Description (EN):

KnowING IPR will improve framework conditions for innovation in the Danube region by developing a transnational KnowING IPR platform, which will provide an open access tool for advanced intellectual property rights (IPR) analysis, and guidelines for improved and harmonized IPR policy framework across the Danube region. It will ensure broader and needs-based access to existing innovation and research results, to patents and to IPR knowledge and will encompass services and training for the management of IPR and for support to commercialization of research results and technology transfer. KnowING IPR is a pioneering effort bringing advanced knowledge engineering technology to the field of IPR. This will enable pooling and exploitation of existing innovation knowledge and increased IPR-based cooperation opportunities (out-licensing, in-licensing and also underdeveloped university technology transfer). The project will tackle the bottleneck of the lack of real-value IPR data and of IPR management knowledge, thereby stimulating an underdeveloped IPR market, encouraging further innovation investments and creating competitive advantages, especially for Danube region SMEs and HEI&RI. The main result of the KnowING IPR will be a practical solution in the form of an open access Knowing Hub online platform providing knowledge extraction from patent and other databases, advanced analytics, and training for IPR extraction and management, thus enabling IPR collaboration, better informed freedom-to-operate, future trend decisions, and build-on innovation processes. Furthermore, the project will yield evidence-based Policy Recommendations for the Danube region in the field of IPR. KnowING IPR will build upon triple helix model of innovation, reaching to enterprises, especially SMEs, business support organisations, public authorities, higher education and research centers, through its varied consortium members and outreach activities. Information added on 2020-05-12, regarding the mitigation of the effects of COVID-19 (the corona virus pandemic that started in 2019) (English language only): This project teaches stakeholders how to protect their innovation patents e.g. by introducing them to intellectual property rights e.g. relevant for the products invented now to support the Covid effort e.g. 3d printed pieces for ventilators etc.

Achievements (EN):

CONCLUSION OF MENTORSHIP PROGRAMME: The Mentorship programme, which was being concluded on 10th of December offered tailored personal consultation on the topics of technology transfer, IP and IP management to a total of 23 SMEs who responded to the Open call for applicants published in Autumn. The mentees had the possibility to get in contact with experts from the whole region confirming again the usability and replicability of the services developed by the KnowING IPR project and known under the name of KnowING HUB. KNOWING HUB KnowING HUB About KnowING HUB: KnowlNGHub Web Portal provides the complete online infrastructure for access to enriched data, developed knowledge extraction tools and IPR management tools for both basic and more advanced users. It enables searches and data retrieval using browsers and mobile applications. It offers a complete KnowlNGHub service online. KNOWING HUB HELPDESK: In order to assure a positive user experience of the KnowING HUB we invite you to browse through our Helpdesk, where you can find several definitions explained, Frequently Asked Questions and National Contact points. The main goal of KnowING IPR Helpdesk is to provide support and/or instructions on technical and general protocol matters for basic users who are new to the Hub and may have limited knowledge on IPR topics. EXPERT CONSULTANCY SERVICES Expert Consultancy Services is a part of the KnowING HUB support process. It supports increased IPR management by the users, by addressing more complex queries (from help with queries to advice on IP and innovation partnerships, policy initiatives in the field of intellectual property and innovation etc.) to support users and by connecting to trainings. Specifically, the Expert Consulting Service consists of a set of advisory services provided to the stakeholders, business, public and higher education and research organisations. Members of KnowING IPR projects will act as consultants and they will provide the services to the customers in a process of interaction in which they will take the inquiry, investigate it, recommends solutions and guide their implementation.

Expected Results (EN): Intensity of cooperation of key actors in the programme area in order to improve framework for research and innovation (composite indicator)

Expected Outputs (EN):

The main result of the KnowING IPR is a practical solution in the form of an open-access Knowing IPR Hub. It will provide assistance to for enterprises, especially SMEs, as well as HEI&RI, in the management of intellectual property rights. It will tackle the bottleneck of a lack of high-quality real-value IPR data and advanced analysis and poor IPR management capabilities and IPR exploitation in the Danube region, which are hindering innovation, commercialization of IPR and IPR-based transnational cooperation, resulting in the underdeveloped IPR market. KnowING IPR Hub will provide knowledge extraction from patent and other databases, IPR matchmaking, enable IPR collaboration, provide commercialization opportunities, and enable better informed freedom-to-operate, future trend decisions, and build-on innovation processes. It will bring the much needed IPR enriched data to SME's, university technology transfer offices and large industry. KnowING IPR Hub will consist of 1. transnational KnowingHub web-platform (one), 2. web-based client application (one), solving the bottlenecks identified in 3. IPR Action plan for the Danube region, developed through 4. three action plan regional workshops. Users will have access to two IPR training kits and the solutions will be tested in two pilot projects to ensure the viability and robustness of the developed practical solution. KnowINg IPR Hub will contribute to development of joint policy framework, the KnowING IPR policy recommendations.
