in both countries there will be a presentation of the results and the deliverables of the project, a short evaluation of the initiative and an open discussion about the possibilities of a future cooperation. The aim is to communicate the results of the project to the cross-border local population and authorities and to evaluate its results. Deliverables: Invitation and Program Text, radio-spot, list of participants, minutes. 4. Web site with information on the project, the intervention area, the cross-border programme, IT equipment. All the outputs mentioned above are in accordance with the main output indicator which is planning, construction and rehabilitation of road network concerning the specific objective 1.1 of the program.
