Description (EN):

The reliable and comprehensive hydrologic data is the basis of sound forecasting in any country of the Danube Basin. None of the flood risk mitigation measures serves better the protection of human lives and the social estate than enhancing the preparation time to avoid catastrophes that could have been caused predicted floods. The most cost effective non-structural tangible solution which highly reflects the solidarity principle is the improvement of forecasting capabilities on basin-wide scale. The project will deliver an outstanding overview about the present status of the national forecasting capabilities where from the partners and the stakeholders could derive the common goals in order to develop the existing system in a comprehensive way. The mutual understandings will be recorded in a common vision of the partners. The partners jointly work out the policy recommendations to be submitted to ICPDR in the interest of the establishment of the Danube Hydrological Information System (DanubeHIS) which is a fundamental step towards flexible and sustainable data exchange. The main focus is to enhance the access to the recorded hydrologic and ice data and to provide harmonized distribution for all the countries in the Danube catchment. For this purpose for all partners interface software will be installed to provide standardized data services also as data source for EFAS. The partners will collect the inputs from stakeholders and other interested parties in national expert workshops and results of professional discussions the international level by the Danube Forecasting Forums (DAFF). A pilot action will be executed for considering the possibilities of international capacity share. All the experiences during the project would be settled in a guideline and a publicly available e-learning material for benefit of all the users. DAREFFORT project is a horizontal initiative to implement a flood risk mitigation measure in a joint and sustainable way on catchment level.

Achievements (EN):

In a 3 year-long international cooperation, water professionals from 12 countries have laid the foundations of a system for the real time sharing of the national hydrological and meteorological data in the Danube Basin. DAREFFORT – a project funded by the European Union – aimed to enhance flood and ice control in the Danube river basin. Rapid implementation of the system at the participating nations is also supported with e-learning training packages. It had required important diplomatic and engineering work before the development of the EnviroNet Platform took place. It was necessary to assess what data each country needed, how they could support joint efforts and what agreements might be needed at the level of the participating nations. Finally, a secure data exchange platform, accepted by all participants in terms of operation and location, has been established, through which harmonised data are exchanged. At the closing conference, the development partners expressed their conviction that the system could be made public as soon as possible, so that in addition to the competent institutions, professional users could have access to real-time data from water and meteorological measuring stations in the Danube catchment area. The results of the DAREFFORT project represent an important step towards the establishment of the Danube Hydrological Information System (DanubeHIS), designed by the International Comission for the Protection of the Danube River (ICPDR). Furthermore the provision of data to the EFAS (European Flood Awareness System) may also be viable.

Expected Results (EN): Intensity of cooperation of key actors in the programme area in order to improve transnational water management and flood risk prevention (survey based composite indicator)

Expected Outputs (EN):

The project main result is Danube Region Enhanced Flood Forecasting Cooperation. It will be reached through a standardized data format utilized by the responsible national organizations and improved data exchange between the participating countries on the ICPDR provided Danube HIS platform (with elaborated national software interfaces to be connected to DanubeHIS). DAREFFORT leads to reduced flood risk of the DRB and increased preparedness of flood and civil protection organizations, public service providers (i.e. waterworks). The project will intensify the cooperation of key actors and puts a strong focus on the creation of tools such as 9 national status reports, 1 common vision on flood forecasting, 1 e-learning material, 1 pilot action, 1 guideline in the Danube Region to improve transnational water management and flood risk prevention. These tools will stand first of all at the disposal of the experts and practitioners to facilitate the harmonisation of data exchange for flood protection in the Danube region. Furthermore the project provides policy recommendation for policy-makers whose role is essential in securing the durability of the project results. Relevant target groups (even from other territories) will be reached at least in the frame of the 2x DAFF conferences, 9x national expert workshops and one capitalisation meeting, respectively exp. 150, 50 and 150 participants on each. Transferability of results beyond the DRB level is secured by JRC & WMO involvement.
