During the last decades, Greece has made significant efforts to tackle with major waste management issues and has worked towards EU policies for waste prevention, reuse and recycling, but is still behind national targets for year 2020. At the same time, Albania is striving to develop its basic infrastructures in order to avoid uncontrolled waste disposal. WASTE RREACT aproaches low recycling rates in Greece and almost zero in Albania with the implementation of different facilities/activities in 7 Regions allowing direct comparison of the effects of each measure. These will be enhanced by a wide environmental awareness campaign addressing both citizens and schools, the production of technical guidelines/plansand the operation of an online waste monitoring platform for sharing information and strengthening cross-border co-operation. Thus the overall objective of the project is to boost recycling and composting through plannning, construction and supply activities in 7 Regions in Greece and Albania. The main outcomes to be delivered in the project include: - a composting plant for sourceseparated biowaste in the Region of Epirus, Arta. - a green point for recyclables in Kastoria and two smaller ones in Florina and Deskati. - one green point in the island of Corfu and one in Zante. - a new separate collection scheme for recycling in schools and other key areas in the 4 Region of Albania. - a waste monitoring platform for educational and informational purposes as well as for monitoring waste management initiatives and the performance of munipalities. - technical guidelines and specifications on waste management for municipalities and wide environmental awareness campaign targeted to different groups (schools, local businesses, citizens etc.). A number of new and innovative schemes will take place, such as the composting plant of source- separated biowaste, green points which are a totally new concept for the participating countries, recycling at schools, etc. In addition, the monitoring platform is an innovative element, taking into account that there is no such monitoring mechanism in the participating countries. The proposed partnership and this cross-border co-operation can provide all sides with the necessary tools to make a step forward, exchange know-how and tackle the same problems and challenges. Itegrated waste management can be thus demonstrated through different case-studies for recycling, green points, composting, etc.

Expected Results (EN):

The expected results of the project include: - Initiation of separate collection of biowaste and composting for the first time in the Region of Epirus and the whole cross-border area. - Evaluation of different biological treatment processes, ie. composting and anaerobic digestion process through experimental activities. - Construction for the first time in Greece and Albania of a network of green points for promoting separate collection of different materials. - Application of separate collection system for boosting recycling at tourist areas and schools . - Formulating Technical guidelines for the municipalities in the 7 Regions adapted to EU policies targets and taking into account the results of the project. - Establishing a common / cross-border waste monitoring platform for monitoring waste management initiatives and the performance of the participating Regions. The platform will serve as an educational and informational sharepoint for waste management. - Raise environmental awareness with contemporary means to more than 200.000 inhabitants, students and tourist stakeholders. Taking into consideration the baseline on result indicators stated by the programme (see programme documents) the project will increase this baseline per 1% (10000 tn per year/1,2 million tn of sufficient waste capacity=1%).

Expected Outputs (EN):

The main outputs that will be delivered based on the activities carried out in the project include: - A (1) composting plant treating 4.000tn of biowaste (including green waste) source-separated by local population and farmers. - Three (3) Green Points in Kastoria, Florina and Deskati for the collection of more than 9 separate materials for reuse and recycling. - Two (2) additional tourist oriented Green Points in the islands of Corfu and Zante. - At least four (4) separate collection schemes for recycling in schools and other key areas in the Albanian Regions. - Procurement of an Anaerobic Tank Reactor evaluating experimental results related to the anaerobic digestion process . - Development of waste management educational, informational & monitoring platform, addressing municipalities in Greece and Albania, citizens, students, business and other interested stakeholders. - Technical Guidelines and specifications on waste management for municipalitites incorporating all project outcomes and results. - Updated Master Plans on waste management for the Albanian Regions, including policies and infrastructures reaching EU targets . - Environmental awareness campaign( production of informational material, video &educational for schools, workshops for municipalities, electronic material for social media, press releases, etc.), being specialized to different target groups (schools, local businesses, citizens, etc.). From the above we expect more than 10.000 tn of solid waste to be treated sustainably (either through composting or recycling).
