Water Knows No Borders. Greece & Albania share CB river basins; therefore water resources management & supply aspects are common challenges that should be jointly tackled. In the meantime existing financial/human investments are not sufficient to ensure proper operation & maintenance of the water supply (WS) infrastructure, while the capacity of water utilities to manage basic services in delivering safe drinking water & treating waste water is weak. Thus, SaveSafeWater overall objective is to increase the capacity of CB infrastructure in water management, through their rehabilitation, drinking water quality monitoring & reduction of NRW, throughout the whole WS chain (from the water abstraction points back to the environment). SaveSafeWater not only safeguards water resources quality & quantity from natural & human pressures, but also assures water consumers safety & health as well as their quality of life, in compliance with EU & national legislation. The expected change is the increase of water operators capacity in delivering safe drinking water &the management of waste water treatment. Smart Growth will be enhanced by utilizing ICT, Sustainable Growth by supporting construction of water infrastructure & promoting environmental protection, adaptation to Climate Change (CC) & risk prevention, sustainable use of natural resources. Inclusive Growth will be enhanced by assuring public safety & health. Main outputs will be joint innovative methodologies & tools (water use efficiency & quality monitoring) used to tackle drinking water management problems, considering human & natural pressures including CC (joint CC, water audit & quality report, CB water resources vulnerability assessment report).They will be tested in 4 pilot areas (Ioannina & Korce/inland, Igoumenitsa/coastal, Kefallonia/island) & finally a joint policy recommendation paper will highlight sustainability of results & lessons learnt to the whole CB area. SaveSafeWater is expected to assist in tackling crucial common WS management problems (targets set by the River Basin Management Plans) & achieve economic & tourist development (improved water quality & adequate quantity) in the programme area. The added value is improved management of water resources used for drinking purposes, through their efficient use (reduced NRW) & water quality assurance (water & energy resources efficient use; reduced carbon & water footprint). Our approach is a synergy of water operators, WFD implementation strategy & CC vulnerability, promoting an integrated solution. Public authorities & water consumers (local citizens & visitors) are expected to benefit (growth of "blue" behaviour). The activities are jointly developed by all PBs verifying the need for a joint approach (CB river basins). The integrated tools are original & innovative as till now only fragmentary ones are used to improve drinking water management. They will function as reference processes applied in EU level (disseminated through jointly developed communication & sustainability Plans).

Expected Results (EN):

SaveSafeWater main results are:a) Increased share of water resources used sustainably;b) Increased capacity for wastewater treatment (reduction of NRW mainly through real water losses reduction results in reduction of the wastewater treatment plant volume as real water losses usually reach the plant through the rain water sewer system). With this respect, the annual available capacity at the waste water treatment plants (secondary treatment) is estimated to increase by 5% (0,75 million m3);c) Increased capacity of CB infrastructure in water management & the level of use of innovative technologies regarding CC & overall water management efficiency, including energy efficiency; d) Reduction of water losses & NRW in water distribution networks/WDNs (automatic metering; GIS, SCADA systems): identification of NRW causes; development of water distribution networks hydraulic simulation models;e)Water savings (use of smart water meters);f) Full Water Cost (FWC) estimation methodology including direct, environmental & resource costs calculations. An action plan is developed to assess & recover FWC considering the WFD2000/60/EC guidelines & the methods applied; g) Identification & analysis of the current drinking water quality; h) Water conservation by reducing water losses in WDNs & water savings (conservative use) through informed users with increased environmental awareness; i) Reduced carbon/water footprints & energy consumption in the entire water supply chain; j) Implementation of EU/national policies in Greece & Albania regarding NRW reduction & water quality monitoring according to the WFD. The methodology & tools to improve water quality in the whole WS chain will form an Early Warning System that will improve water operators capacity to assure drinking water quality/safety & safeguard water resources quality. It is the first time that such integrated EWS will be developed, as until now fragmentary solutions are only available, not covering the whole WS chain.

Expected Outputs (EN):

SaveSafeWater main outputs include the development of CB strategy/policy of drinking water resources management & drinking water supply systems (WSS) in the CB area, along with the preparation of a common code of good practices/measures for WS operators, for reciprocal safe CB WS towards a worth living environment. The main outputs will be joint innovative methodologies & tools(water use efficiency & quality monitoring, joint cc/regional, water audit & quality report/local, CB water resources vulnerability assessment report/regional).These outputs will be tested in 4 pilot areas (Ioannina, Korce, Igoumenitsa, Kefallonia) through the installation of equipment (SCADA,GIS,SmartWaterMeters) & the calibration of hydraulic modelling(ex ante & ex post audit).Finally, publicity material/project video, CB awareness events, local technical workshops & a joint policy recommendation paper will highlight sustainability of results & lessons learnt (whole CB area). These outputs, coherent with SO 1.1 are enhancing the CB infrastructure capacity increase in water mngmt & will be engaged with the signing of a MoU (all stakeholders agree to voluntarily take part in the activities (integration of the joint CB policy to the national ones) & to use the mutual know-how gained(the capacity of water operators will be evaluated based on the Intern. Water Assoc. Performance Indicator System). SaveSafeWater forms a critical mass able to deliver the expected outcomes, covering the entire Policy Planning Cycle(Demings Cycle/PDCA).This mixture of institutional & operational stakeholders guarantees economic/institutional sustainability.PBs will involve EU/national/regional/local governance; professionals in the water/energy sector;research instit.;environmental NGOs;consumer organiz..The additional population served by improved WS is estimated to be about 258.000 inhab.(LB,PB2,PB3,PB6 area of competence) & by improved wastewater treatment about 12.900 inhab. (5% of the current population served).
